13 Behind the Meter Generation Update MISO is proposing to dispatch Behind The Meter Generators under either of the following conditions Network Resource Service & Economic Information Added to Tier Order Special Considerations Generation dispatched to meet local needs 13

15 Hydro Dispatch Update Current dispatch relies on member submissions for hydro units We are proposing two options for consideration This proposal will not impact Manitoba Hydro dispatch 15

16 Hydro Dispatch Update (Proposal) Option 1: Average Season Approach Use a 5 year rolling seasonal historic average for each plant based upon run data in EIA Option 2: Low Water Season Approach Use a 5 year rolling seasonal historic minimum for each plant based upon run data in EIA 16

17 Hydro Dispatch Update (Impact) Option 1: Average Season Approach Results in MISO wide reduction of approximately 100 MW in five and ten year summer peak cases Option 2: Low Water Season Approach Results in MISO wide reduction of approximately 1000 MW in five and ten year summer peak cases 17

19 Impact of proposed changes The As-Is category currently contains around 10% of the MISO footprint Results in a reduction of As-Is units by 87% 19

20 Impact of proposed changes The proposed changes will result in a reduction of As-Is units from 12,400 MW to 1,600 MW This change will improve the representation accuracy of planning model dispatch Hydro With Cost Data QFVLR Without Cost Data 20

22 Current New Generator Modeling After a Generation Interconnection Agreement is Signed Transmission Owner submits topology project for interconnection location to Model on Demand Generator Owner or TO per agreement submits Generator information for new generator to Model on Demand MISO uses submissions to model Generator in Planning Models 22

23 Improved New Generator Modeling After a Generation Interconnection Agreement is Signed Generator Owner will be contacted by MISO for updates to Study model information, if any MISO GI will contact TO to coordinate submittal of generator data from Study submission to Model on Demand Transmission Owner submits topology project for interconnection location to Model on Demand MISO uses submissions to model Generator in Planning Models 23
