2 Implementation Status and Key Decisions carried out a supervision and support to implementation mission in November 2016, and it identified that the project is suffering for the acute fiscal problems of the State of Rio de Janeiro, which declared fiscal emergency in June As consequence of the measures to comply with the Fiscal Responsibility Law, the World Bank has been prevented from disbursing for any project activity. If this problem will not be solved soon, project implementation will face significant disruption. The next World Bank supervision mission is scheduled for February/March /21/2016 Page 2 of 11
