2. EECCA : Nexus Opprtunities in the cntext f EUWI NPDs EUWI EECCA cmpnent : launched in 2002; Lead cuntry : Rmania; Implemented with OECD UNECE; Main activity : Plicy dialgues (NPDs) Key issues t be addressed : Cherence between water and water-related plicies, t reach water plicy bjectives while cntributing als t fd and energy security and ther gvernmental pririties Multipurpse water systems call fr multi-stakehlder dialgues; stakehlders express their pririties and reach agreement n the use and management f scarce water resurces Better crdinatin between gvernment institutins, public and private actrs and crdinated planning (ministries f agriculture, water, energy, ecnmy and finance, industrial unins...) Imprved trans-bundary cperatin Hlistic apprach - t be achieved thrugh applicatin f Integrated Water Resurces Management (IWRM) Refrm f water-harmful subsidies
Water infrastructure fr water, fd and energy security in EECCA Lack f infrastructure is a significant bstacle fr develpment including private businesses Need fr develping energy-efficient and climate-resilient water infrastructure (infrastructure ptimizatin, mdernisatin and extensin, green versus cnventinal, centralized versus lcal slutins, lw-cst and innvative slutins, etc.) Strategies fr infrastructure develpment and rehabilitatin t accmmdate multiple water needs in line with cuntry develpment pririties Need fr assessing the actual and ptential benefits and cst f multiple water use systems; mechanisms f sharing csts and benefits between public and private water users and mechanisms f c-financing f O&M and rehabilitatin (very tpical fr Caucasus and Central Asia)
Innvatins in water management: rle f the private sectr in EECCA Prmtin and supprt f technlgical and plicy innvatins fr multiple water use systems Industrial water recycling and re-use e.g. in mining and water intensive prcessing industries (e.g. fd prcessing, tanneries etc). Agriculture: intrductin f effective irrigatin technlgies and develpment f technlgies allwing safe re-use f return waters fr irrigatin (withut the risk f salinizatin); annually Uzbekistan lses 45 thusands hectares f arable land due t salinizatin Sft innvatins: e.g. revisin f irrigatin nrms in Central Asia. Present irrigatin nrms ften result in ver-irrigatin and arable land degradatin (salinizatin)
