1 0 4g 0 THE CORPORATION OF THE TOWN OF COBOURG STAFF REPORT TO: COBOURG Cobourg Heritage Committee FROM: TITLE: Dave Johnson Planner 1: Heritage DATE OF MEETING: December 14, 2016 TITLE / SUBJECT: Albert Street Porch REPORT DATE: December 7, 2016 File #: HP STRATEGIC PLAN Objective 2: Support the preservation and enhancement of the Town's arts, culture and heritage. 2.0 RECOMMENDATION WHEREAS, staff has reviewed the proposed alteration to porch and roof at Albert Street and have determined it is a sympathetic alteration; IT IS RECOMMENDED THAT Heritage Permit #HP submitted by Kelly Campbell for a new porch and porch roof, be approved subject to finalization of details by staff. 3.0 ORIGIN An application for a Heritage Permit was received on November 22 from Kelly Campbell to undertake the following changes to the property located at Albert Street: 1. Replacement of front porch and porch roof The subject property is located in within the Commercial Core Heritage Conservation District, designated under Part V of the Ontario Heritage Act and Bylaw In accordance with the Ontario Heritage Act, the 90 day deadline for council to deal with the updated application is December 25, 2016.
2 4. BACKGROUND 0 Geographic Context The subject property is located at Albert Street between Third Street and Hibernia Street in the Commercial Core Heritage Conservation District. Below: The subject property, outlined in red, is shown in context of the Commercial Core HCD (shaded in blue). The nearby West HCD is shown in orange, and the George Street HCD is shown in yellow. Properties shown shaded in pink are non-designated, but are listed on Cobourg's Heritage Register as being of cultural heritage value and interest. Properties shown shaded in purple have been designated individually under Part IV of the Ontario Heritage Act.

Previously Considered Heritage Permit There is a previous Heritage Permit that was deferred at the October 12th, 2016 meeting of the Cobourg Heritage Advisory Committee. The Committee and the applicant agreed that the applicant would resubmit Heritage Permit #HP and consult with staff before submittal. The applicant met with staff for a consultation meeting on November 3, 2016 to explore what would be the most appropriate roof for the existing porch. A roof design was agreed upon based on the age of the house and its architectural design. The applicant then submitted a new drawing on November 22, 2016 based upon conversations with staff. This report amends the report dated October 12, 2016 and also of note is the revised recommendation. Scope of Work The applicant, after consultation with staff, is proposing the following alterations to the property: 1. The property owner is proposing a new roof over the existing porch. 5.0 ANALYSIS Town of Cobourg's Heritage Master Plan was recently adopted by Council to direct conservation and management of the Town's heritage resources. As part of this project, the existing Heritage Conservation District guidelines for all of
4 the Town's Part V Districts were reviewed and District Plans prepared. The Commercial Core Heritage Conservation District Plan was adopted by By-law on May 24th, The Plan contains policies and guidelines for conservation and the management of growth and change in the Commercial Core HCD. Policies are requirements that must be followed when undertaking alterations to buildings or changes to properties. Guidelines are best-practice suggestions to be considered when undertaking alterations to buildings or changes to properties. The following section of this report provides excerpts from the Commercial Core Heritage Conservation District Plan that is relevant to the evaluation of the proposed scope of work. George Street Heritage Conservation District Plan Part ll Guidelines for managing change 6.0 Alterations to residential buildings 6.4 Entrances Policies c) The design and construction of a new entrance / porch is required to be compatible with the character of the building. Restoration of a missing porch must be based upon historical, pictorial and physical documentation. Discussion Prior to Council's adoption of the Commercial Core District Plan, Heritage Permit applications were primarily evaluated against the Town of Cobourg's Heritage Conservation District Guidelines and Parks Canada's Standards and Guidelines for the Conservation of Historic Places in Canada. The new Commercial Core District Plan provides the same level of heritage conservation using best practices as expressed in the Standards and Guidelines for the Conservation of Historic Places in Canada, while continuing with a similar management of future change and potential new development within the district as the previous HCD guidelines. The Commercial Core Distric Plan is also consistent with the 2005 changes to the Ontario Heritage Act, the 2014 Provincial Policy Statement and the Ontario Heritage Toolkit. The subject property, being in the Commercial Core Heritage Conservation District, is subject to the policies and guidelines set out in the District Plan. According to the Commercial Core District Plan, the district features a small number of residential buildings outside of the King Street commercial area. These buildings are defined as generally low profile (one to two storey) single detached structures, mostly of vernacular style. An Ontario Vernacular is influenced, but not defined by a particular style. Vernacular buildings are made from easily available material and display local design characteristics.
5 The property owner of the subject property proposes to undertake the following alteration: New porch roof The property owner has agreed to change the style of porch roof from a cantilevered style to a more sympathetic style for the building. The Georgian style roof, as proposed by the applicant, will be more sensitive to the style of the house at Albert St (see figure 1 and 2). Examples of sympathetic porch roofs, for this style of house, was graciously forwarded to staff by a member of the Cobourg Heritage Committee (see figure 3-5). These pictures were subsequently given to the applicant to design a more sympathetic roof. Figure 1. Side elevation submitted by applicant

7 It is the opinion of staff that this Heritage Permit for the subject property be approved as the proposal is compatible and sympathetic to the building, as set out in the Commercial Core District Plan. It has been demonstrated that the proposal is based upon historical, pictorial and or physical documentation for the style of house and the proposal is a compatible addition/alteration to the

It has also been indicated to planning staff, by the Building Department, that the applicant will need to obtain building permits for the new porch roof. 6.0 FINANCIAL IMPLICATIONS/BUDGET IMPACT 7.0 CONCLUSION The updated submission from the applicant for a new porch roof at Albert Street conforms to the guidelines set out in the Commercial Core District Plan and is a sympathetic alteration. It is recommended that the updated submission for HP be approved subject to finalization of details by staff. Approved By: Department:
