1 Project Name: Consulting Services Environmental Scan and Needs Assessment of Provider Education and Training Related to Opiates. Overview of Tri-County Health Department: Tri-County Health Department (TCHD), the District Public Health Agency for the Counties of Adams, Arapahoe, and Douglas, Colorado, is requesting bids/quotes for consulting services ( Bids ), to conduct an environmental scan and needs assessment of medical provider education and training related to opioid drug prescribing to support the work of TCHD s Overdoes Prevention Partnership. TCHD serves approximately 1,400,000 residents in the Counties of Adams, Arapahoe and Douglas, Colorado. TCHD is governed by a nine-member Board of Health, and is administrated by an Executive Director who oversees seven functional divisions: (1) Administration and Finance, (2) Emergency Preparedness, Response and Communicable Disease Surveillance, (3) Environmental Health, (4) Human Resources, (5) Nursing, (6) Nutrition, and (7) Epidemiology, Planning and Communication. The TCHD Annual Report provides a background of TCHD s services and is available at: Contract Period: Contract period will be eight (8) weeks or as negotiated beginning on or around December 1, 2017, with completion of work performed on or before January 26, Project Overview: The Tri-County Overdose Prevention Partnership (TCOPP) is a community-based partnership of public and private partners serving the Counties of Adams, Arapahoe, and Douglas, Colorado, with two main priorities: 1. Prevent opioid overdose deaths in Adams, Arapahoe, and Douglas Counties. 2. Increase awareness and education about factors leading to and preventing opioid overdose deaths. TCOPP s work is structured around the below framework consisting of six strategy areas South Willow Drive, Suite 100 Greenwood Village, CO

2 Project Components: TCHD has secured from CDPHE to conduct an environmental scan and needs assessment to include the following: 1. Identify and describe local medical provider training needs and interests related to opioid prescribing. Include source of data and information about knowledge gaps for opioid prescribing, barriers to implementing CDC or Colorado prescribing best practices, and barriers to using the Colorado Prescription Drug Monitoring Program. Take into consideration that training needs or gaps might differ based on provider specialty, such as dentists, surgical subspecialties, emergency physicians, pain management specialists, or primary care physicians. 2. Identify current Practice Transformation Organizations in the TCHD region (e.g., Denver metropolitan area) that are targeting opioid prescribing as a quality improvement initiative. Obtain detailed information on target provider population, financial and/or educational incentive structure, target goal of initiative, specific training opportunities, etc. 3. Identify any relevant training opportunities currently in place or being planned within the next six (6) months in the TCHD region. Consult with the Colorado Consortium for Prescription Drug Abuse Prevention (Provider Education Workgroup) and healthcare partners (hospital systems, etc.). 4. Identify and describe best practices and models for provider training on opioid prescribing in other states South Willow Drive, Suite 100 Greenwood Village, CO

For training opportunities identified either in the TCHD region or in other jurisdictions, prove details in a grid format regarding the target audience, goals of the training, training content, training modality (e.g., in person, web-based, etc.), cost and time required for training. Seek feedback on training quality and whether intended goals were met. 6. Make recommendations about prioritizing particular provider subspecialties or types of providers to target training towards. 7. Suggest strategies for marketing and recruitment of provider trainings. Vendor Requirements: Please submit a Bid Proposal responsive to the following requirements: 1. Bids must be received by 5:00 p.m., Monday, November 13, 2017 to be considered. 2. Please submit bid response via to bids@tchd.org. 3. Confirmation of receipt of will go out as it is received. 4. Awardee will be notified by 5:00 p.m., Monday, November 20, All others will be notified on Tuesday, November 21, Bid Response Purpose: To conduct an environmental scan and needs assessment of medical provider education and training related to opioid drug prescribing to support the work of the TCHD Overdose Prevention Partnership. References - Please provide references from at least three (3) customers with similar requirements as those being requested by TCHD in this Bid Request. Budget: Not to exceed $15, General Matters: Confidential/Proprietary Information: TCHD neither requests nor encourages the submission of confidential or proprietary information in response to this Bid Request. Information submitted will be open for public inspection pursuant to the provisions of the Colorado Open Records Act, C.R.S et. seq. ( CORA ). Neither the Bid Request in its entirety, nor price information, will be considered confidential or proprietary. Bid Evaluation: TCHD is not required to select the lowest priced Bid for any service provided to TCHD. TCHD will make its selection of a Bid in part based on a service provider s qualifications, experience, and references, and the quality of the proposal. As such, TCHD may look at all factors concerning a Bid, including, but not limited to, whether or not a service provider has: 1. the appropriate financial, material, equipment, facility, and personnel resources and expertise to successfully complete all of the service requirements requested by TCHD; 2. a satisfactory record of performance; 3. a satisfactory record of integrity; 4. the legal authority to contract with TCHD; and 5. has supplied all necessary information as may be reasonably requested by TCHD to evaluate the Bid. Legal Compliance: Any service provider providing a Bid acknowledges and agrees that they are familiar with the provisions of Colorado Revised Statutes, , et seq. (Bribery and Corrupt Influence) and , et seq. (Abuse of Public Office), as amended, and that no violation of such provisions is present. To the knowledge of each service provider providing a Bid, no TCHD employee has any personal or beneficial interest whatsoever in the service or property described herein. See C.R.S and C.R.S Non-Binding: A Bid submitted pursuant to this Bid Request shall not be binding on TCHD until such time as a formal written contract, and related documents, have been reviewed and approved by TCHD and fully executed by the parties. TCHD shall have no obligation with respect to any Bid provided in response hereto, including any duty to negotiate to reach an agreement.
