The global environmental objective is to strengthen the natural resource base in agricultural lands through doubling the area under sustainable land management as a basis for securing ecosystem services and sustainable agricultural productivity. The project will (i) strengthen institutional capabilities necessary to further develop, and implement, a harmonized and aligned investment framework leading towards a full-fledged SWAp in the agricultural sector; (ii) increase the land, water and nutrient use efficiency of maize based rainfed cropping systems targeted by the Governmentâ s Agricultural Development Programme; and (iii) increase the resilience of the maize supply system to cope with climate induced risks and shocks. ASWAp framework is well developed and functional except for a few Technical Working Groups that are not regulary meeting. Projects and programs under agriculture are being coordinated and harmonised. Under Land Administration, digitisation of land records and idle estates identification up-scaling exercise was at advanced stage. Assessment of the Land Registration System (GTDRS) was conducted and results recommended an overhaul of the system as it is not addressing the needs of the Ministry. Ministry has achieved payment of premium to African Risk Capacity limited, developed Contract Farming Strategy as part of agricultural risk management. Good progress was also made in the improving agribusiness and business environment. Insolvency bill was passed in Parliament. Studies in progress include development of commodity exchange law and relevant regulations, improvement of commercial court system in Lilongwe etc. research on export bans and minimum farm gate price study were completed. There was also good progress on improvement and maintanance of unpaved rural roads. Baseline survey for all roads under phase one was completed. Works are progressing well, despite a few that have delayed. Phase II roads were launched. Task team is continously supporting Ministry of Agriculture to address long outstanding issues such as AF1 and fully moving to Tompro in Financial Management. The Ministryt is also expected to assign assistant Financil Management Specialist to help address financial issues. ASWAp-Sp secretariat and coordination is closely working with Departments to increase their responsiveness and proactivity in implementationof ASWAp-SP activities. Page 2 of 10
