1 Overview This unit identifies the competencies you need to ensure the efficient and effective use of personnel. It includes use of personnel management and work authorisation techniques. It applies to the introduction of new projects as well as alterations or modifications to existing projects. You will be expected to demonstrate, with a substantial degree of personal responsibility and autonomy, how to manage the ILS programme, manage teams and individuals, and set objectives to achieve the overall project delivery programme. Your underpinning knowledge will be sufficient to provide a sound basis for your work, and will enable you to adopt an informed approach to applying procedures and instructions. You will have an understanding of 1. Work authorisation procedures 2. Delegation techniques 3. Process ownership 4. Resource control techniques SEMILSM17 1
2 Performance criteria You must be able to: P1 provide opportunities for team members to recommend work allocation. P2 allocate work that optimises use of the available resources. P3 allocate work in accordance with an individual's capability. P4 allocate work to accommodate learning and personal development. P5 allocate work consistent with corporate objectives, policy and values. P6 define responsibilities and authority to personnel. P7 confirm team and individual understanding and commitment to work allocations at appropriate intervals. P8 reach an agreement with team members to prioritise work allocations to accommodate limitations in resources. P9 amend work allocations to optimise resources, in a manner which minimises inconvenience to personnel. SEMILSM17 2

4 Additional Information Scope/range related to performance criteria 1. Authority: The power or right to undertake actions on behalf of a parent organisation or individual. Authority is communicated verbally; in writing, and is delegated to groups; individuals. You must be able to: 2. Personnel: An individual or group that has an interest in, or influence on, the project. Personnel belong to such areas as project team; design team; ILS and cascade activities; LSA, R&M; in-service support; customer; supplier. 3. Policy: Documented boundaries determined by an organisation. Policy may be published in standards; instructions; procedures. 4. Resources: The available means to undertake processes and achieve outcomes. Resources include equipment; facilities; finance; material; people; information/data, and are obtained from customer; supplier; funding organisation; own organisation. 5. Responsibilities: The authority and ability to act independently and make decisions. Responsibilities are usually listed in plans and delegated powers; strategies borne by personnel; management; customer; contractor; project; supplier. 6. Team: Group of personnel working directly for the ILS manager. The team has a documented structure; organisation; objectives. 7. Work: A task to be undertaken.
