1 CITY OF SAFETY HARBOR ENGINEERING
2 The Engineering Department provides the city with technical services including design of construction and maintenance projects, review of development plans, field surveys, drainage problem solutions, environmental monitoring, and processing of Right-of-Way permits. The Engineering Department also manages the Capital Improvement Program, which includes the identification, prioritization, scheduling, budgeting, contract administration and construction inspection of capital construction projects when permitting and design preparation are performed by consultants, and includes the permitting and design preparation when the project is performed totally in-house. CAPITAL PROJECTS ACTIVE DURING th Avenue South - Brick Street Reconstruction: The project scope included construction of new water and sewer facilities, underdrain system, removal and reinstallation of granite curb and replacement of brick. The original design also included sidewalk on the west side of 11th Avenue South, however that portion of the project was eliminated due to the excessive steepening of driveways that would have resulted. Construction began on June 19, 2006 and the road was re-opened December 4th. In the interest of efficiency and expediency, two additional projects were added as change orders. Both were located at Safety Harbor City Park. The first was to accomplish the site work for the boundless playground and was added in October The Construction Phase 11th Avenue South boundless playground will offer amenities for all ages and abilities, and is the first of its kind to be installed in Pinellas County. The second, for installation of a basketball court and picnic shelter, was added in December Both projects are on schedule and are to be completed in April of Area-Wide Sewer, Water, and Sidewalk Improvements: The project included: Boundless Playground at Safety Harbor City Park Replacement of sanitary sewer serving Avon Drive Installation of sidewalk at Fairview Street Installation of water line at Fairview Street, Philippe Dr. & N. Bayshore Dr. Completed Project 11th Avenue South Construction began in August 2006 and was scheduled for completion in March 2007; however, the project was completed ahead of schedule and was placed in service in December 2006.
3 State Road 590 South - McMullen-Booth Road to Main Street: The Florida Department of Transportation (FDOT) is planning reconstruction of State Road 590 from McMullen-Booth to Main Street consisting of drainage improvements and resurfacing of roadway. The City has water and sewer lines in the road right-of-way that are in conflict with the proposed improvements and must be relocated to avoid all conflicts. SR 590, West toward McMullen-Booth Rd The strategy agreed upon by the city and state is for the city to include the drainage work for the state in the city s plans for the utility relocations and thereby accomplish all underground construction together. The drainage work accomplished by the city s contractor will be at the state s expense. After all underground work is completed the state s contractor will move in and accomplish the asphalt paving for the state. The construction plans have been completed and the city s target construction completion date is June State Road 590 North - Enterprise Road to State Road 580: SR 590 North toward SR 580 The Florida Department of Transportation (FDOT) is planning reconstruction of State Road 590 from Enterprise Road to State Road 580. The City has water and sewer lines that are in conflict with the proposed improvements and must be relocated to avoid all conflicts. Unlike the preceding 590 South project, The FDOT contractor will accomplish all of the work and the city will reimburse the state for the cost of the city s utility relocations. The project is to be let in July of Gabion walls being constructed along Bishop Creek in Harbor Woods Village Bayfront Manor Lift Station Replacement: The project includes replacement of an existing lift station adjacent to Shore Drive. The project design is complete and is being reviewed. This project is anticipated to be advertised in the spring of 2007 and completed in the Summer of Erosion Control Measures Bishop Creek at Harbor Woods: The project will provide erosion control via rock-filled wire baskets along a 300-foot section of Bishop Creek, from the termination point of a previous project downstream to North City Park. The work began late in October and is scheduled for completion in June The project is partially funded through grants from the Florida Department of Environmental Protection and the Southwest Florida Water Management District/Pinellas-Anclote River Basin Board.
4 Traffic Analysis and Implementation (Traffic Calming): Pavement markings are one example of traffic calming measures This process provides for the installation of traffic calming devices approved per the traffic calming procedures established as official city policy. During 2006, traffic calming devices (speed tables) were placed at the following locations: Seventh Avenue South - 2nd Street to 7th Street Woodcrest Avenue - Marshall Street to Bramblewood Street Swan Lane - North Bay Hills Blvd. to Egret Terrace Egret Terrace - North Bay Hills Blvd. to Turnstone Drive North Bay Hills Blvd. - Swan Lane to SR 590 Also reversed stop signs at three locations and installed new stop signs at two locations. Downtown Traffic Study: A study of downtown traffic including recommendations and implementation strategies was completed in December of A public information meeting and presentation informing the public of the results of the study related to possible traffic improvements was held on August 16, Public comments from that meeting were presented to the city commission at a workshop on November 28. The creation of a gateway feature at the bridge over Mullet Creek at Philippe Parkway was factored into the downtown mobility study by the city commission as a possible element of that program. City staff has developed an implementation plan whereby the generally-accepted features of the study alternatives and improvements at the Mullet Creek bridge will constitute the initial phase with a gradual movement into the more dramatic features in subsequent phases. Stormwater Master Plan: An update of the City of Safety Harbor s Stormwater Master Plan providing for identification of needed projects and programs for stormwater improvements throughout the city was completed in The study was a joint effort between the city and the Southwest Florida Water Management District (SWFWMD). The study will serve as a basis for identifying needed future projects related to stormwater management. Marina Deck Replacement: This project consists of construction to replace decking, piles and stringers in the boat basin area of the city marina property. Work began in Marina Docks before November 2006 and is due to be completed in February This project is partially funded through a grant from the Florida Fish and Wildlife Conservation Commission/Florida Boating Improvement Program. Marina Docks after
5 Erosion Control Measures Bishop Creek at Rainbow Farms Phase I: An erosion control project from Rainbow Farms Drive downstream to the Bishop Creek Mitigation pond and incorporating bank stabilization methods to be accomplished in two phases. Phase I is the downstream section, which is anticipated to begin in the summer of 2007 and be substantially complete in the winter of Phase II runs from Rainbow Farms Drive downstream to the Phase I project. Phase II design is to begin in the summer of 2007 and be complete in the fall of Library Addition: The project includes the construction of a 9,000 square foot addition to the library, the renovation of the 15,000 square feet existing facility, the construction of a new covered entryway and site work, landscaping and parking. New furniture and equipment are included in the project budget. The design phase is complete. A Construction Manager At-Risk has been selected. Construction is anticipated to start in the spring of 2007 with completion early in Traffic Light at McMullen-Booth Road & Briar Creek Boulevard: Safety Harbor Library Building The contract for construction was awarded in August 2006; however, the contractor could not procure the mast arms and signals until January Work started February 1st upon delivery of materials. Substantial completion is scheduled for March Bridge Maintenance and Repair: The project consists of repair work at the following bridges: North Bayshore Drive over Mullet Creek South Bayshore Drive over Alligator Lake Spillway Philippe Parkway over Mullet Creek 9th Avenue North over Mullet Creek Bids were received in amounts considerably higher than the engineer s estimate and were rejected by the City Commission in October The project will be re-scoped, re-designed and advertised in Remodel and Expand Fire Station 53: The station will receive a 1,050 square foot addition and the renovation of the existing facility. A design-build contract was awarded at the January 2, 2007 city commission meeting and work is underway with completion scheduled for August Fire Station 53, McMullen-Booth Road

Stormwater Systems Operations & Maintenance Inspections Operation and maintenance inspections were performed for the Public Works Facility Paving in compliance with permitting agency requirements: PERMITS AND INSPECTIONS Right of Way/Easement Use Permits Issued: 70 Excavation & Fill Permits Issued: 5 Driveway Inspections Performed: 25
