3 1 General Provisions The criteria are detailed in Annex E. The Annex shows whether the criterion is mandatory/optional and whether it is used for evaluation or not. If the criterion is used for evaluation (points for the technical solution), the following clauses describe the principle of evaluation. 1.1 Branding (corporate colours) The device may be delivered in the corporate colours. The following corporate colours are acceptable white, blue and red, or any combination thereof. 1.2 Parking Ticket Barcode Offline Mode In view of the latest trends and in order to decrease operating costs, we prefer parking tickets with barcodes. As the stability of the system in case of any infrastructure failure is crucial to us, we request that terminals in the parking lot must work also in an autonomous offline mode., the system handles barcodes even in the offline mode (i.e. if a customer pays in the payment terminal and drives to the exit stand, the stand will know from the parking ticket with the barcode, that the customer has paid, and the system will be able to evaluate whether it should/should not let the customer drive out, depending on the situation)., the system can handle barcodes only online. 1.3 Flexible Prices A flexible parking tariff may be set up for a selected parking lot, where the parking fees will be based on the daytime, the type of parking lot and customer segment. Before entering the parking lot, the stand display will show parking fees in the specific hours for the customer., the system enables flexible settings of different parameters (the manufacturer will develop the system to suit the needs of Prague Airport) 1.4 Registration Plate Recognition The system can recognize the vehicle registration plates (RP) at the entry/exit and it can match the registration plate with the parking ticket and also the customer provided the customer is known in advance (registered in the system as permanent customer or one-off customer who booked parking in advance in the Prague Airport s reservation system). The recognition, incl. storing a photograph, will take place even if the gate arm is open and vehicles pass freely (an event raised by induction loop load obviously, this also depends on the speed and the behaviour of the customer). The system can recognize foreign number plates or two-line number plates (Latin characters and any colour combination of registration plates) without difficulty.

4 For security reasons, we prefer an autonomous solution when the registration plate recognition takes place directly in the camera stand. This makes the system more resistant to failures and subsequent data losses. The RP recognition will involve storing a photograph of the entire vehicle and a photograph of the number plate in the database (two pictures). 10 points RP recognition unit directly in the parking areas (in entry/exit stands) 1 point RPs are recognized and processed centrally on a server. 1.5 Vehicle Registration Plate Photographs The RP recognition will involve storing a photograph of the entire vehicle and a photograph of the number plate (two pictures the entire vehicle and a cutout with the RP). 0 points - Ne 1.6 Video Communication with the Dispatching Operator The system enables two-way video communication between the customer and the dispatching operator from the stands and payment terminals. The communication is possible using built-in graphic displays, IP cameras and intercom in all terminals. This will make the customer service more personal and the conflict resolution less stressful. 1.7 IP Cameras on Terminals IP cameras on entry/exit stands and payment terminals (to control the situation at the entry/exit). 1.8 Parking Lots within a Parking Lot Multiple different parking lots may be created within one parking area, up to level 3. Each of them may be managed as a separate parking lot i.e. each of them has a unique name in the system, it is possible to define user reports for each of them and make online bookings for them, if necessary. An example could be our parking house C: All types of customer enter through the main gate arms and then they drive to different floors depending on their destination. Floor 2 is designated as a VIP parking lot and a car rental area; floor 6 is intended for employees. All such areas are separated with gate arms. Other floors are accessible to anonymous customers, or for online bookings. The exit from the parking house is again one for all of them., this is a standard configuration of the system.

5 1.9 Portal for Business Customers and Employees A web interface is available which enables business customers (such as car rental companies, airport area lessees) and employees to administer their data on their own (registration plate for assigned cards, personal data , telephone etc.). The customer may use such electronic parking cards to enter a specific parking lot History of Changes It is possible to trace changes of data up to a specific user name in the system for at least 3 months back. The data we wish to trace (preferred data) are as follows: 2 points Changes of system settings (privileges, terminal configuration etc.) 2 points Changes in customer profiles (changes of contact persons, addresses, telephone numbers, addresses etc.) 2 points Parking card transactions (first coding, blocking, prolongation etc.) 2 points User login/logoff 1.13 Customer Message Encoding The system enables to show characters of all supported languages. Czech and English language at least Loyalty system We would like the parking system to contain a loyalty system. Such loyalty system should give us the opportunity to offer registered customers discounts, personalized ticket print and to

6 contact a customer (groups of customers) via or SMS. The loyalty system should also allow us to create different customer categories and to match such categories with different events and bookings. (The solution, in whole or in part, must be developed to suit the needs of Prague Airport.) 1.15 Licences for System User Management We would like to use the user part of the software at least at 25 stations (at least 25 users). Some users will be assigned the role of a parking dispatching operator (they will be able to control and operate the car park, to receive payments), some of them will only have privileges to view the system (they will be able to create reports, to view transaction data), some of them will be able to administer parking fees and users etc. In total, there will be 25 users. The supplier will propose such a licensing model of the system to meet the requirements mentioned above. 10 points Unlimited number of licenses 7 points at least 25 concurrent users 4 points at least 25 named users 1 point - Other licensing model 1.16 Operator ID card Login The system will make it possible to log in to the system using an ID card. The system is unlocked for the entire period during which the card is touched to the reader. After the card is removed, the system will lock automatically. A solution could be an additional ID card reader or a keyboard with integrated reader. The cost of the reader is included in the bid. (The solution, in whole or in part, must be developed to suit the needs of Prague Airport) 1.17 SSO Login to Application Parking lots management and control application may be integrated with our Microsoft Active Directory; the users log in to the system in the Single sign-on mode. (The solution, in whole or in part, must be developed to suit the needs of Prague Airport) 1.18 Compatibility with Web Browsers The company supports Google Chrome and Microsoft Edge as the main web browsers. Ideally, the web applications offered to us should support both types of browsers mentioned above, however one of them at least.

The system can display a map of parking lots to detect terminals which are in error state, and also a description of the defect Visualisation of Locks For the needs of our servicing organization, the locks are connected to visualisation of Factory Talk View SE. At present, the connection is done by a conductor in the terminal box of gate arm stands. 8 2 Payment Terminals 2.1 Custom Display The payment terminals are equipped with at least a 10 colour display which is readable even in direct sunlight. 2.2 Display Language The customer is able to select the language of the information message of their choice. The number of points depends on the number of languages which may be selected by the user. The minimum requirement is Czech language and English language. 6 points Selection from 4 languages (English, German, Czech, Russian) 4 points Selection from 3 languages (English, German, Czech) 2 points Selection from 2 languages (English, Czech) Any other language will be given 2 points, however maximum 10 points. 2.3 Payment Terminal Instruction The display of the payment terminal shows the customer how to pay and how to use the payment terminal, step by step. 10 points Video 5 points Picture and text 2 points Text 2.4 Cash Refill Cash is refilled to the payment terminal using a lockable cash cassette. Refill by inserting banknotes, one by one, in the payment terminal is not a preferred method as it is timeconsuming and poses a big risk for operators working with cash., lockable cash cassette. 2.5 Automatic Recognition of Inserted Cash Amount The cash refill operation does not require the operator to enter the amount of the cash manually. The payment terminal can automatically recognize the amount of cash that was inserted.

9 2.6 Change Dispenser and Banknote Validation The payment terminal is equipped with an intelligent system of change dispenser and banknote validation which is based on the current amount of banknotes and coins in the cash cassettes to reduce cash refill to a minimum. The minimum requirement is the ability to return change from all valid types of coins in the Czech Republic (currently, there are 6 types, which may change in the future, e.g. if a new coin/banknote is issued). 10 points Returns banknotes in 5 denominations 8 points Returns banknotes in 4 denominations 6 points Returns banknotes in 3 denominations 4 points Returns banknotes in 2 denominations 2 points Returns banknotes in 1 denomination 2.7 Auditable Access System As big amounts of cash are inserted in the payment terminals, we want the payment terminals to be equipped with an auditable access system which will make it possible to trace which employee handled the payment terminal. Different privileges may be set for different operator roles (dispatching operator, technician, administrator,...). We prefer an access method which prevents anyone from copying a key. In the event of a key loss, the key may be deactivated in the system to prevent any unauthorized access to payment terminals. 10 points Protection against copying, e.g. by generating variable codes or using advanced encryption technologies. 2 points Keys are stored on a medium without any other protection. 0 points Mechanical key. 2.8 Use of Existing PINPADs We have acquired new PINPADs recently; therefore we would like to integrate them in the new system. They are Ingenico IUP250 + IUR250 + IUC150 terminals., the existing PINPAD units may be integrated in HW components of the parking system 3 Exit and Entry Stands, Gate Arms 3.1 Different Parking Tickets for Different Parking Lots The system enables setting different templates of short-term parking tickets depending on the parking area. We will be able to print different parking tickets for short-term and long-term parking lots. The supplier will define the parameters of consumables for printing parking tickets so that such consumables may be supplied by a third party.

10 3.2 Ticket Print We would like to include information for our customers about events in the airport, marketing communications in parking ticket print. Such communications is done directly in the stand and its contents may be user defined without any supplier s intervention. 3.3 Colour Display of Entry and Exit Stands For displaying information messages, advertising messages and video communications, we would like our entry or exit stands to be equipped with colour graphic display, easily readable even in direct sunlight. 3.4 Optional Message on Stand Displays Any message may be displayed on stand displays. Our customers may be informed about tariffs, special events or advertising communications. Messages, images or videos may be user/administrator-defined without the supplier s intervention. 10 points Text, graphic and video messages 5 points Text and graphic messages 2 points Text messages 3.5 Optional Message Based on Customer Recognition Based on the recognition of the vehicle registration number recognition, or the parking card, the system displays a user-defined message on the stand display, such as: Good afternoon, Mr. XY. Welcome to Václav Havel Airport. 3.6 Interchangeability of Spare Parts In order to make the maintenance easier, to reduce the need to keep spare parts and to increase the speed of repairs, the entry and exit stands and payment terminals have interchangeable spare parts printers, card readers and parking ticket readers. 3.7 Additional Signalling Signalling (red / green lights) visible from the distance is placed on entry and exit stands, which informs customers whether a specific lane may be used or whether it is necessary to change the lane with a functional entry in good time, which will avoid traffic complication if drivers have to reverse or change lanes, in particular, in short-term parking areas.

11 3.8 Use of Contactless Smart Cards instead of Parking Tickets In order to increase user comfort of our registered customers, we would like in the future if our customers had an opportunity to use their contactless cards instead of parking tickets. If free parking time is exceeded, the parking fee would automatically be reduced from the customer s account., the system allows for such option. 3.9 Contactless Payments on Exit Stands It is possible at some exit stands to make contactless payments of parking fees up to CZK 500 directly at the stand Vehicle Length and Height Recognition At selected entry stands, the system recognizes the vehicle length and height and sets up the parking tariff for such customer accordingly. For instance, the lane intended for buses may also be used for entry of passenger cars or small vans, however they will automatically be penalized by a higher parking rate Illuminated Gate Arm In order to increase the visibility and to decrease the risk of breaking the arm in worse climatic conditions, we would like to place barrier arms with integrated illumination in selected parking lots. 10 points Optional multi-colour illumination (more than 3 colours) 6 points 3 colours (green, red, orange) 4 points 2 colours (green, red) 2 points Single-colour illumination illumination 3.12 Used Tickets Bins Exit stands have used tickets bins and preparation for their mounting which are used in fast exit parking lots based on RN recognition.

12 4 Accessories, Spare Parts and Other Hardware Components 4.1 Electric Vehicle Charging Stations This is provided in order to satisfy customers who ask if such stations are available in the airport. Besides the promotion potential of LVHP, this is another source of revenues as we are a licensed seller of electric energy. For this reason we would like the stations to be fully integrated in the parking system and the customer had the opportunity to pay for the energy consumed in one ticket, together with the parking rate (of course if this is in compliance with the legislation of the Czech Republic). 4.2 Mobile Terminal for Dispatchers Aiming to cope with complicated operating situations arising from day-to-day operation in parking lots or to handle big events and peak times in short-term parking lots, we would like our dispatchers to have a mobile terminal. Such device must be in compliance with the legislative requirements for electronic registration of sales. Detailed information about electronic registration of sales: Technical specifications of electronic registration of sales: Functionalities 2 points Online communication with the system (GSM module). 1 point Dispatchers use the same credentials to log in to the terminal as they use to log in to the system. 1 point Delivery, validation and payment for short-time parking tickets. 1 point It may be used to issue a replacement ticket for a lost ticket. 1 point Connectivity with a mobile payment terminal. 1 point Not confined to a specific parking area. It may be freely movable from one parking lot to another. 3 points It may be used to make an entry/exit of a vehicle from/to the parking lot. 4.3 Supplier Keeps Stock of Spare Parts The supplier keeps stock of spare parts necessary to ensure everyday operation. The number of points awarded depends on the delivery time of required spare parts. 10 points less than 6 hours 8 points less than 12 hours 6 points less than 18 hours 4 points less than 24 hours 2 points less than 30 hours 0 points 30 hours and more

13 4.4 Definition of Stock of Consumables The supplier will specify consumables which are not included in the 5-year free servicing and the contracting authority should keep stock of such spare parts in order to ensure continuous operation by swift replacement, and should be made aware of their unit price. For instance, 2 gate arms in case they are broken, a ticket printer in case of a failure etc. The bidder shall make a quotation of such spare parts in a separate document included in the bid. The first place with the lowest financial volume for the number of spare parts will be awarded 10 points, the second place will be awarded 8 points, the third place will be awarded 6 points, the fourth place will be awarded 4 points, the fifth place will be awarded 2 points, the sixth and other places will not receive any points. 10 points Spare parts with the lowest financial volume 8 points Spare parts with the second lowest financial volume 6 points Spare parts with the third lowest financial volume 4 points Spare parts with the fourth lowest financial volume 2 points Spare parts with the fifth lowest financial volume 0 points Spare parts with the sixth and worse lowest financial volume 5 System Server 5.1 Operating System and Patches The system must be able to work on virtual machines with our operating system, which will be provided by us in the recommended hardware configuration. The minimum version in the case of Windows is Server 2016 and in the case of Linux distribution Red Hat 6 and higher. Considering the current security standards, patching should be done in cycles recommended by the manufacturer of the operating system, however at least once a year. 10 points Regular patching in the cycle recommended by the manufacturer of the operating system. 7 points Patching once per 3 months 4 points Patching once per 6 months 1 point Patching once per year 0 points less than once per year 5.2 Testing Environment In order to increase the stability and availability, we would like to have the opportunity to test changes separately before new versions of the system are launched and configurations are changed, incl. the option to test the connectivity of HW components. 5.3 High Availability Mode The system supports high availability solution from two locations. In the event of a failure of the system or any of HW components of the server, a failover to the other server occurs within 15

14 minutes, and the system is operated from the other location. The supplier will provide a detailed description of the solution functionality. 5.4 Disaster Recovery Plan The supplier has a detailed Disaster Recovery Plan in case a server or database is lost. The Plan is included in the bid. 6 Interface We prefer a transfer by file exchange as this is better for administration and monitoring. Online web service is also permissible. Data on the input and output of all interfaces will be UTF-8 encoded due to compatibility of the transfer with other systems. 6.1 Integration to Timetable In order to increase the user comfort, the system can automatically prolong the free time to leave the parking lot in the event of a delay of the customer flight (if the customer filled in the flight when booking online). 6.2 Interface for Employee Attendance Synchronization with the attendance system so that employees may park only on a day for which their shift has been scheduled. Employees may be let in on other days; parking will be charged at a different tariff. The monthly sum of such payments will be transferred in batches back to the HR system in order to withhold the sum from the salary., the system enables the employees to park only on the day for which their shift has been scheduled and it can send back the parking fee for other days which is to be withheld from the salary on other days. 8 points Yes, the system enables the employees to park only on the day for which their shift has been scheduled, it cannot send back the parking fee for other days which is to be withheld from the salary on other days.

15 6.3 Integration to Prague Airport Camera System On each stand and payment terminal, a volt-free contact is prepared which may be physically connected to the nearest camera. We will be able to ensure that the display switches over for the dispatching in the event of a gate arm breaking or to the security personnel in the event of a payment terminal opening. Furthermore, a SW interface is available which may be used to transfer pre-defined alarms (payment terminal opening, gate arm breakage etc.) to the Prague Airport camera system. 6.4 Interface for Cash Movements Transfer of any and all detailed cash payments to internal economic systems (SAP). We have to monitor the following information at each payment terminal: 1. Total cash received from the customer. 2. Cash returned to the customer. 3. Partial payments for parking (prepayment). 4. Overpayments between payments and price of the service. 5. Cash withdrawal by the dispatching. 6. Cash refill by the dispatching. 7. Emptying hoppers. 8. Hopper refill. 9. Current amount of banknotes and coins in the payment terminal. 6.5 Transmission of Invoicing Information We would like to automate monthly invoicing for registered customers (long-term parking customers, lessees of Prague Airport areas, prepaid cards etc.). The parking fee information for invoicing purposes will be transmitted for a selected period with a detail up to a specific event. It is sufficient to provide details of a specific event (date of arrival, departure, price, registration plate, ) to transmit such invoicing information. 6.6 Synchronization with Login Records Information about issued identification cards by the Security Department of Prague Airport will automatically be online transmitted to the system, incl. the numbers of their chips, (the information contains unique identification of the natural person, such as the personal number, name and surname, academic degree, chip number, name of the employer). The dispatching

16 operator will be able to use such information to set up parking without the customer having to physically appear for card encoding. If the ID card is blocked/deleted; it will automatically be deactivated in the parking system. Upon a SQL query in the database of our login record system, the following information is transmitted: date of change, card chip number, personal number and name and surname of the employee, name of the company and the state of the card. The state is the type of change: 1 new person, new or changed chip, 2 deactivated persons, 3 blocked chip 6.7 Transmission of Selected Information Using a Web Service Transmission of selected information via a web service, in particular, information about entries, exits, recognized registration plates, incl. photographs. A remote client will inquire in intervals shorter than 1 minute and the parking system will provide an answer in the given format (data sentence, where fields are separated by semi colons, photographs and a photograph cutout with the registration plate as BLOB coded in BASE64, or records from IP cameras in stands, if applicable). 6.8 Standard Interface for Accounting (SAP revenues) The provision of data, not only about selected cash and payments by cards. Information about total revenues of the parking system sorted by parking lot, product and customer segment for a selected period of time., a standard interface is available. 8 points Yes, a standard interface is available, it will have to be slightly adjusted to reflect the needs of Prague Airport (no more than 10% of the total number of data in the given interface) (more than 10% of the total number of data in the given interface) 6.9 Interface for Data Warehouse For the purposes of operation and strategic planning, we would like to transmit a complete and detailed overview of movements in parking lots, customers, payments, events and alerts. The main reason for this is that the operational database may store detailed operational information for only about 3 months due to the big amount of data. For reporting purposes and in order to compare the historical development, we need to send operational data to the data warehouse in regular intervals (at least once a day)., incl. the description of the data model

17 , incl. the description of the data model 6.10 Interface for GDPR In order to comply with the General Data Protection Requirement, we require an interface in the system for an automated update of information about selected employees / customers whose data are to be deleted or encoded (personal data) Revenue Management The system enables to determine an individual parking rate depending on the occupancy of parking areas and parking houses. 7 Method of Evaluation of Technical and Functional Parts of Bids 7.1 Method of Evaluation of Partial Criteria The criteria contained in paragraphs 1-6 will be evaluated by assigning each criterion the number of points according to the description above. Such numbers of points will be multiplied by the weight of the criterion specified in Annex G to the Tender Documentation. The total number of points for the quality of the technical solution will be the sum of all points for all criteria according to the preceding paragraph.
