Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions The Project continues to be on track for achieving its Development Objective (PDO) as evidenced by the following: - The contract for the acquisition of 70 TUEs with the CMC-CNRCRC Consortium is being executed in full compliance with contractual terms and the production of the trains has been accompanied and deemed satisfactory by the Client. As reflected in the current plans of the CMC-CNRCRC Consortium, the evolution of the manufacturing and assembly of trains indicates that they will be delivered four months before the time set in the original contract schedule. - The first train out of the 70-train contract was delivered on May 21, 2014 and by March 2015, 36 trains have been delivered, of which 32 are already operating. -The procurement of 12 additional trains is in its final stages. - The procurement process for the Bicycle-Rail Integration Business Model study was concluded and the study for the Transit Oriented Development (TOD) Pilot Project is undergoing. However, the institutional component has suffered delays: - The State Logistics Plan (PELC) is delayed relative to the original schedule and needs to incorporate additional dimensions of logistics costs to be finalized. The Urban Transport Master Plan (PDTU) has not progressed sufficiently and is expected to be finished only by October of 2015. - The State has not launched the following studies that had been contemplated under the Institutional Strengthening Component: The Intelligent Transportation System (ITS) and the climate change adaptation study. Due to the delays in the implementation of the activities included in the Institutional Strengthening Component (Component 2), the Implementation Progress Rating remains Moderately Satisfactory. 6/15/2015 Page 2 of 14
