A welcome from Geoff Gibbs, Interim CEO Thank you for your interest in the role of Head of Finance at Moorfields Eye Charity. Moorfields Eye Charity (MEC), which recently merged with its sister charity, The Special Trustees of Moorfields, raises funds above those normally provided by the NHS. The valuable work of MEC helps Moorfields Eye Hospital NHS Foundation Trust (MEH) to continue to provide the highest quality of care for its patients and their families and to ensure that MEH remains a world-class centre of excellence for ophthalmic research and education in collaboration with its research partner, the UCL Institute of Ophthalmology. Continued charitable support means that MEH can carry on treating conditions that no other hospital in the country can tackle and can conduct outstanding and groundbreaking research into eye disease and therapeutic interventions. It also enhances MEH s ability to meet the needs of a growing patient population and to increase the efficiency and effectiveness of the care that it provides. MEC is particularly successful at what it does and has experienced a significant growth in income in recent years. It is an exciting time to be part of Moorfields as there are ambitious plans by MEH for the development of a new state of the art specialist centre in central London. These are progressing well and MEC will have a key role to play in supporting this over the coming months. MEC is now in a position to appoint its first new post within an independent organisational structure, an experienced and fully qualified Head of Finance, who will be able to lead confidently on all aspects of transactional accounting, operational activities and financial reporting. You will bring knowledge and understanding of the charity or health sectors in particular, demonstrate experience around the implementation of strategic and operational plans, be able to support senior management on a range of financial matters, ensure that effective financial controls are in place and reviewed regularly, show passion for continuous improvement of the finance function and thereby play a significant part in the future growth and development of the charity. A New Organisation Since 2011 the Department of Health has been looking to reduce its involvement in regard to NHS charities to allow them to be regulated solely by the Charity Commission, as is the case with other charities. About Us MEC supports the incredible pioneering work of MEH and its research partner, the UCL Institute of Ophthalmology, making a difference for MEH s patients and for people with sight problems around the world. We raise the money to help MEH to provide the best possible care for its patients, educate the researchers and clinicians of tomorrow and support leading-edge research that aims to develop new treatments for blinding diseases. This would not be achieved without the endless generosity of our supporters and donors who have helped to fund new and exceptional facilities, innovations and research breakthroughs. Realising this was going to happen, the Special Trustees of Moorfields and MEC took the decision to merge from 31st December 2015. The transfer of the Special Trustees to MEC successfully happened at that date and resulted in the creation of a new consolidated Moorfields Eye Charity. Since then a new Trustee Board with an underlying committee structure has been created and the first cycle of meetings were held in the spring. The merger has resulted in this exciting opportunity becoming available at this time and the opportunity for the right person to join MEC and help shape what is in effect a new charity. 3

Moorfields Eye Hospital (MEH) MEH is the leading provider of eye health services in the UK and a world-class centre of excellence for ophthalmic research and education. It has a reputation, developed over two centuries, for providing the highest quality of ophthalmic care. Its 1,800 staff are committed to sustaining and building on its pioneering legacy and ensuring they remain at the cutting edge of developments in ophthalmology. Strategic Ambitions Being a new organisation in its first year of operations MEC is currently developing its own strategy. It intends to do this in conjunction with that of MEH whose own long term strategy is being revisited. For MEC to be effective its strategy has to be in alignment with that of MEH. 2106/17 is seen as a year of transition and this developmental work is currently work in progress. Their main focus remains the treatment and care of NHS patients with a wide range of eye problems, from common complaints to rare conditions that require treatment not available elsewhere in the UK. The volume and variety of conditions treated by their clinicians means that they have a unique range of skills and knowledge. They also now treat people in 21 locations in and around London. This means that they can provide more first-class care and treatment in the community, closer to where people live and work. With its partners at the UCL Institute of Ophthalmology, MEH is a national and international centre for research into eye conditions and treatments, leading one of the strongest and most extensive ophthalmic research programmes in the world. Together, they have one of the highest measures of scientific productivity and impact in the world for eye research activity. They are a major force in teaching the eye specialists of the future. Their experts provide teaching and training for a wide range of eye health professionals, including clinicians from around the world who come to London to learn from MEH. 4

Financial Strength MEC is a highly successful fundraising charity, with a big impact. In 2016/2017 our total incoming resources are budgeted at around 7.8 million. Two thirds of this is raised from a number of different fundraising sources with the remaining third being investment income generated from an investment portfolio of around 47.3m. The Charity is expected to play a more critical role now that at any other time in Moorfields long history. Critical because such support will enable the Hospital: to continue to innovate and be at the forefront of international research; to play a leading role in the training and education of eye clinicians; and to develop a modern integrated specialist centre in central London that will allow Moorfields and its research partner, the UCL Institute of Ophthalmology, to respond to the growing challenge of visual impairment. 2016 and beyond MEC will continue to support MEH, with a particular emphasis on funding research activities, especially those areas where the results will hopefully provide tangible benefits to patients in the foreseeable future. It will support the realisation of a number of the strategic themes outlined in Moorfields 10-year strategy, Our Vision of Excellence. Philanthropy will play a key role in the delivery of a new integrated ophthalmic treatment, research and education centre in central London that will be home to MEH and its research partner, the UCL Institute of Ophthalmology; the expansion and development of research activities across the site; and the support of training and education as the Foundation Trust is a major force in teaching the eye specialists of the future. MEH has identified possible sites and a decision on the preferred location is expected later this year. 5

Responsibilities Strategic Leading on the creation and implementation of financial plans and annual budgets. Supporting the Chief Executive with the development and implementation of new policies and procedures, including enhancements to PS Financials. Preparing budgets and forecasts and ensuring that appropriate financial benchmarks are in place. Preparing financial KPIs that help to inform and support decision making. Ensuring that the Chief Executive and the Board are kept sufficiently informed to ensure that effective financial governance Team Management Supervising the management of the Finance function in particular the line management of the finance staff ensuring an equitable distribution of the workload of the team at all times. Providing and ensuring adequate cover arrangements are in place at all times to deliver the Finance function required by senior management and others. Undertaking regular reviews and annual appraisals of the Finance staff. Providing development opportunities for the Finance staff. Reporting (internal) Designing (including the structure and content), of all internal reports. Working with the Fundraising team and others re the integration of Harlequin CRM and PS Financials systems. Reporting (external) Building an effective on-going relationship with MEC s external auditors through regular liaison with the Audit Partner and the Audit Manager. Supervising the preparation of the audit file. Preparing the annual statutory accounts for audit. Preparing (in liaising with the Chief Executive Officer) the Trustees Report for audit. Implementing responses and action to address issues raised in the auditors annual audit findings letter. 6

Income Managing all income transactions delegated to the finance team Providing advice and guidance to the Fundraising and Grants Managements team on the creation of new Funds, and agreeing how they should be managed. Supervising Moorfields Eye Charity s Gift Aid process, making recommendations for improvement. Expenditure Managing all expenditure transactions delegated to the Finance staff. Banking Accessing and implement banking transactions on-line. Checking the satisfactory completion of bank reconciliations periodically. Approving all payments. Monitor periodically the quality of the service and the customer care provided by MEC s bankers. Transfer funds, when required, from MEC s bankers to its Investment Managers. Investment Liaising with Moorfields Eye Charity Investment Managers. Acting on instructions from the Chief Executive Officer or decisions taken by the Board or its Investments Committee. Governance Preparing papers and information for MEC s Committee especially Audit & Risk Committee and Investment Committee and, supporting the Chairs and trustees. Attending (as an invited member of staff) MEC s Board of Trustees as support to the Chief Executive Officer. Other Tasks This is not an exhaustive list. The Head of Finance will also be expected to perform other duties commensurate with the post allocated by the Chief Executive Officer. 7

Person Specification Applicants should demonstrate how their knowledge, experience, skills, abilities and attitudes matches each of the criteria shown below. Knowledge and experience Senior financial leadership experience in a charitable, not for profit, commercial or public service setting. Knowledge and understanding of the education, health and charity sectors. Passion for the charity/not for profit sector and an appreciation of the regulatory and funding environment in which charities operate. Experience of successfully leading a small team and also working effectively as a member of teams. Knowledge and experience of strategic and operational planning and delivery management. Knowledge and experience of organisational finance and budget planning cycles, development of financial systems and processes and the management of cash flow. Skills and abilities Strategic and operational leadership, planning and decision-making. Ability to analyse the external financial environment and formulate strategies to build on our strengths and any potential areas of development. Highly effective and persuasive communication skills with the ability to influence a wide range of external stakeholders. Attitudes Demonstrable commitment, passion and empathy with the charity.
