Introduction 1.1 Background about Islamic Relief Islamic Relief Worldwide (IRW) is an international aid and development charity, which aims to alleviate the suffering of the world's poorest people. It is an independent Non-Governmental Organization (NGO) founded in the UK in As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities - regardless of race, religion or gender. Islamic Relief Worldwide (IRW) has consultative status with the UN Economic and Social Council, and is a signatory to the International Red Cross and Red Crescent Code of Conduct. More information on IRW is available at: Islamic Relief Palestine (IRPAL) IRPAL is an affiliate of Islamic Relief Worldwide, active in the Palestinian territories since IRPAL has its main office in Gaza city. IRPAL is working to improve the wellbeing of vulnerable people, deliver life-saving emergency aid, enhance education environment, reduce the humanitarian impact of conflict, empower communities to reduce poverty and protect communities from disasters. Its work has rested on respecting the humanity and dignity of those whom it helps and on adherence to clear transparency and accountability standards. IRPAL supports the Palestinian people through three main programmes: Humanitarian, Community Development, and Child Welfare and Education. More information on IRPAL is available at: Background about the Project IRPAL seeks to empower the local community based organizations to enable them to provide basic psychosocial support services and recreational activities to the vulnerable children and orphans at different areas in Gaza Strip under guidance of IRPAL team. This ensures building the capacity of the local CBOs and maximizing outreach to greater number of children. The project includes the following components: The local organizations in the field of psycho-social support are selected and supported through capacity building and knowledge transfer and supervision. The capacity building program involved the basics of psychosocial support, recreational activities and group based therapy. The recruited local team from each CBO received specialized intensive-training to qualify them to work with children under supervision of IRPAL s psychosocial technical team. A play therapy room at each of the selected CBOs were equipped with necessary items like toys, dolls, games and other proper equipment to be utilized for providing service to children. IRPAL team works together with the CBOs teams to conduct group-based animation activities, and gradually reduce their involvement and supervise the implementation of this work to ensure good quality and good results. Group-based PSS activities for 350 children are conducted. IRPAL provides the CBOs with a manual and procedures to provide the psychosocial support services in addition to awareness materials to enable them to disseminate the awareness of childhood-related issues among mothers. Awareness sessions are provided for mothers on different childhood-related issues such as: child protection, children rights, attention deficit and hyperactivity disorder, oppositional defiant disorder and dealing with children in stressful conditions and overcome fears. Throughout the project duration, a series of organizational capacity building training courses in different areas are conducted such as: strategic planning; community needs assessment, fundraising, project management, and other related areas which enhance their organizational capacity. 2

3 1.3 Summary of the Project Information Project Name Recovering Wellbeing of Gaza Children Funded by Islamic Relief Canada Location of the Action Gaza Strip Project Duration 12 months (Start Date: 1/3/2017 and End Date: 28/2/2018) Target Beneficiaries 2800 children at CBOs 120 orphans at SOS 4400 caregivers (2800 mothers at CBOs, 800 mothers at schools, 800 mothers of orphans) Overall Goal/ Impact Improved children wellbeing status through integrated protection and psychosocial support services. Outcomes Outcome 1: Empowering 11 local community based organizations (CBOs) in providing basic psychosocial support services to children at mostly affected areas of Gaza Strip Outcome 2: Improving the professional psychosocial counselling services for children at schools in a sustainable way Outcome 3: Enhancing psychosocial wellbeing of orphans as a particularly vulnerable group through psychosocial counselling activities Outcome 4: Enhance IRPAL role in mental health and psychosocial support (MHPSS) cluster Main Activities Activities related to Outcome 1 1. Throughout the project duration, IRPAL will provide a series of organizational capacity building training courses in different areas 2. IRPAL team and the CBOs teams will provide structured PSS sessions for caregivers on different childhood-related issues 3. The team at each CBOs will conduct group structured PSS sessions activities for children 4. IRPAL technical team will supervise the work of the CBOs teams through conducting individual and group PSS sessions. 5. IRPAL will develop a manual of PSS community intervention after consultation local partners, and relevant stakeholders. Activities related to Outcome 2 1. IRPAL will enhance and supervise the schools to implement Sport-PSS manual which aims at creating safe environment free from violence at schools. 2. Train the schools counsellors on technical issues related to their work to enhance the counselling services at schools. Activities related to Outcome 3 1. Train child welfare team on the awareness sessions for mother (widows) and guardians in different issues related to children care 2. Conduct training for the child welfare team on basis concepts of psychosocial support and family counselling Activities related to Outcome 4 1. Attend regular meetings and contribute to active discussion. 2. Share information and experiences regarding IRPAL relevant interventions and services. 3

Objectives of the Consultancy Assignment IRPAL is seeking an experienced Consultant to conduct the final evaluation of the mentioned project. The evaluation aims to provide an assessment of the project to gauge the level of achievement of the project results and targets and anticipated impact on the target group, and the level of efficiency, effectiveness, impact, relevance and sustainability. A complementary purpose is to identify lessons learned and draw recommendations to inform and guide the design of future interventions. The Specific objectives of the evaluation are: To assess the extent to which the project has delivered the anticipated results indicated in the log frame with specific attention to impact and outcomes. To assess the performance of the project in alignment with intended results, deliverables and programming indicators focusing upon the appropriateness of the used implementation approach and methodology of different components. To assess project impact on the target group. To document lessons learned and develop actionable recommendations for what could be improved in the project design and implementation. 3. Evaluation Methodology 3.1 Evaluation Criteria The evaluation is expected to be done within the following guiding framework: Project relevance. Efficiency: Assess the extent to which least inputs have been utilized for the maximum outputs, outcomes and impact achievement coupled with quality. Effectiveness: Assess the achievement of the project in relation to its stated objectives and intended results. Impact: Assess to what extent the project is contributing to a long-term positive effect on the target groups. Sustainability: Assess the key factors affecting sustainability of the project. The consultants shall elaborate in the technical proposal the proposed aspects/ questions that will be used to assess the above-mentioned evaluation criteria. 3.2 Implementation Methodology The consultant shall propose the proper evaluation methodologies that will be sued to conduct this assignment. 4

Effort of the Consultant 4.1 Inputs to the evaluation The following are the key inputs to the evaluation: Stakeholders feedback Relevant reports and documentation External secondary information and data as appropriate to the evaluation 4.2 Expected Outputs/ Deliverables The consultancy is expected to produce the following deliverables: 1. An Inception Report 2. Draft Evaluation Report 3. An initial briefing for the IRPAL project team 4. A final learning events 5. Final evaluation report reflecting comments from IRPAL Details are as follows: An inception report including a detailed work plan, approved by IRPAL, setting out the detailed methodology and deliverables prior to commencing the field work. Final Evaluation Report: The following should be noted: I. The structure of the final report shall be proposed by the consultant and agreed with IRPAL. II. Draft evaluation report shall be submitted to IRPAL prior to the finalization of the report before 10 days of contract end, including summary of findings, recommendations, detailed analysis of the evaluation criteria. III. An initial briefing for the IRPAL project team: Comprehensive learning event, in order to share evaluation results, key findings, lessons learned and recommendations with all projects parties through a (PowerPoint) presentation, before finalizing the evaluation report. IV. A final learning event to share evaluation results, key findings, lessons learned and recommendations with the local partners and other related agencies V. Final evaluation report, which shall be submitted five days after receiving the comments from IRPAL on the draft evaluation report. A soft and hard copies of the final evaluation report, including all necessary attachments is required. The main body of the report shall not exceed 40 pages, while other information can be annexed. 4.3 Duration It is estimated that the consultancy assignment shall be carried out during December 2017 and January Estimated Level of Effort The level of effort days shall be reasonably proposed by the consultant in the technical proposal and will be finally agreed with the selected consultant. 5. Proposal submission and Evaluation 5.1 Proposal Submission Consultants shall submit "one original copy" of the Technical and Financial Proposals in a package containing two separate envelopes (sealed and stamped) as follows: I. The first envelope must be clearly marked TECHNICAL PROPOSAL. 5

6 II. The second envelope must be clearly marked FINANCIAL PROPOSAL. No financial information shall be contained in the Technical Proposal otherwise the offer will be cancelled and excluded from the evaluation process. Consultants shall not be entitled to compensation related to costs of preparing the proposals. 5.2 Profile of the Consultant Potential consultant is required to possess the following qualifications and experience: This call for consultancy is ONLY opened for Individual Consultants. An advanced degree preferable in psychology or any other related field. At least 10 years of experience in monitoring and evaluation (M&E) methods and approaches (including quantitative, qualitative, and participatory); planning, design and implementation of M&E systems; and report writing. Experience in evaluating psychosocial and protection interventions including experience with different donors. Competent in English language (The final report of the assignment shall be written in English). 5.3 Contents of Technical Proposal The Technical Proposal shall clearly include, but not necessarily be limited to the following information (to facilitate the technical evaluation of proposals): Proposal submission cover letter. Introduction (including the consultant s understanding of the context of required assignment). An outline of the consultant s general experience in project evaluation and similar assignment/projects, demonstrating knowledge of the project requirements and understanding of the tasks. (Information on current assignments of the consultants should be presented.) A description of the manner in which the consultant would plan to execute the work, for each task separately. Work plan time schedule, approach or methodology proposed for carrying out the required work, personnel to be assigned to each task and staff days. Curriculum Vitae (CV) of consultant s key personnel proposed for the assignment. All content of the proposals shall be in English language. Remarks: o The consultant shall elaborate the proposed aspects/ questions that will be used to assess each of the evaluation criteria and the data collection methodologies/ tools mentioned in the ToR. 5.4 Contents of Financial Proposal The financial proposal shall show all the direct costs related to the implementation of the assignment, while other operational costs such as transportation, communications, etc. can be implicitly included. Prices shall be in Shekels. Please use the following table, and do NOT add any additional budget lines, to facilitate evaluating and comparing the financial offer. IRPAL projects are exempted from VAT, so the consultancy shall provide zero VAT stamped invoice and source deduction certificate. No. Item Total Cost (ILS) 1 Cost of evaluation 5.5 Evaluation of Proposals Step One: Evaluation committee shall do an administrative check to make sure that all technical proposal meets the TOR requirements and all items are covered in a clear and easily understandable and is assembled in a 6

7 professional manner (General and specific experience, following the content order, and completeness of the technical proposals) Step Two: Evaluation of the technical proposal Proposals will be evaluated in a two-stage manner, commencing with evaluation of technical proposals and allocation of merit points and ranking of technical proposals, only then will the financial proposals be opened. The evaluation of proposals (Technical and Financial Proposals) and selection of the consultant will be made using the Quality and Cost Based Selection with a total score calculated out of 100%, of which 75% is the weight of the Technical Proposal and 25% is the weight of Financial Proposal Technical Proposals shall be evaluated and merit points awarded based on the following: No. Criteria Points 1. The evaluation of Financial Proposals will be done according to following formula: Financial Score = (lowest price "Successful" / each price) 25. Overall of the Evaluation The consultants with the highest total score (sum of technical and financial scores) will be considered as the winner of the consultancy assignment and will be invited for contract negotiations and ultimately to sign the Contract. 5.6 Proposals Submission Date and Address Please submit your proposals by 3/12/2017 (13:30 pm at the latest) at the following address: Islamic Relief, Palestine Filed Office Al- Dawli building 2, 26A Medhat Al-Wehidi St., Rimal South. Any Proposal received after the due date will be rejected. Following submission, IRAL may engage in further discussion with applicants concerning quotations in order to ensure mutual understanding and an optimal agreement. For any issues relating to the quotation or its contents please directly to procurement@irpal.ps 6. Contract IRPAL will be responsible for all contractual matters relating to this assignment. 7. Method of Payment The service provider will be paid after the end of assignment and submitting all deliverables as per contract. 7
