1 REQUEST FOR INFORMATION NIGHT SIGHT FOR 7.62MM MAG 58 2A1 MEDIUM MACHINE GUN (TI) 1. Ministry of Defence, Government of India is desirous of procuring Night Sight (TI) for 7.62mm MAG 58 2A1 Medium Machine Gun for the Infantry, with the view to identify probable vendors who can undertake the said project. 2. The RFI consists of two parts as indicated below- (a) Part I. The first part of RFI incorporates Operational parameters that should be met by the equipment and tentative date of the issue of the RFP and the quantity required to be procured. (b) Part II. The second Part of RFI states the methodology seeking response of vendors. Submission of incomplete response format will render the vendors liable for rejection. PART I OPERATIONAL PARAMETERS AND BROAD TECHNICAL REQUIREMENTS 3. Capabilities Sought (Operational Requirement). Indian Army seeks a Night Sight with latest technology parameters in order to help the soldier to fire 7.62mm MAG 58 2A1 Medium Machine Gun accurately with following broad characteristics - (a) Technology. FPA 640 x 480. Pitch less than or equal to 17 microns. (b) Reticle Pattern. The sight should have suitable reticle pattern that enables aiming upto 1800m in order to facilitate night firing of 7.62mm MAG 58 2A1 Medium Machine Gun. (c) Mounting. The sight should be able to fit on mounting bracket of existing crew served weapon sight of the 7.62mm MAG 58 2A1 Medium Machine Gun. (d) Field of View. Minimum 9 0 (Azimuth) X 6 0 (Elevation). (e) Detection Range. Detection of group of three men at min 1800m is desired. (f) Recognition Range. Recognition of group of three men at min 1000m is desired. (g) Wt. Less than or equal to 2 Kgs. 2 2 (h) Zoom. (i) Optical Magnification - Min 4 X (Variable Zoom). (ii) Digital/Electronic - 2 X and 4 X. (iii) Image Polarity - White hot and black hot. (j) Service Life. Service life of hrs/10 years is desired. (k) In terms of design, metallurgy and performance parameters, the sight should be Conforming to latest technology. (l) The Night Sight should be capable of providing the desired performance across all spectrum of employment in the Indian terrain and climatic conditions. (m) The sight should comply with laid down mil standards and other international standards in vogue. 4. Tentative date of issue of RFP is November Total quantity required is approximately 5200 (Five thousand two hundred only) Night Sights. Planned to be procured in a phased manner, the desired quantity should be delivered within six (06) months to twelve months (12) from the day of signing of the contract. The vendors should confirm if they can deliver requisite quantity of Night Sights for 7.62mm MAG 58 2A1 Medium Machine Gun within the stipulated timeframe. PART - II PROCEDURE FOR RESPONSE 5. The parameters/broad specifications of the item are mentioned in the questionnaire attached as per Appendix 'A'. The vendors are required to respond to the same. 6. In addition, the vendors are required to furnish details as per Performa at Appendix 'B'. 7. This information is being issued with no financial commitment and the Ministry of Defence reserves the right to change or vary any part thereof at any stage. The Government of India also reserves the right to withdraw it should it be necessary at any stage. The acquisition process would be carried out under the provisions of DPP.

Following Parameters/ specifications of Original Equipment Manufacturers (OEM s) equipment based on Uncooled Thermal Imaging Technology is requested in the responses to our Request for Information- Ser Question/Specification No Technical Specification (a) Detector Type. Reply (i) What is the technology being used? (ii) Specify if micro-bolometer detector is being used with the Uncooled Thermal Weapon Sight offered for 7.62mm MAG 58 2A1 Medium Machine Gun. (iii) Also specify if the technologies are Amorphous Silicon or Vandanium Oxide based? (b) Detector Resolution. (i) Is the devices offered, conforming to minimum FPA of 640 x 480 with pitch of 17 microns or less. (ii) Specify the FPA and pitch being offered. (c) Latest Technologies. What all latest technologies, in addition are available in the world market? What all can be offered by you? (d) Mounting. Is the Thermal Weapon Sight offered capable of mounting on existing bracket for crew served weapon sight of 7.62mm MAG 58 2A1 Medium Machine Gun. Specify the design and mounting parameters. (e) Reticle Pattern. Is the Thermal Weapon Sight provided with reticle pattern enables aiming and range estimation upto 1800m for 7.62x51mm calibre. Define the type of reticle pattern made available in your weapon sight. Is it possible to customize the Reticle Pattern? (f) Zeroing. Specify the zeroing mechanism for the sight. Can the zeroing be carried out electronically? (g) Field of View. Specify the Field of view of the weapon sight in Azimuth (Horizontal) and Elevation (Vertical). What is the maximum Field of View that can be offered?

6 6 (h) Dioptre Adjustment. Specify the Dioptre Adjustment and Eye clearance. (j) Display. Specify display used in TI sight whether OLED/ LED/ LCD. (k) Zoom. Specify the following - (i) Optical Zoom/Magnification. (ii) Digital/Electronic Zoom. (iii) Whether FoV/magnification provided is Fixed or Variable. (l) Image Polarity. Specify Image Polarity available in the Thermal Weapon Sight. (m) Detection, Recognition and Identification Ranges. Specify Detection, Recognition and Identification ranges during clear night conditions and adverse weather conditions (specify adverse weather conditions). Also, specify type of target and interpretation of these terms for field evaluation. (n) Features. Specify type of controls that will be made available on the Thermal Weapon Sight for users application in active operations. (o) Transfer of Data. (i) Does the Thermal Weapon Sight enable generation of video and still images? (ii) Can these be transferred into display device, specify the medium of transfer and display device? (iii) What format the video and still images will be available as output ie Analog or Digital. (iv) Define the type of ports(viz USB/RS 232/Any other) being made available in the Thermal Weapon Sight for transfer of these video and still images. (v) Specify what will be the resultant losses in transmission if the data output of your device be transmitted over radio. (p) Power Supply. (i) Specify the type and size of rechargeable battery being used- viz Ni Cd/ Li Ion/Ni MH or any other better suited battery. (ii) What is the endurance of the batteries for continuous use at the operating temperature range between minus 20 0 C and plus 45 0 C. (iii) What is the recharge cycle of battery being offered (Number of times full charge and full discharge of battery). (iv) Arrangement for charging of batteries- AC /DC

7 7 source or both. (v) Specify if the device can function with commercially available Alkaline batteries when required. If yes, specify number of hours it can sustain. Also confirm if the same can be used in the same housing provided or alternate arrangements will be made. (vi) Is the battery status display along with low battery indicator being provided? Physical Characteristics (q) Weight. Specify weight of the Thermal Weapon Sight including the batteries and picatinny mount adapter. (r) Colour. What is the colour of the Thermal Weapon Sight? (s) Carriage, Storage& Transportation. Specify the arrangement/ case being provided for carriage, storage and transportation of the device. Operational (t) Does the Thermal Weapon Sight meets the testing parameters specified in JSS read in conjunction with JSS (u) Specify operating temperatures. (v) Specify Storage Temperature. (w) Specify Humidity factors. (x) What is the service life of the Thermal Weapon Sight? Specify in terms of hours. Also specify shelf life of the equipment. (y) Does the thermal weapon sight meet the EMC/EMI standards? Specify the standards. (z) Does the thermal weapon sight have a Built In Test Equipment (BITE). (aa) Specify MTTR & MTBF. Also forward procedure (s) followed for testing requisite parameters.

(v) Will you be providing spares, special maintenance tools and special test eqpts for carrying out component level repairs? (vi) Will you be providing AMC for repair and calibration cover for special maintenance tools and special test equipment? (vii) Are the special maintenance tools and special test eqpt being provided, general purpose tool/test eqpt or they are specialized in nature? (viii) The engineering support package will be provided exclusively by you or you are sourcing them through sub vendors? Miscellaneous (ac) List out Countries/World Armies in which your Thermal Imaging weapon sights are being used and since when. (ad) Indicate the approximate cost of the equipment. (ae) What all accessories will be offered along with the Thermal Weapon sight? (af) Specify if fused output of TI Imagery with any other sensor is available. Specify technical details of the same including advantages and weight consequences.

(am) If you are an Indian vendor, are you capable of Indigenous Design and Development of the Night Sight (TI). If yes, what are the terms and conditions and timelines envisaged for the same? do you have the patent and/or Intellectual Property Rights (IPR) for the indigenous design? please give details.
