1 On Call Africa, a health charity based in Livingstone and working within the Southern Province of Zambia, is seeking an Operations Manager, to start in September The Operations Manager coordinates our day-to-day work and develops the health care, education and training work of the organisation. The position is a permanent one, following a 6-month probationary period. The role is based in Livingstone so candidates will be expected to live in the local area (please note that we are not able to offer financial assistance for relocation). The post has a salary range of ZMW 8,000 to ZMW 10,000 per month. First round of interviews will be held in Livingstone during April with second stage process during May/June. Closing date for applications is 22nd March ORGANISATION OVERVIEW On Call Africa is a small international charity that works to improve access to healthcare in rural areas of Southern Province, Zambia. We have three strategic aims: 1. Provide medical care to difficult-to-reach areas of Zambia, through the use of mobile medical clinics. 2. Provide health education to rural populations. 3. Work towards a system of sustainable medical care in target areas through training of community health workers. Call Africa is based in Livingstone. We run monthly mobile medical clinics in nine villages within the Southern Province of Zambia, deliver community health worker training and run a health education programme. 1

2 KEY RESPONSIBILITIES OF THE OPERATIONS MANAGER Operational Management Provide management for all aspects of On Call Africa s activities in Zambia. Ensure the delivery of On Call Africa s strategic aims and key aspects of our 3-year strategy. Act as the lead representative of On Call Africa in Zambia, at district and local level, in line with the vision and values of the charity. Identify and develop new opportunities for On Call Africa to fulfil its strategic priorities Project Delivery Develop Community Health Worker support and training and support the administration and delivery of residential training weeks and invillage training and mentoring. Identify new areas for project delivery and lead the roll-out of projects into additional villages within our target areas. Identify, formalise and maintain opportunities for health education programmes within the target villages. Ensure the mobile medical clinics run smoothly, offer on the ground support to the Volunteer Team Leader and volunteers as required, including travelling with the team during mobile clinic weeks. Support the Volunteer Team Leader in liaising with key contacts in each area of operation to schedule clinic visits (including staff at Rural Health Centres and community leaders), notify community volunteers and inform patients. Act in place of Volunteer Team Leader during any periods of absence, including accompanying volunteer teams to village clinics. 2

3 Volunteer and Staff Management Support and supervise the Volunteer Team Leader in leading and managing a team of international volunteer doctors. Lead the induction of new Volunteer Team Leaders when required. Manage and supervise staff employed by On Call Africa and ensure volunteer/staff safety, security and overall wellbeing Liaise with On Call Africa with respect to volunteer rotas, volunteer registrations with the HPCZ, visa arrangements, and accommodation arrangements. Stakeholder Engagement Maintain positive relationships with external stakeholders including, when appropriate, District Health Offices, Rural Health Centres, Village Health Councils and village leaders, the Health Professionals Council of Zambia, Department of Immigration, and British High Commission. Develop networks of support and engage with other charities, NGOs, CBOs, and local donors. Host visits from trustees, external evaluators, and current and prospective Zambian and international donors. Administration and Monitoring Responsibility for efficient overall administration of the project, ensuring the charity adheres to statutory responsibilities and requirements Maintain regular and clear recording and reporting of expenditure; including management, recording and administration of the local project budget. Take oversight for effective delivery of all monitoring activities. Ensure submission of statutory reports to PACRA and ZRA. Ensure the care and maintenance of On Call Africa assets including vehicles and IT equipment. 3

4 PERSON SPECIFICATION Essential: Must have at least 5 years project management experience Should be educated to degree level Have an excellent level of verbal and written English Have experience in reporting in English Have experience in budgeting and finance for projects Strong management skills Clear understanding of volunteer management and best practices A supportive and motivational approach to project delivery and people management Ability to work independently without close supervision. Excellent communication skills with the ability to communicate effectively with a variety of stakeholders and people from different cultural backgrounds. Excellent organisational and record keeping skills. Proven ability to work flexibly as part of a small team Competent IT skills, including the use of Microsoft Office and Excel Clean driving licence Desirable: Familiarity with health and medical projects or community development work in sub-saharan Africa Experience in monitoring and evaluating of projects Experience of working within small voluntary and community sector groups Experience working with international volunteers Knowledge of tribal languages spoken in Southern Province Fluency in Tongabezi 4

5 NOTES 1. You will be expected to work from our base in Livingstone, within premises that are also used for volunteer accommodation. The role will include travel within Kazungula and Zimba Districts, either within the project vehicle or using local public transport. There will be some need for occasional travel to Lusaka. 2. You will be provided with basic IT equipment including a laptop. 3. You will be expected to work for 40 hours per week, generally from Monday to Friday, but some work during evenings and weekends will be required, and some travel at weekends is essential to enable you to fulfil the role. 4. Annual Leave entitlement is 30 days per year including public holidays. Some of this leave will be taken at periods directed by the charity, including during the Christmas period. 5. There is currently no pension or other employee benefits (such as a vehicle for personal use) attached to this position. 6. This role is based in Livingstone so candidates will be expected to live in the local area. On Call Africa are not able to provide any financial assistance for anyone considering moving to Livingstone to take up this role.
