2 NICE International contributes to better health around the world through the more effective and equitable use of resources. It does this by providing advice on the use of evidence and social values in making clinical and policy decisions. NICE International brings tremendous value to health systems development. Drawing on the unique assets of NICE, and with a genuine spirit of partnership, NICE International supports evidence-based decisionmaking in low-resource environments. They offer practical tools to help make the most of precious resources in the health sector. 3 What is NICE International? In 2008, the UK s National Institute for Health and Clinical Excellence (NICE) established NICE International. The service is designed to offer advice to governments and governmental agencies overseas on building capacity for assessing and interpreting evidence to inform health policy and on designing and using methods and processes to apply this capacity to their local country setting. In its engagements with partner countries and funding agencies, NICE International applies rigorous analytic methodology to: Put patients and the public first Respond to the needs and priorities of decision makers at all levels Emphasise an understanding of the social and cultural context Encourage transparent and inclusive decision making processes NICE International aims to undertake activities that have benefits beyond individual countries. These include generating knowledge products such as case studies, preparing tools for data collection and analysis, and facilitating knowledge transfer among decisionmakers across countries. The service is run by a small unit based at NICE. NICE International also works with UK and international partners with experience in developing NICE products and with a track record in informing health policy around the world. To help shape its strategic direction and support its activities, NICE International has set up an Advisory Group of international experts in global development. We draw on our ten-year experience of informing investment and practice decisions in the largest public healthcare system in the world, the UK s National Health Service, and of adapting NICEtype models to low- and middle-income country environments, to: Improve quality and reduce variation, by supporting the development of new or adaptation of existing best practice guidelines to local settings Build technical and institutional capacity in evidence-based decision making through hands-on pilots adapting NICE products locally and tailored training courses for policy makers, senior clinicians and technical experts Ensure value-for-money by setting up evidence-informed national purchasing and reimbursement processes for technologies and services Design and deliver evidence-based and efficient disease prevention and health promotion programmes Build active public and patient engagement programmes such as citizens councils and public consultations Fight chronic disease by developing and implementing clinically and costeffective pathways of care
4 Fostering health policy and systems research and making ethical and effective use of innovations in medical technology and pharmaceuticals are relevant for all countries; health technology assessment should be used to support more informed decision-making WHO European Region Ministerial Conference, The Tallinn Charter Why was NICE International set up? NICE International was set up to: a. Address the international demand for NICE s expertise and interest in NICE s products, processes and methods. b. Respond to new and emerging national policies, including the UK Government s global health strategy, and the Department for International Development s health and research strategies. These call for the deployment of key assets of the UK government, to accelerate progress in emerging economies and build healthy relationships with other countries. c. Help policy makers in other countries use evidence and locally applicable social values to make clinical and policy decisions and improve the health of their populations. In doing so, we aim to undertake activities that have broader global benefits, outside individual countries. d. Learn from the way other countries do things and engage in mutually beneficial dialogue with policy-makers faced with challenges similar to those facing the NHS and NICE.
5 All the middle-income countries in Eastern Europe, Central and South America, the Middle East and all over Asia are aware of NICE and are thinking about setting up something similar. For country-specific projects we can obtain funding directly from the client country. We also receive funding from the World Bank, the World Health Organisation, the UK s Department for International Development, Department of Health International; and from charitable foundations such as the Commonwealth Fund (USA).
