1 REQUEST FOR INFORMATION FOR PROCUREMENT OF SHORT RANGE REMOTELY PILOTED AIRCRAFT SYSTEM (RPAS) FOR THE INDIAN DEFENCE FORCES 1. The Ministry of Defence, Government of India, intends to procure Short Range RPAS for the Indian Defence Forces. The RPAS are proposed to be developed and manufactured by the Indian industry under an appropriate category of the DPP. The project would be based on proven or matured technologies where fundamental research is not required. The development and manufacture of the equipment could also be undertaken by Indian Industry / Consortia. 2. The Request for Information (RFI) consists of two parts as indicated below :- (a) Part I. The first part of the RFI incorporates Operational Characteristics and features that should be met by the equipment. Few important technical parameters of the proposed equipment are also mentioned. (b) Part-II. The second part of the RFI states the methodology of seeking response of vendors. Submission of incomplete response format will render the vendor liable for rejection. PART I 3. Intended Use of Equipment (Operational Parameters). The Short Range RPAS is intended to be used for aerial surveillance over a large area by day and night for a sustained period. The broad operational parameters are:- (a) Ceiling Altitude - 20,000 feet AMSL. (b) Operational Altitude - 15,000 feet AMSL. (c) Range Kms with a single RPAS. (d) Endurance - Minimum 10 hours.
2 2 (e) Payloads - Electro Optical and Infra Red (IR) with Laser Designator Payload, Electronic Intelligence Payload, Communication Payload, Synthetic Aperture Radar (SAR) Payload, Maritime Patrol Radar (MPR) Payload, Radio Relay, Identification of Friend or Foe (IFF),Traffic Collision Avoidance Systems (TCAS). (f) Service Life - Minimum 20 years. 4. Important Technical Parameters. The parameters are placed as Annexure I. PART-II 5. The parameters/broad specification of the item are mentioned in the questionnaire attached as per Annexure I. The vendors are required to respond to the same. 6. Vendors are requested to indicate the indigenous content of the product, plan for indigenisation, production capacity along with envisaged timelines for local production. 7. Procedure for Response. (a) Vendors must fill the form of response as given in Appendix B to Chapter II of DPP Apart from filling details about company, details about the exact product meeting other generic technical specifications should also be carefully filled. Additional literature on the product can also be attached with the form. (b) Last date of acceptance of filled form will not be later than two months from date of issuance of RFI. The vendors short listed for issue of RFP would be intimated. 8. The anticipated timelines will be as stipulated at Annexure-I to Appendix C to Chapter 2 of DPP 2016.
3 3 9. The Government of India invites responses to this request only from Indian Vendors. The vendors are to include their capability to indigenously design, develop and absorb the technology sought and provide life time support. 10. The tentative date of issue of RFP is January Total quantities required is approximately 60 (sixty) Short Range RPAS alongwith associated payloads and Ground Support Equipment (GSE). The equipment is planned to be procured in a phased manner, the desired quantity should be delivered within twenty four months from the day of signing of the contract. The vendors should confirm if they can deliver the requisite quantity of Short Range RPAS within the stipulated timeframe. 11. The vendors are to provide the Rough Order of magnitude (ROM) Cost of RPAS, Ground Control Stations (GCS), Payloads and associated equipment manufactured in India. 12. The information is being issued with no financial commitment and the Ministry of Defence reserves the right to change or vary any part thereof at any stage. The Government of India also reserves the right to withdraw it should it be so necessary at any stage. 4 4 Annexure I (Refers to Para 4 of RFI) DRAFT RFI FOR SHORT RANGE RPAS REQUIRED OPERATIONAL AND TECHNICAL PARAMETERS Ser Requirement/specification 1. General Specification. Reply (a) What is the general configuration of the Short Range RPAS system? Name the components of the system? (b) Can the RPAS system operate in plains, desert, jungles, hilly terrain and maritime environment in climatic conditions existing in India? (c) Is the RPAS system modular in design and capable of repair in field? (d) What is the service life of the RPAS system? Specify in number of years? (e) How many years of product support and provision of spares and maintenance assistance will be provided? (f) Has the system undergone any upgrade, if so, when? Are any upgrades of the systems planned, if so, the details of upgrades and schedule be provided? (g) Which model/version of the equipment is being provided? (h) Are simulators for training of the crew available and is it a part of the system being offered or is to be procured separately? (j) Is the Short Range RPAS system compliant of the metric system?
5 Ser 5 Requirement/specification (k) Is the entire system ruggedized as per military standards 810 G and able to operate in conditions prevalent in India? Reply (l) Can the system be transported by road, rail, air and ship? 2. Specifications of the Aerial Vehicle. (a) Is the aerial vehicle modular in design? (b) What is the material used in manufacture of the aerial vehicle? (c) Is the aerial vehicle transportable by containers? Specify the size and dimensions of the aerial vehicle and containers. (d) What is magnitude of radar and acoustic signature? (e) Is the absolute ceiling of the aerial vehicle 20,000 feet or above? Specify altitude achieved. (f) Is the operational ceiling of the aerial vehicle 15,000 feet or more? Specify altitude achieved. (g) Is the aerial vehicle capable of carrying different kinds of payloads including Electro Optical and IR with Laser Designator payload, ESM and SAR, Radio Relay, Maritime payloads? Can it carry more than one payload simultaneously? If yes specify the combination. (h) Can the aerial vehicle achieve an endurance of minimum 10 hours with all combinations of payloads?
6 Ser 6 Requirement/specification (j) Can the aerial vehicle achieve a range of minimum 200 kms with line of sight communication? (k) What is the mode of launch and recovery of the aerial vehicle? Specify the maximum altitude of launch and recovery and type of site required? (l) Specify the maximum speed and cruise speed of the aerial vehicle? (m) Can the aerial vehicle operate between temperatures of minus 40 degree to 55 degrees? Specify operating and storage temperatures. (n) Can the RPAS operate in wind speeds upto 50 knots? What are the takeoff and landing wind parameters for the aerial vehicle? (o) Can the aerial vehicle operate in minimum 15mm per hour rain conditions? Specify the limitations. (p) Specify if there is power back up and its duration? (q) Does the RPAS have identification of friend or foe (IFF), Traffic Collision Avoidance System (TCAS) and Electronic Warfare Suite? (r) Does the RPAS have a satellite based navigation system including Indian Regional Navigation Satellite System (IRNSS)? Is there redundancy in navigation modes? Specify? Reply
7 Ser 7 Requirement/specification (s) Does the aerial vehicle have Automatic Takeoff and Landing (ATOL) facility? What is the back up to ATOL? (t) Does the aerial vehicle have Automatic Identification System to provide information about merchant ships? Reply (u) Does the aerial vehicle have lightening protection system? 3. Specifications of Ground Control Station And Equipment. (a) Is the ground control system modular in design, ruggedized as per military grade standard 810G and capable of operating in conditions prevalent in India? (b) Is the ground control system containerised and capable of being transported by road, rail, air and ship? Dimensions of components be specified. (c) Specify the types of control stations with the systems and their use in brief. (d) Is control station capable of operating and controlling the air vehicle from a Naval Ship and can the RPA be handed over to a shore based station and vice versa? (e) Do the control stations have adequate space for accommodating required crew members during operations? (f) Can the system operate in temperatures from minus five degree to 45 degree centigrade? (g) Specify the mission planning capability of the system. (h) What are the modes of flight possible with the system? Give details of each mode. Is it possible to change the mode in flight?
8 Ser 8 Requirement/specification (j) Do the control stations have the software to control the RPAS and payload in real time, receive inputs from the payloads in real time and exploit the data from all payloads? (k) Do the control stations have the facility of electronic map display with provision for selection of scales and facility to upload digital maps of an area of minimum 500 x 500 square Km? (l) Do the control stations display and record all flight parameters during mission? (m) Does the system provide necessary man-machine interface for the air vehicle operator and payload operator? (n) Is manned and unmanned interface available for controlling payload from other platform? Specify level of interface. (o) Does the system have the capability of integration with other aerial platforms to provide sensor inputs? Are there levels of interface to include active and passive control? (p) Do the control stations have coloured payload output capability with image exploitation facility, target acquisition, target coordinate and distance computation capability. (q) Do the control stations have post mission analysis capability? (r) Do the control stations provide voice communication facility between the operating crew? Reply
9 Ser 9 Requirement/specification (s) Does the system have the capability to record video and still images alongwith map geographical tagging in the control station alongwith the capability to download on a secondary media? Is the hardware and software of the latest technology? Specify. (t) Does system have facility to line streaming of video/image/radar images with geographical tagging from the station? (u) Does the system have the recording facility of entire flight parameters for checking during post mission analysis? (v) Does the system have a warning system to indicate failures/emergencies? (w) Is the system Electromagnetic Interference (EMI)/ Electromagnetic Pulse (EMP) hardened? (x) Is the system compatible with WGS 84 format and capable to incorporate the following map data:- (i) Vector data -.dgn and.shp (of scale 1:2,50,000 and 1:50,000) (ii) Raster data Geo TIFF (of scale 1:2,50,000 and 1:50,000) (iii) Digital Terrain Elevation Data (DTED) Level-I and Level-II. Reply 4. Ground Support Equipment/Ground Support Test Equipment. Give the specification and configuration of the equipment.
10 10 Ser Requirement/specification 5. Specifications of Data Link. Reply (a) Give the architecture of the data link system. What are the frequency bands of the systems? (b) Does the system have a minimum of two controlling channels in two separate bands? Are the controlling channels encrypted and secure against jamming? (c) Does the down link provide essential parameters in telemetric form to monitor the air vehicle and realtime reports of the payloads? (d) Does the system have a warning system to identify interference, jamming or interception? (e) Does the data link system provide the facility to create an embedded and encryption layer? (f) What is the effective line of sight range in various combinations of communications? (g) Does system provide fail safe mechanism in case of loss of data link communication. 6. Specification of Payloads. (a) Electro Optical/Infra Red (EO/IR) Payload with Laser Designator. (i) Is the payload an integrated payload on a single gimbled platform with day coloured CCD, FLIR and laser designator. (ii) Does the CCD and IR camera have continuous zoom facility? The capability be specified. (iii) Detection and recognition range by CCD and FLIR be specified.
11 11 (v) Range and accuracy of the laser designator be specified. (b) Short Wave Infrared (SWIR)/ Medium Wave Infrared (MWIR) Payload. Does the system have a payload with SWIR and MWIR capability? What are the specifications of the payload? (c) SAR/MPR. (i) Describe the specifications of radar. (ii) What are the modes of operating the radar? (iii) What are the ranges achieved? (d) ESM. Provide details of the ESM payloads with its capabilities. (e) Radio Relay. Provide details of the payload with capabilities. (f) Traffic Collision Avoidance System (TCAS). Does the system have TCAS? Specify its features. (g) Identification Friend and Foe (IFF). Does the system have IFF? Specify its features. (h) Miscellaneous. Indicate if any other payload is being offered with brief description and capability. 7. Remote Video Terminal (RVT). Does the system have the facility of RVT to receive inputs from the payload, capabilities of the system be specified.

What is the infrastructure required for various levels of maintenance. (b) Does the system facilitate conduct of continuous operations by RPAS? (e) Is continuous product support for the complete life of the equipment being provided? (f) Level of Maintenance Transfer of Technology (MToT) being offered. (g) Specify warranty and Annual maintenance being offered. 9. Miscellaneous. (a) Level of maintenance and repair training being offered. (b) Operator/Crew training being offered.
