1 Grow Asia is a multi-stakeholder partnership platform that enables collaboration and catalyzes action in support of national and regional agriculture development priorities of the Association of South East Asian Nations (ASEAN) comprising Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. Country-led and locally driven, Grow Asia contributes to food security by working across agricultural value chains, from farm to fork. Grow Asia supports scalable, market-based solutions for sustainable, inclusive agriculture development. By 2020 Grow Asia seeks to reach 10 million smallholder farmers to increase farm productivity, profitability, and environmental sustainability by 20%. Grow Asia has been catalyzed by the World Economic Forum in partnership with the ASEAN Secretariat. The partnership draws from the experience of the World Economic Forum s New Vision for Agriculture (NVA) initiative which facilitates multi-stakeholder partnerships across the world to deliver food security, environmental sustainability and economic opportunity through agriculture. The NVA has catalyzed multi-stakeholder partnerships in over 21 countries in Africa, Latin America, and Asia. Together, these partnerships have mobilized over USD 10.5 billion in investment commitments, of which over USD 2.5 billion have been realized, implementing over 90 value-chain initiatives and benefiting over 10.5 million farmers. The Grow Asia Forum is a high-level event bringing together more than 120 senior leaders from ASEAN governments, global and regional private sector, international civil society, farmers' organizations and other key stakeholders to engage in a highly interactive program. Highlights: Identify and understand various Pathways to Scale Explore scenarios for the future of food systems and agriculture in the region Showcase results and lessons from Country Partnerships and value chain initiatives Present Grow Asia s Report on Progress Special Guests include the following: Vongthep Arthakaivalvatee, Deputy Secretary-General, ASEAN (Association of Southeast Asian Nations), Jakarta Veng Sakhon, Minister of Agriculture, Forestry and Fisheries of Cambodia Mat Syukur, Advisor to the Minister on International Trade and Relations, Ministry of Agriculture of Indonesia Phouang Parisak Pravongviengkham, Deputy Minister of Agriculture and Forestry of Lao PDR Than Myint, Minister of Commerce of Myanmar Evelyn G. Laviña, Undersecretary for High Value Crops and Rural Credit, Department of Agriculture of the Philippines Nguyen Xuan Cuong, Minister of Agriculture and Rural Development of Vietnam
2 09:00 10:30 Opening Plenary: Welcome Address and Opening Panel Level 1, Ballroom 2 Leaders will hear key achievements and progress from country partnerships, supported by Grow Asia. The report on progress will be launched, followed by an interactive panel of highlevel leaders to discuss highlights and challenges in building and scaling multi-stakeholder value chain initiatives. The Moderator will review the day s programme which features pathways to scale, and provide a spotlight on how to advance Digital Solutions for smallholder agriculture in ASEAN. Leaders will hear about new programmes such as mfarmer, an open-source integrated mobile platform that will provide farmers with increased access to good agricultural practices information and better services. Welcome Remarks by: Sarita Nayyar, Managing Director, World Economic Forum Veng Sakhon, Minister of Agriculture of Forestry and Fisheries of Cambodia Vongthep Arthakaivalvatee, Deputy Secretary-General, ASEAN (Association of Southeast Asian Nations) Panelists: Veng Sakhon, Minister of Agriculture of Forestry and Fisheries of Cambodia Nguyen Xuan Cuong, Minister of Agriculture and Rural Development of Vietnam Estrella Penunia, Secretary-General, Asian Farmers' Association for Sustainable Rural Development (AFA) Jens Hartmann, Region Head Asia Pacific, Bayer Grahame Dixie, Executive Director, Grow Asia Special Remarks by: Phouang Parisak Pravongviengkham, Deputy Minister of Agriculture and Forestry of Lao PDR Alistair Douglas, Founder and Partner, EcoHub 10:45 12:30 Interactive Sessions in Parallel: Pathways to Scale Grow Asia has identified four pathways towards achieving scale all which may be interconnected as levers for a systemic transformation. Which pathway is appropriate for a specific value chain project can vary and is context-driven; however they can serve as sign posts for leaders to identify scaling strategies. Participants will choose to attend one of the following four sessions to understand how scaling can occur: Level 2, Phokeethra 1 1. Institutionalizing the Multi-stakeholder Approach Institutionalization refers to the identification and decision to systemically integrate an approach or activity that was modelled by a value chain or collaboration initiative. Often, it is the government that is a key stakeholder in this as they have the greatest reach to smallholders and could occur at the national or provincial level. Dilip N. Kulkarni, President, Agri-Food Division, Jain Irrigation Systems Limited
3 Level 2, Phokeethra 3 2. Business Mainstreaming Grow Asia partners are testing inclusive business models through collaborative value chain projects that are co-implemented with stakeholders. Successful projects would demonstrate that embedding smallholders into sustainable value chains can create shared value, and that there is a strong financial and economic justification for mainstreaming the approach. Karim Kurmaly, Vice President for Animal Nutrition, Royal DSM Level 2, Phokeethra 5 3. Project Replication Project replication can be successful when new partners are brought in to expand the implementation of a value chain project. Grow Asia facilitates communication and exchange through pre-competitive and market-led approaches, which can lead to new partners adopting and replicating the successful model. Imran Nasrullah, Chief Executive Officer, PT Louis Dreyfus Company Indonesia Level 2, Phokeethra 2 4. Catalytic Financing Bilateral and multilateral donors and development partners have been investing in agriculture for decades, catalyzing significant agronomy and enabling environment improvements. As national economies and food systems become increasingly global, the importance of engaging with the private sector as strategic partners in achieving sustainable agriculture and secure food systems broadens. As a multi-stakeholder platform, Grow Asia facilitates more opportunities for linkages between donors or development partners with market-led value chain projects implemented by the private sector. Rutger Groot, Chairman, East-West Seed Knowledge Transfer 12:30 13:45 Networking Lunch Level 1, Ballroom 2 Delegates will have an opportunity to participate in an interactive lunch and engage in informal discussion with other participants. The lunch will also feature a presentation on scenarios for the future of food and agriculture in ASEAN. Paul Teng, Senior Fellow, Food Security, S Rajaratnam School of International Studies, Nanyang Technological University 14:00 15:00 Interactive Sessions in Parallel: Scenarios for the Future of Food and Agriculture in ASEAN Food systems are complex and highly uncertain. Key factors shaping food systems include the health of global trade and commodity markets, the impact of civil unrest and migration on agriculture, adoption of disruptive technologies reshaping food production, responses to diminishing water and other natural resources, and changing diets and demographics. A nuanced understanding of these uncertainties is critical for leaders to make informed, strategic and future-focused decisions today. This session will inform insight and provoke action to strengthen food systems in ASEAN. The dialogue will be informed by a scenarios analysis on the future of food systems conducted by the World Economic Forum and its partners. Participants will be assigned to one of the following four scenarios:
4 Level 2, Phokeethra 5 1. Survival of the Richest In a world of resource-intensive consumption and disconnected markets, there is a sluggish global economy and a stark division between the haves and have-nots. Shay Eliaz, Principal, Deloitte Consulting Paul Teng, Senior Fellow, Food Security, S Rajaratnam School of International Studies, Nanyang Technological University Level 2, Phokeethra 2 2. Unchecked Consumption With strong market connectivity and resource-intensive consumption, this is a world of high GDP growth with high environmental cost. Lance Wang, Head, ASEAN, Pakistan and Partnership, Monsanto Company Andrew Roberts, Director, Stewardship, CropLife Asia Level 2, Phokeethra 1 3. Open-source Sustainability A future linking highly-connected markets and resource-efficient consumption has increased international cooperation and innovation, but may leave some behind. Mark Ingram, Chief Executive Officer, Business for Development Siree Chaiseri, Acting Vice President for Research, Kasetsart University Level 2, Phokeethra 3 4. Local Is the New Global In a world of fragmented local markets with resource-efficient consumption, resource-rich countries focus on local foods, whereas import-dependent regions become hunger hotspots. Edgard Rodriguez, Senior Program Specialist, International Development Research Centre Rathana Peou, CCAFS SEA Regional Scenarios Coordinator, CCAFS - Utrecht University 15:00 16:00 Interactive Sessions in Parallel: Country Partnerships With the insights gained from the preceding scenarios discussions, participants explore solutions, decisions, and interventions in the context of Grow Asia s Country Partnerships and other thematic areas to ensure sustainable food security for ASEAN. Participants will choose to attend one of the following five country partnerships sessions taking place in parallel: Level 2, Phokeethra 3 1.
