1 Our research begins at the regional scale in order to understand the life of a single lot within that framework. It examines collaborations among agencies, organizations and communities from local farmers to the federal administrations that can support the life of the lot. The agricultural landscape of the Lower 9 th Ward and developing residential fabric of Plum Orchard are our districts of focus. Each presents a different picture of short and long-term opportunities for land, buildings, economy and neighborhood. 2 This MATRIX visualizes agencies and a current inter-agency collaboration, the Pontilly Stormwater Project with NORA in the lead. The goal is to expand on existing CEAs, MOUs and other instruments and to make collaboration not the EXCEPTION across agencies, but the PONTILLY RULE. The CEA initiatives COLLABORATIVE that follow illustrate ENDEAVOR potential AGREEMENT collaborators in similar bubbles. 2

It matures over fifty years into a place of agriculture, ecological education and recreation, and even ecotourism. It is also a new kind of neighborhood: the LIVE / FARM. 4
