Why National Lead for Health and Safety Division / Function : Centre for Autism Reports to : Nominated Individual and Safeguarding lead Job summary: Responsible for providing general and specialist health, safety and environmental advice and information to stakeholders across the NAS To ensure that the NAS is legally compliant with relevant statutory health, safety and environmental provision and where deficiencies are identified, bring them to the attention of the responsible persons for action. To lead on the development, implementation and continual monitoring of the Health, Safety and Environmental management systems

What Principal accountabilities Provide support, advice and information to ensure stakeholders understand legal requirements and the NAS complies and meets all obligations under all relevant Health, Safety and Environmental legislation and best practice Maintain, and where necessary introduce, systems including the Contractors Health and Safety Assessment Scheme (CHAS), Energy Savings Opportunity Scheme (ESOS) and ISO14001. The development and continual review of a quality HSE management system in line with legislation, best practice and audit and assessment requirements Remain up to date with current legislation and changes to NAS policy and procedures and provide clear communications to ensure responsible people are made aware and understand the changes and potential impact of legislation change. Advise managers in the implementation and maintenance of Environmental and Health and Safety systems. Manage the health and safety aspects of the relationship with the insurance company / broker. Investigate complaints relating to Environmental and Health and Safety functions Work with the Property and Estates team to identifying appropriate audits and assessments to assess and test compliance with regulatory and organisational requirements. Produce written reports highlighting strengths and weaknesses identified within HSE management systems and bring to the attention of relevant persons to ensure clear understanding of failings, risks and recommended control measures. Provide further information and guidance as required in support of identified risk controls Advise managers in conducting health, safety and environmental accident/ incident investigations and production of subsequent documentation.provide recommendations to help prevent recurrence Maintaining, develop and ensuring the implementation of the health, safety and environmental management system; Job descriptions only reflect 80% of a role, and are not an exhaustive list of duties.
