General Summary of Function/Purpose of Position As a General Manager (GM) for Agency Services, this position serves as a member of the Director s management team, with responsibility as the interface to specific State of Michigan agencies, accountable for the leader-to-leader relationship and expectations of the client agencies, and providing overall accountability for the delivery of services. This position has ultimate responsibility to assures customer service is provided to the agency partners satisfaction. This position is accountable for providing administrative direction and support systems, as well as communication of DTMB performance and inter-enterprise billings between DTMB and its client department/agency. Provides overall support in management and definition of all computer and communication activities within enterprise agency. This position plans and implements overall strategic approach with the partner GM departments/agencies, focusing on the agency.

Duty 1 General Summary: Percentage: 50 In the role as General Manager (GM), serves as ambassador and advocate for DTMB to their agency partners, as well as advocate for the agency partners within DTMB. Communicates at senior executive level (leader-to-leader) regarding scorecard, metrics and priorities. Maintains close relationship with the agency partners to assist in providing guidance, assesse requirements for additional services, and promotes use of information technology (IT) services and enterprise solutions where appropriate. Represents DTMB to the agency partners leadership community. Represents the agency partners within DTMB as the lead partnering business leader. Communicate frequently with the agency partners leadership to assure they understand the GM relationship and its strategic advantages. Provides systems guidance, direction, setting of priorities and system services to the department while fostering the development of high professional standards for systems personnel. Has very limited day-to-day operational responsibility. Proactively participates in agency partners executive staff meetings. Duty 2 General Summary: Percentage: 20 In the role as General Manager, thoroughly understands agency partners business drivers/strategy/agency business insight; serves as catalyst for technological solutions to client agencies business problems and issues. Works with the agency partners in developing and executing agency IT business plans and service level agreements. Regularly reviews progress and status with agency partners contact. Assures measurable targets are established for continuous improvement, identify processes for periodic review. Accountable for all IT service delivery for their agency partners, in accordance with the agencies IT business plan and service level agreements. Responsible for overall development and implementation of policies, procedures and systems that provide measurements and visibility as to commitments made in support of service level agreements and performance against these commitments. Possesses a keen understanding of the ways in which information technology is applied within the client enterprise. Works with agency partners to develop long range IT architecture strategy and operations. Identifies and communicates emerging application technologies to be introduced within the partnering department, which could significantly impact agency enterprise Analyzes political trends, legislative actions, and technology trends for impact on agency business plans. Duty 3 General Summary: Percentage: 15 In the role as General Manager, oversees agency partners DTMB budget. Negotiates budgets, services and project milestones with client based upon predetermined priorities as agreed upon by the agency partners and GM. Reviews operating and capital budgets and expenditures with the partnering agencies. Manages the administration and control of the agency partners IT funds to gain the best possible return. Prepares, on a pre-determined time basis, IT operating/performance reports for all functions provided to the agency partners. Is accountable for analyzing and communicating to the agency partners budget performance, metrics performance, customer report card. Duty 4

3 General Summary: Percentage: 10 As General Manager, develop and provide effective resource management of existing staff while transitioning the organization toward the future organizational structure. Motivate and guide existing staff to ensure delivery of services within current budgets. Ensure transition of staff and functions to appropriate teams. Assess effectiveness of operations and recommend improvements. Conduct performance appraisals of staff and review performance plans with staff; also, provide development and training opportunities. Assure overall compliance with Civil Service and agencies policies and procedures. Duty 5 General Summary: Percentage: 5 As a General Manager, completes special assignments as needed, provides additional services as assigned, and delivers analysis for effective development of new agencies. Develops approach to accomplish special assignments, including strategic direction, work plans, and analysis. Works with other senior leaders of DTMB and agency partners to identify new requirements and develop programmatic services. 16. Determine means and methods by which to implement the department s mission, goals, objectives, strategic plans and etc. Makes decisions on behalf of the Agency Services Director in their absence. 17. Describe the types of decisions that require the supervisor's review. Any deviation from the Agency Services Director s policies or directives would require approval. This position provides the interface between Customer Service and specific State of Michigan agency partners. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: Senior Management Executive 19 Two years of professional, managerial experience. KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of business goals and drivers, budgeting and human resource management. Ability to manage relationships, leverage resources, implements management control and evaluation systems. Develop and implement creative and innovative solutions to complex problems and to provide leadership. Ability to communicate effectively at all levels.
