2 Session outline How Ofsted inspects apprenticeship provision. Characteristics of good practice, with excerpts from recent inspection reports. Key findings from the Ofsted survey; Apprenticeships: developing skills for future prosperity.
3 The future of education inspection: two major reforms from September 2015 Short inspections for good providers More frequent, shorter inspections for good schools, academies and Further Education and Skills providers approximately every three years. Designed to ask: Is the quality of provision being sustained, and what is the capacity of leaders to drive improvement? New common inspection framework A common inspection framework for schools, further education & skills providers, non-association independent schools & registered early years. Greater clarity, coherence and comparability for users, learners, parents and employers Ofsted s judgements will be made on the same basis, with the same terminology and mean the same thing.
4 The judgements Inspectors make four key judgements : Effectiveness of leadership and management Quality of teaching, learning and assessment Personal development, behaviour and welfare Outcomes for learners. They state clearly whether safeguarding is effective. In addition, inspectors make an overarching judgement on overall effectiveness.
5 Inspecting types of provision Types of provision 16 to 19 study programmes Apprenticeships Adult learning programmes Traineeships Provision for learners with high needs Full-time provision for 14- to 16-year-olds NB Inspection handbook provides guidance on each of these
6 What does outstanding apprenticeship provision look like (1) Leaders pursue excellence. Leaders plan, manage and evaluate apprenticeships so that apprentices undertake highly individualised and challenging learning. Development of new provision is carefully planned so that it is in line with local and national skills strategies and contributes to reducing skills shortages. Apprentices who have not already done so achieve qualifications in English and/or mathematics to at least the level required for their framework. High quality impartial careers guidance.
7 What does outstanding apprenticeship provision look like (2) On- and off-the-job training are particularly well planned in consultation with employers. Apprentices are confident and conduct themselves well. Throughout the time spent on their programmes, apprentices and groups of apprentices make substantial and sustained progress from their starting points. The proportion of apprentices successfully completing their programme within the planned timeframe is very high. Progression to higher-level apprenticeships, further training or study, or to sustained employment and/or to more responsible roles with their employer is very high.
8 Some outstanding cases from inspection since September 2015 BC Arch Limited - found outstanding on their first inspection in February 2016 Some of the key findings Leaders and managers are dedicated to designing and developing relevant qualifications and learning opportunities to meet the needs of employers and the IT and digital workforce. Apprentice advisers carefully select units and additional qualifications that will most benefit the apprentices and employers. Teaching, learning and assessment are outstanding. Staff plan training exceedingly well and apprentices learn through a wide variety of very effective approaches including study weeks, webinars, tailored online materials, masterclasses and face-to-face coaching. Recruitment and selection processes are extremely thorough and staff match carefully applicants aspirations and ambitions with suitable local employers.
9 Some outstanding cases from inspection since September 2015 (2) BC Arch Limited (2) Some more of the key findings Inductions reinforce the professional standards expected and prepare apprentices particularly well for their apprenticeships. Apprentices are enthusiastic, confident young people with very good attitudes to learning. They make a positive contribution to their employers businesses from the start and are justifiably proud of the work they do. Regular assessments and feedback from knowledgeable apprentice advisers ensure that apprentices make very good progress. Everyone involved in clear about their role in ensuring that apprentices develop the skills they need to do well.
10 Some outstanding cases from inspection since September 2015 (3) Herefordshire Group Training Association Limited found outstanding at inspection in February 2016 Some of the key findings Apprentices develop excellent personal and social skills through a range of highly engaging enrichment activities. Apprentices become highly skilled engineers or business administration and accounts executives; their progression into higher level programmes, a variety of sustainable job roles in the field and promotion is excellent. Board members provide exceptional levels of support and challenge to managers that lead to excellent learning experiences for apprentices. Highly motivated apprentices take full responsibility for their learning and careers and become very effective independent learners, preparing them well for life and work.
11 Some outstanding cases from inspection since September 2015 (4) Herefordshire Group Training Association Limited (2) Some more of the key findings Most training staff are ex-apprentices and very well-qualified industry experts; they understand the needs of apprentices and businesses well and ensure that their teaching reflects current industry standards. Assessment and coaching in the workplace are exceptionally strong and help apprentices to sharpen their engineering and accountancy skills. Apprentices benefit from very good support enabling them to develop English and mathematics skills that prepare them for their next steps in learning and their future careers. Managers are strongly focused on continuous improvement and have improved the provision significantly since the previous inspection.
12 Key findings from the Ofsted survey; Apprenticeships: developing skills for future prosperity (1) The quality of apprenticeship provision reviewed during the survey was too variable and often poor. The growth in apprenticeships in the last eight years has not focused sufficiently on the sectors with skills shortages. Leaders of the apprenticeship provision reviewed did not focus sufficiently on improving the quality and impact of apprenticeships. Employers did not make sufficient contributions to the costs of apprenticeships.
13 Key findings from the Ofsted survey; Apprenticeships: developing skills for future prosperity (2) Small- and medium-sized enterprises were not sufficiently involved in apprenticeships. The most effective apprenticeship provision was for those aged 16 to 24 in skilled technical and professional industries. Apprentices aged 25 and over often received too little training while at work or during off-the-job learning sessions. Young people still face too many barriers to becoming apprentices.
