1 Job Profile Senior Adviser (N1) Water Resource Management Adviser Directorate of Water Resources Management (DWRM) Joint Water and Environment Sector Support Programme Uganda Reference number: DK /UGA.02-W 1. The Joint Water and Environment Sector Support Programme (JWESSP) has commenced with a six months inception phase from September 2013 to April The Water Resource Management Adviser for the Directorate of Water Resource Management will therefore collaborate with two Danida recruited advisers as well as with advisers recruited by other Development Partners and the Government of Uganda Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish embassy following consultation with the local authorities, who will also be represented at the job interview. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as by taking part in the final interview. The final interview panel consists of the Sector Coordinator from the embassy, a representative from the local authorities, and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Joint Water and Environment Sector Support Programme 2.1 The programme in short: The Government of Uganda (GoU) and Development Partners (DPs) are implementing a Joint Water and Environment Sector Support Programme (JWESSP) over the 5-year period The programme is a continuation of a similar programme running from 2008 to 2013 and will support the GoU's effort to eradicate poverty in Uganda. In line with the mandate of the Ministry of Water and Environment (MWE) and the merging of the two subsectors, this new programme also incorporates support to the environment and natural resources (ENR) sub-sector. It is also intended to further harmonise and align DP support to the sector by establishing one, co-ordinated and flexible sector programme, which DPs will be able to "buy in" to and support components or elements of that comply with their respective policies and strategic areas of support. 1
2 The objective of the JWESSP is: To support the water and environment sector in achieving its targets and improving its efficiency through a consistent harmonised support programme that is aligned with government objectives, policies and delivery modalities. The JWESSP objective supports the overall objectives of Uganda s water and environment sector, which are: Full alignment to the goals and targets of the National Development Plan (NDP, 2010/11 to 2014/15), Uganda s overarching national planning framework. This includes the water supply and sanitation targets of 77% rural coverage and 100% urban coverage to be achieved by 2015, as well as the NDP goals in the areas of water for production, water resources management, environment/natural resources management and climate change. The JWESSP will also help Uganda to achieve the water and sanitation Millennium Development Goals by providing access to safe water supply to at least 3.4 million Ugandans (rural: 2.5 million; small towns and rural growth centres: 0.9 million), and increasing access to improved sanitation for the same target population. The JWESSP also aims at increasing food security through developing an effective enabling framework for the integrated management of water resources and the environment in a context of climate change and increasing demographic pressure. The JWESSP will be managed and implemented by Uganda, with the Ministry of Water and Environment (MWE) as the lead agency. Coordination between Ugandan authorities and development partners will be through the Water and Environment Sector Working Group (WESWG). Uganda s water and environment sector is at a stage of dynamic change. Appropriate policies and strategy frameworks are in place for sub-sectors and the sector as a whole. Within these frameworks, the sector endeavours to implement Uganda s decentralisation policies and strives to separate different functions, such as implementation, regulation, policy-making and monitoring. In the case of Rural Water Supply and Sanitation (RWSS), decentralisation has gone far, but in other sub-sectors, policy implementation has been delayed. With the approval of the climate change policy, climate change adaption will be mainstreamed across the sub-sectors. The continuous alignment of the JWESSP to Ugandan procedures and regulations has implications for the management of the programme and influence funding modalities. External support to the JWESSP will be provided through four different channels: Two main modalities (on-budget) - Sector Budget Support (SBS) and the Joint Partnership Fund (JPF) and two complementary modalities (off-budget). The funding modalities below are foreseen: Sector Budget Support will be used to channel funds to the local governments, for JWESSP activities to be implemented at the decentralised level. This type of funding will be channelled through conditional grants, directly from the treasury / Ministry of Finance Planning and Economic Development (MoFPED) to the Local Governments, in line with Uganda s fiscal decentralisation policy. The Joint Partnership Fund, a pooled fund managed by MWE, is the main modality for harmonised sector funding of the majority of JWESSP components. JPF operations are 2
3 aligned with government procedures in terms of financial management, auditing, reporting and procurement but funds are kept separate from the treasury funds. The JPF includes both non-earmarked and earmarked funding. Non-earmarked JPF funding is the MWE s preferred modality to ensure harmonisation of procedures and flexibility for adjustments, using joint decision making mechanisms, and to minimise transaction costs. The complementary, off-budget funding modalities are technical assistance provided in kind; and Development Partner managed programme management support for sector studies and monitoring. The increased use of GoU structures, systems, and procedures will reduce transaction costs, but will at the same time also increase requirements on the GoU to produce comprehensive and consistent budgets and subsequent reports. The Water Resource Management Adviser will be supporting the DWRM/MWE as reflected in the below objectives and scope of works. 3. The Position 3.1. Title: Senior Adviser (N1) Water Resource Management Adviser 3.2. Place of service: Ministry of Water and Environment/Directorate of Water Resources Management Terms of employment: The contract period is three years, with the third year pending budgetary approval. Attractive remuneration package reflecting family status. Contribution to a pension scheme, health insurance and reimbursement of school fees. Free housing. Grant for relocation Special conditions of the function: Political set up, work with other advisers both long term and short term. Some of whom are recruited by the Ministry of Water and Environment and others recruited by other Development Partners Area of responsibility/tasks: Objective: The Water Resource Management Adviser to the Directorate of Water Resources Management (DWRM) will support DWRM in realising its mission of sustainable and integrated catchment-based management of water resources of Uganda. The Adviser will support DWRM to: i. Effectively and efficiently plan, organise, direct, and control all the human and financial resources made available to the Directorate (from Government of Uganda and various donors, including the JWESSPS); ii. Carry out the overall purpose of the Directorate through its various managed activities and outputs, while contributing to safeguarding the principles of alignment, harmonisation, accountability, and transparency. 3
4 Scope: The scope of work of the Water Resource Management Adviser will include advisory services with the aim of strengthening DWRM s overall performance. It will include but not be limited to: Improved Sector Performance The Water Resource Management Adviser shall support the DWRM in its catchment-based approach to water resources management. The Water Resource Management Adviser will support the DWRM in its efforts to: Improve planning, monitoring and reporting with a special focus on application of Integrated Water Resources Management (IWRM) principles and approaches in the water and environment sector including, but not limited to, the relevance and reliability of data and information systems in which they are used; Continuously improve the institutional, organisational, staffing, and financial managerial structures in DWRM, with the aim of enhancing the Directorate s contributions to sector performance; Strengthen implementation of all water resources management functions of monitoring (quantity and quality), assessment, information services, planning, regulation, policy making and trans-boundary water resources management and priority issues as summarised from time to time in the DWRM annual work plan: In collaboration with the Good Governance & Financial Management Adviser, maintain and/or establish financial management mechanisms in the DWRM that are well-working, transparent and accountable, and aligned to government rules and procedures; Refine and implement the framework for catchment-based water resources management, ensuring synergy with the MWE s other de-concentrated structures (i.e. Technical Support Units, Water Supply Development Facilities, Umbrella Organisations, etc.); Actively involve all levels of stakeholders, from governmental decision-makers down to civil society beneficiaries, in the management and development of water and related resources through application of sound Integrated Water Resources Management (IWRM) principles; Ensure systematic implementation of a water resources management communication strategy at all levels, leading to increased appreciation of water resources management issues and the importance of sound management and development of the country s water and related resources to socio-economic development, thus increasing the visibility of the DWRM, leading to tangibly increased allocation/share of budgetary resources for sustainable management, development and use of the water resources in the country; Popularise and operationalise the WRM performance indicator framework. Harmonisation and Alignment The Water Resource Management Adviser shall assist DWRM/MWE in: Strengthening and consolidating Sector Wide Approach arrangements, based on a consolidated sector investment plan (SIP) as the point of departure for continuously increased alignment and harmonisation of contributions from JWESSP as well as non- JWESSP donor partners; 4
5 Identifying strategic dialogue issues for the annual Joint Sector Reviews and Joint Technical Reviews, as well as for issues for discussion in the Water and Environment Sector Working Group (WESWG); Supporting the development and/or implementation of internal DWRM administrative and financial management mechanisms for i) coordinating the utilisation of GoU, JWESSP and other donor financial resources and ii) preparing comprehensive work plans, budgets and reports based on departmental inputs for presentation to the WESWG and subgroups; Establishing a system, based on the WESWG, for interaction between government and development partners, which allows for strategic dialogue and informed decisions on work plans, budgets and reports. Supporting rational, uniform and integrated planning and reporting systems that satisfy both government and development partners; Identification and formulation of new water resources management projects and programmes for future funding. Strengthening the Involvement of the Private Sector and Civil Society The Water Resource Management Adviser will provide support and advice to DWRM on issues relating to the private sector and civil society involvement in water resources management: Promotion and training of civil society in application of IWRM approaches in water and related resources management; Ways of strengthening private sector and Civil Society Organisations (CSO) involvement in application of IWRM approaches in water and related resources management and development; Facilitate the involvement of Private Sector Organisations (PSOs)/CSOs in catchmentbased planning and implementation. Coordinating the Capacity Building Input of DWRM In close consultation with the Director and Commissioners, the Water Resource Management Adviser will support the DWRM in the coordination of Short Term Technical Advisers (STTA) (international and local) to ensure appropriateness, timeliness, and value for money, including ensuring that there is a direct link between the outputs of the TA inputs to the achievement of directorate work plan outputs. Additionally, the Water Resource Management Adviser will support DWRM to: Coordinate the capacity building activities; Coordinate the cross-cutting activities like HIV/AIDS, gender, good governance, and environment; Collaborate with the Directorate of Water Development and Environment and Natural Resources sub sector to ensure synergy; Collaborate with the Climate Change Unit to ensure that the links between water resources management and climate change adaptation are clearly articulated and that climate change adaptation strategies and actions are developed and implemented by relevant sectors/sub-sectors in a coordinated manner Success criteria: 5
6 The Water Resource Management Adviser shall agree with the Director of DWRM on an overall work plan with measurable quarterly performance targets covering the assignment period. The first quarter report shall also be considered an inception report. The work plan shall be followed-up and revised regularly based on progress reports provided by the Water Resource Management Adviser and an analysis of the impact of the support. 4. Demand Profile/Qualifications 4.1 Requirements and expectations concerning the candidates formal qualifications: A master s degree or corresponding qualifications in subjects relevant to the water resources management and/or public sector restructuring and reform; Profound experience in comprehensive water sector reform, including institutional reform and enhanced involvement of the private sector and civil society, or equivalent experience of institutional reforms in other sectors, where institutional reform of the public sector is combined with private sector and civil society involvement; Profound knowledge in IWRM/catchment based planning and implementation; Extensive work experience from central governments and/or donors; Strong experience from developing countries and, preferably, from Eastern Africa; Fluency in written and spoken English 4.2 Requirements and expectations concerning the personal qualifications of the candidates: Analytical, outgoing and robust with a pragmatic approach and appreciation for the dynamics in a politically managed organisation; Ability to work as part of an interdisciplinary team with relations to different ministries and stakeholder. 5.
