This shrt reprt includes a brief descriptin f the mst imprtant elements in German regulatins and certificatin/subsidy schemes related t slar thermal prducts. The descriptin is valid fr 09-2010 1. Regulatry Framewrk Building Regulatin (general) There are n special rules/regulatins fr slar thermal systems/cmpnents in the building regulatin. The general regulatins fr buildings and installatins shall f curse be fllwed. Sme examples f these regulatins are listed in the fllwing: Building aspects standardisatin in DIN 1055 series (Einwirkungen auf Tragwerke) Rf tightness (Regeln für Dacheindeckungen des deutschen Dachdeckerhandwerks) Prtectin against lightning regulatins related t drinking water quality (e. g. DVGW- Arbeitsblätter) regulatins related t the prtectin f histrical mnuments Requirements related t the energy demand/use f the building are defined in the energy saving directive (Energieeinsparverrdnung - EnEV). This directive cvers all kinds f energy cnsumed by the building. This directive was revised in 2009 and cntains the fllwing mst imprtant changes: definitin f unifrm calculatin scheme and bundary cnditins fr a reference building new buildings must at least meet the requirements fr energy demand f the reference building f same size and gemetry Since the 1 st January 2009 there is an additinal regulatin fr the heat demand f new buildings: the renewable energy heat statute (Erneuerbare Energien Wärmegesetz EEWärmeG). It dictates that new buildings must cver a given part f the heat demand by using renewable energy technlgies. In huses with ne r tw living units 0.04 m² cllectr area must be installed per m² heated useable area. In huses with mre than tw living units 0.03 m² cllectr area must be installed per m² heated useable area. Nn-residential buildings must cver at least 15% f the verall heat demand by thermal slar energy. Cmbinatins f different renewable energy technlgies are allwed. If a building cvers nly 10% f its heating demand by thermal slar energy (2/3 f the required amunt) it may cver the rest f it fr example by cvering 17% f the required heat demand by wd pellets (1/3 f 50% verall heat demand). Registratin Registratin f a slar thermal system is nt necessary, if the builder is nt interested in any subsidies r similar advantages. In case f using subsidies, smetimes a registratin is required (depending n the subsidy scheme) Safety cntrl General rules related t this kind f prducts such as pressure directive, electrical safety etc. Public Incentives (subsidies, rdinances r ther) Relevant incentives: The German subsidy scheme n natinal level is called Marktanreiz-prgramm (MAP) and is administrated by BAFA. This prgram was shrtened during the year 2010 and prvides nw nly incentives fr slar thermal cmbi systems. The system cnfiguratin must fulfil the fllwing requirements: minimum cllectr area f 9 m² fr flat plate cllectrs (7 m² fr vacuum tube cllectrs) minimum stre vlume f 40 l per m² installed cllectr area fr flat plate cllectrs (50 l per m² fr vacuum tube cllectrs) Prgram cvers nly systems installed in existing buildings (new buildings are frced t use renewable energy anyway (EEWärmeG)) The amunt f mney paid by the prgram depends mainly n the installed cllectr area. Additinal smaller bnus payments fr using efficient technlgy (efficient pumps and bilers, large buffer stre, usage f bi mass r heat pumps, additinal insulatin f the building) Requirements fr supprt schemes: Requirements t cllectrs: Slar Keymark Calculated minimum energy yield f 525 kwh/m² System must be available n the market (n prttypes r self made systems) Testing Five test institutes are accredited t perfrm EN testing (f slar thermal prducts). These institutins are ITW/TZS, ISFH, TÜV Rheinland, FhG-ISE, IZES Certificatin Prduct certificatin: The fllwing certificatin schemes are available: Slar Keymark Blauer Engel (RAL UZ 73) Installer certificatin: Labels frm smaller installer rganisatins (such as SHK/IHK- Zert) T benefit frm incentive prgrams the installatin must be perfrmed by qualified persnal. An installer certificate eases the verificatin prcedure fr being qualified. Insurance In mst cases the slar cllectr is included in the insurance f the huse The mst damages caused by the slar thermal cmpnents (e.g. parts falling dwn frm the rf) are cvered by a liability insurance. Other relevant infrmatin The prgress n energy labelling fr buildings is quite gd fr new buildings and existing buildings which are nt used by their wner. Since the ldger has the right t see the energy label f a living unit befre signing the lease cntract, landlrds are frced t get the label. The energy labelling fr existing buildings used by the wner is nt very cmmn. There is n required labelling fr slar thermal cmpnents Trade Barriers The mst imprtant trade barrier is the calculated energy yield f slar thermal cllectrs. The manufacturer is frced t retain the energy yield calculatin frm a German test lab, even if Slar Keymark testing was perfrmed by a different Eurpean test labratry. Actins needed A unifrm energy yield calculatin fr slar thermal cllectrs must be defined and standardised t enable all test labs t prvide the results n energy yield. This will lwer the main trade barrier t the German market. The renewable energy heat statute frces building wner t cver 15% f the heat demand by slar thermal. Since tday s slar thermal technlgy makes it pssible t cver much mre than this, a discussin abut this value shuld be started and a revisin f this statute is needed.
