Journal of Business logistics 2013, 34 (4), Formal controls are an essential part of organizational design and can positively influence organizational performance. Mello and Hunt (2009) were the first to suggest using formal controls to influence truck driver activities. Additionally, they identified an emerging control construct we term technology control, whereby firms use on-board technology to influence drivers. In this paper, we build on their framework by investigating the extent to which combinations of formal and technology controls are effective in influencing the behavior of drivers and thus the overall operational performance of firms. Our central research question pertains to how formal and technology control used together influence performance: What are the effects of using different combinations of formal and technology controls on motor carriers operating performance? We integrate the monitoring aspect of agency theory with the activity and process control aspects of the operant model of effective supervision to hypothesize the combined effects of technology, activity, and process controls on U.S. motor carriers operational performance. We collected primary data of driver control practices from a large sample of U.S. motor carrier firms.
