2 P N D PND has provided award-winning and innovative marine and structural engineering services throughout Alaska and the Pacific Northwest since our founding in In that time, we have designed countless marine facilities and float systems, including drive down floats, marinas, ferry terminals, floatplane docks, breakwaters, bulk transfer docks, and cruise ship terminals. Additionally, PND provides engineering services for the upland infrastructure development of these structures from Plans, Specifications, and Estimates (PS&E) to grant writing assistance to utility layouts and pedestrian access. With the assistance of our local project partners, we have been successful in providing communities in Alaska - small and large, central and remote - with functional and state-of-the-industry facilities that fit their needs and their budget. RELATED SERVICES We maintain a highly skilled staff of engineers and related professionals to allow us to assist our clients from the planning phase through final design and construction administration. 3 AUKE BAY LOADING FACILITY JUNEAU, ALASKA The drive-down float at the Auke Bay loading facility allows users year-round ability to load and unload gear, cargo, provisions, crew, stores, etc. It also allows for users to perform vessel repair of all types. The float is 180 long by 50 wide and has twelve (12) moorage space designations. The float is equipped with two 2-ton cranes. A power pedestal with 2-30-amp and 2-50-amp outlets is available on each side of the float next to the cranes. In its first year in operation, the crane was accessed for use 1,307 times and the power pedestals were accessed 549 times. The loading ramp facility was used more than 110 times and the float was used over 2,000 times by more than 300 different vessels. It is the best thing to happen for the Juneau fish fleet over the past twenty years -Captain of Fishing Vessel Tiffany Lee The State of Alaska Marine Highway System has used the facility the last two years to make their Hoonah/Angoon/Tenakee/Juneau run when their primary ferry vessel has been down for maintenance. Coast Guard vessels use the facility to fuel. Project elements included a 2.5 acre uplands staging area, driveway access, storm drain system, water system, MSE retaining wall, 20 x200 approach dock, 18 x145 transfer bridge, 50 x180 drive down steel pipe float, pipe pile installations, utility shed, two loading cranes, 60-foot-wide concrete loading ramp, electrical, low glare lighting, card access control for cranes and power pedestals, and a video surveillance system. The transfer bridge leading to the float supports vehicle weights of 72,000 pounds.
4 CARL E MOSES SMALL BOAT HARBOR UNALASKA, ALASKA The Carl E. Moses Harbor is located on Amaknak Island, at the head of Captains Bay, within the City of Unalaska and was designed to support the Dutch Harbor commercial fishing fleet. The project was designed by PND under a Design/Build (D/B) construction contract. The general contractor was Pacific Pile & Marine and floats were manufactured by Transpac Marinas, Inc. and Jesse Engineering, Inc. The approximate project cost was $32 million. The drive down facility included a 12 x96 Vehicle Transfer Bridge as well as a 64 x74 drive down float (DDF). The DDF was designed to allow commercial fishers direct access to their vessels for provisions and loading via a vehicle transfer bridge connected to shore. Project elements for the boat harbor included: (2) 6 x80 Aluminum Gangways (2) 16 x20 Gangway Landing Floats (1) 12 x470 Mainwalk Float A (4) 8 x60 finger floats (3) 12 x90 finger floats (7) 12 x100 finger floats (1) 12 x530 Mainwalk Float B (6) 12 x115 finger floats (5) 12 x130 finger floats 14 x320 Transient Float C Socketed steel pipe pile frames Potable water, fire suppression, electrical, power and lighting systems Mooring slips were provided for vessels in length. The high capacity steel float system with stress relief connectors, durable UHMW fenders, serrated steel bar grate decking, galvanizing with marine coatings, and cathodic protection systems throughout will ensure strength and long term durability. To increase pile capacity and minimize movement in deep water, the project includes heavy wall, 24 diameter, galvanized steel pipe pile bents installed as opposing pairs with structural moment frame connections. All piles were socketed twenty feet into bedrock. The new facilities also will save the fleet time and fuel they won t need to make the trip to Seattle for repairs or supplies... 5 P N D PETERSBURG DRIVE DOWN FACILITY PETERSBURG, ALASKA The Petersburg Borough desired to provide vehicle-accessible dock infrastructure equivalent to that available elsewhere in Southeast Alaska, so Petersburg Harbor may remain a home port to it existing commercial fishing fleet, small tour ships and recreational marine vessels. The Petersburg Borough retained PND to provide planning, environmental permitting and design services for their Marine Terminal project. The project was completed in March 2015 and involved the construction of: earthen fill with armor rock protection; a 30 x180 pile-supported, open grate approach dock; a 17 x140 heavy duty vehicle transfer bridge; and a 64 x180 drive down float. What a beautiful facility. It s here because someone had a vision, had passion and had guts enough to step up and [say] we re gonna do this. -Alaska Governer Bill Walker ( 2015)
6 BAR HARBOR SOUTH DRIVE DOWN RAMP KETCHIKAN, ALASKA It s a very nice change - a nice addition to the town. -Steve Good, Skipper of Quetzal (Ketchikan Daily News, 2014) In order to support their maritime economy, the City of Ketchikan looked to PND to design their Bar Harbor Drive Down Float, a marine loading facility in their Bar Harbor South. The project improvements consisted of a new 48 x120 drive down float, 20 x50 galvanized steel approach dock, 17 x140 transfer bridge, steel pipe pile and pile frame installations, domestic water and dry fire standpipe systems, LED lighting and electrical control and communication systems and other associated improvements. Dredging with disposal in an approved uplands site allows for all-tide vessel access around the float.
7 P N D OVK INTERMODAL TRANSIT FACILITY KAKE, ALASKA The Organized Village of Kake (OVK) retained PND to provide planning, permitting, design, contract administration and construction inspection services for a new Intermodal Transit Facility at its Kake Cannery location. PND initially completed a Multi-Use Dock Study with recommendations for selecting a preferred alternative location and identified how dock development can stimulate economic activity and employment amongst various sectors of the Kake economy. The Kake Intermodal Transit Facility project expanded the uplands, provided new highway access and utilities, a 12 x144 transfer bridge and a submerged bridge support float. The transfer bridge accesses a 180 x32 wide drive down float and future bolt-on seaplane float. The purpose of this project was to improve public safety, provide public loading access, and enhance the economy of Kake. PND provided public involvement, and with the McDowell Group, examined potential users in the region. The OVK retained PND to prepare all necessary permit applications and a Mitigation Plan to compensate for unavoidable environmental impacts. The project was bid in separate contract schedules to align with funding from three independent sources: the U.S. Economic Development Agency, the Denali Commission, and the Bureau of Indian Affairs. The project was constructed on time and within budget, meeting OVK s full expectations. The new dock adds a whole new level of access, with drive-down capability that our community did not previously have. The facility has enhanced our economy, serving a broad spectrum of users, ranging from community members to commercial users and tourism. It s a gateway to our community and complements the Kake Historic Cannery NHL (National Historic Landmark) now being rehabilitated for future uses. -Gary E. Williams, OVK Executive Director
