1 ESTATES DEPARTMENT Health & Safety Manager Job reference number: Job Description Post Title Health & Safety Manager Grade 7 Responsible to Responsible for Liaises with Head of Estates (RCM) N/A Internal Director of Finance & Estates Head of Estates Deputy Head of Estates Head of Projects Internal Courtyard Project Manager Estates Office Coordinator Maintenance and Facilities Management Team Performance & Programming and Opera & Vocal Staff Administration Manager and the Academic Management Group Caterers, Performance and Research Staff Student Representatives External Estates and FM consultants and contractors including the Courtyard Design Team Estates and FM inspectors (statutory, insurance, environmental and safety) External and internal auditors HEFCE, AUDE and other sector bodies Overall Job Purpose The Health & Safety (H&S) Manager reports to the Head of Estates but will work alongside a dedicated team of maintenance and facilities professionals who are responsible for all aspects of the College s buildings consisting of the Prince Consort Road Campus, Jay Mews and Princes Gate Mews. In 2018/19, the RCM also takes moves into additional accommodation at Markova House, currently home to English National Ballet. The H&S Manager s role is to take full responsibility for the health, safety and environmental side of the business. It is a diverse role and requires well developed skills and knowledge in a number of areas. The H&S Manager will be confident in reviewing strategy and identifying areas for improvement, experienced in working with estates and non-estates professionals providing advice, guidance, training and support and will work closely with maintenance, facilities and construction professionals to ensure all H&S requirements are carried out. 1

2 Main Duties & Responsibilities Duties include advising the estates team on other college departments on the development, implementation and management of H&S strategies, policies and procedure; advising and supporting the Maintenance and Facilities teams with regards to statutory compliance; providing staff training and CPD opportunities for team members; ensuring facilities are operated in a safe and efficient manner by undertaking regular audits and inspections; advising on the H&S aspects of all RCM projects; reviewing and challenging contractor and third party documentation to ensure the safe operation of all works and being the H&S representative for all construction work on the RCM estate. These include: Health & Safety Review all College H&S Policies and Procedures no less than annually and make recommendations for improvement. Ensure all College Risk Assessments are completed, reviewed and updated no less than annually. Ensure all fire precautions are carried out in line with legislation and best practice; update the College s Fire Risk Assessment following all construction work and/or review and update at least annually, ensure evacuation plans, fire drills, and training is carried out regularly, ensure fire audits are undertaken and signage, emergency lighting, firefighting equipment etc. meets requirements. Provide advice and support to the maintenance and facilities teams to ensure all statutory servicing and maintenance within their operations is carried out. Ensure the effective management of all other statutory requirements including the College s asbestos management plan, Legionella Risk Assessments, COSHH records etc. Support College staff in completing Risk Assessments and advise on safe ways of working. Audit College premises on a regular basis with regard to health, safety, environment and security, document findings and ensure work place hazards are corrected and any recommendations undertaken. Investigate all accidents, dangerous occurrences and near miss incidents, produce reports and provide recommendations to prevent recurrence. To undertake Display Screen Equipment (DSE) assessments as appropriate and provide recommendations Liaise with internal stakeholders to engender a spirit of collaboration, co-operation, and support. Compile regular H&S management data and provide reports for review at relevant Committees. Liaise with regulatory authorities with regards to Fire Safety as and when required. Work with the Estates Team to drive and improve H&S standards across the site and within departments Construction To regularly liaise with the Head of Projects, Deputy Head of Estates and Courtyard Project Internal Manager on the H&S requirements of the Courtyard project. To review all relevant Courtyard documentation and report to the Courtyard Project Internal Manager on observations. To support and advise the Head and Deputy Head of Estates on all Safety, Health & Environmental aspects of RCM projects. To have an understanding of CDM Regulations and their application to building and refurbishment projects. To assess contractor safety in conjunction with project staff and provide continual assistance in reviewing contractor safety documentation and overall safety compliance. To ensure risk assessment and method statements (RAMS) are received and reviewed prior to attendance and maintain a register of all RAMS on site. To take an active role in the management of contractors on site via regular audits and inspections. To advise internal college departments on appropriate protocols for contractors working on site and ensure their work is monitored. Support in reviewing H&S documentation in relation to College procurements. To ensure all systems are up to date, accurate and accessible to all team members 2

3 Training Provide Health and Safety advice to all College employees, volunteers, temporary workers and contractors. Provide training for maintenance and facilities staff covering, evacuation, procedures, use of fire extinguishers, use of evacuation chair and manual handling. Liaison with HR for initiating and coordinating training plans and updating information for personnel. Provide H&S induction training to all contractors working on site to include asbestos, site conduct, evacuation procedures etc. as required; Provide training to all external security staff in RCM Procedures Environmental & Quality Management Ensure the College retains all current accreditations; ISO and BREEAM and lead the drive for continual improvement of these standards throughout the College. Work towards the attainment of new accreditation standards such as ISO Review and maintain at least annually all Environmental Policies To attend and be an active member of the Environmental Committee. Advise the College with regards to any changes in current or new H&S legislation Work with colleagues to provide reports on all environmental and quality issues as requested by the Head or Deputy Head of Estates. Nature & Scope of Job We are looking for an experienced and qualified H&S professional to promote a positive H&S culture within the RCM. You will be an advocate of best practice in H&S across all of the RCM s activities, in relation to staff, students, visitors and contractors. You will lead on ISO and BREEAM accreditations and ensure the drive for continued improvement is maintained. Alongside ensuring risk assessments, audits and inspections, investigations and monitoring and of accidents, incidents and near misses are undertaken, you will play a key role in ensuring the RCM s significant forthcoming construction programme. Special Factors You may be required to work the occasional evening and/or weekend and be contactable out of hours. Criteria Description / Desirable How Criteria Are Tested Qualifications Educated to Degree level - preferably in a science based or related subject Desirable Member of a Possession Body such as the Institution of Occupational Health & Safety (IOSH), Member of the International Institute of Risk and Safety Management (MIIRSM), the Chartered Institute of Environmental Health (CIEH), or equivalent NEBOSH General Certificate or NVQ level 5 3

4 Environmental or Quality Management System Qualification Desirable Experience Demonstrable and relevant experience in a similar H&S role, including monitoring, auditing and inspecting health & safety standards Involvement in or a working knowledge of accreditation processes such as ISO 14001, ISO 9001, BREEAM etc Desirable, INT Experience of working within an estates related environment and working on construction and/or maintenance projects. Experience of working in listed buildings and/or visitor cultural attractions Desirable Experience of developing, writing and implementing policies, procedures, guidance notes and committee reports INT Ability to ensure performance standards are monitored, reported and incorporated into service improvements and that robust systems and procedures are in place for monitoring arrangements. Experience of delivering training to staff, colleagues and contractors including the ability to translate H&S legislation into everyday language., INT Experience of managing, motivating, influencing and empowering staff and other team members by effective communication; both verbally and in writing INT Experience of undertaking audits and trend analysis to identify issues of concern and develop relevant action plans to mitigate risks. Knowledge/Skills Detailed working knowledge of current safety, health, environmental and quality good practice & legislation and its application in a similar environment, INT Full working knowledge of Microsoft office suite including day to day experience of excel, excellent report writing skills and document management experience. Ability to think analytically and strategically, with welldeveloped problem solving skills and the ability to influence outcomes. Proven ability to work on own initiative, adopting a proactive,responsive & flexible approach to both colleagues and the management of health & safety, INT 4

5 including the ability to manage emergency situations and challenge behaviour High level communication & interpersonal skills; and confidence in liaising professionally with a diverse staff & student group and external agencies, including enforcement inspectors General and/or basic awareness and understanding of business continuity issues Ability to think analytically and strategically, with welldeveloped problem solving skills and the ability to influence outcomes.
