Dear Coeagues, Fifth December was the Word Soi Day Soi, ike air and water, is critica to ife on earth. Ninety-five per cent of food is produced from our soi, so heathy sois are critica for higher crop production and sustainabe rura deveopment. Moreover, soi pays a key roe in the suppy of cean water and resiience to foods and droughts. Sois are incrediby resiient, but they are aso fragie and can easiy be damaged or ost. The deteriorating soi quaity aong with the newy emerging and competing demands for water pose a chaenge to the ICID Vision 2030 for a water secure word free of poverty and hunger. A prudent soi management compements judicious agricuture water management and seeks interdiscipinary approaches to irrigation and drainage management. Let s use the occasion to bring the soi management community into the Nationa Committees (NCs). The Minutes of the 68th Internationa Executive Counci (IEC) meeting hed in Mexico City, Mexico from October 2017 have been finaized and are now avaiabe on the ICID website. The management has started the foow up actions on a number of important decisions taken at the 68th IEC meeting in an effort to move ahead on the Road Map to ICID Vision The Management Board has reconstituted the Sub-Committee on Themes (SC-E-THEMES) to ook into the suggestions made at the Counci for revamping the way we organize our annua meetings, an important strategy to achieve the enshrined vision in the Road Map. The Working Groups wi have to pay a pivota roe in this process. Over the ast five years, they have aready made significant changes in organizing themseves. Perhaps more is expected to meet the future requirement. As I address you for the ast time through this editoria coumn, I woud ike to pace on records my sincere appreciation for the guidance and support that I got from a of my patrons. It was my peasure to serve this unique organization for two terms of 3 year each. I am particuary thankfu to the two distinguished Presidents whose visionary ideas I have attempted to put into practice. The Word Irrigation Forum (WIF), conceived by President Dr. Gao Zhanyi ( ) bringing a the stakehoders of agricuture water management on a common patform, was set in motion in 2013 at Mardin, Turkey. With the aunch of WIF, ICID has instituted the prestigious Word Irrigation and Drainage Prize (WID Prize) in recognizing the meritorious contributions made by the experts in the fied of irrigation and drainage sector. The program for recognition of Heritage Irrigation Structures (HIS), earning essons from the past, once again conceived by President Dr. Gao and impemented in 2014, has been appreciated by a and aso provided an opportunity to the NCs to get in coser interactions with the oca irrigation authorities. Under President Dr. Gao s stewardship, ICID took firm strides in getting the Young Professionas activey invoved in ICID activities. During my second term as SG, President Dr. Saeed Nairizi ( ), in order to aign with the increased expectations of ICID stakehoders, i.e. NCs, guided in the deveopment of an ICID Vision 2030, which was eventuay adopted at the 66th IEC meeting in Montpeier, October 2015, in sync with the United Nation s Sustainabe Deveopment Goas (SDGs). Dr. Nairizi has been a guiding force in rejuvenating the Internationa Research Program on Irrigation and Drainage (IRPID) and encouraged in the setting up of the Technica Support Program (TSP) at ICID Centra Office. His ong association with the financia matters of the Commission, as Chairman of PFC, has provided considerabe guidance in overcoming the financia crisis that has been paguing the network for quite some time. Under President Dr. Nairizi s abe stewardship, the Road Map to ICID Vision 2030 was aunched at the 68 th IEC in Mexico City. I woud aso ike to express my sincere thanks to President Eng. Feix Reinders, PH Dr. Chandra Madramootoo, VPH Dr. Ragab Ragab, VPH Dr. Hüseyin Gűndoğdu, VPH Laurie Toefson, VPH Dr. Ding Kunun, and VPH Bong Hoon Lee, who have served as members in the ICID Management Board and guided me during my term of Office as SG.in executing the decisions of the Counci during the ast six years. I aso express my gratitude to a other Office Bearers and Members for their encouragement in bringing out some of the changes in the functioning of ICID in order to serve its stakehoders in a better and effective manner. With the coective efforts of the staff members at the Centra Office, we have been abe to provide a variety of new services to our patrons such as: the Integrated Library Management System for a joint knowedge patform where a members can share their Season's Greetings and Best Wishes for a Happy New Year 2018 knowedge, Irrigation and Drainage Products and Services Directory, WebEx based virtua meetings patform, ICID Webinar Services etc. just to mention a few. These, and many other dissemination services woud enabe ICID to put its Knowedge Management Strategy in operation. Your faith in my sincere efforts aowed me to expand the horizon of reforms further in order to support the NCs to fufi their nationa mandates. Many other initiatives envisioned by the eadership of ICID, introduced during the period are in the process of impementation, which I am sure, my distinguished successor Er. Ashwin B. Pandya, with the support of sma team of exceent staff presenty empoyed at the Centra Office, woud be abe to carry forward. Working in a professiona and conducive environment, my staff has deveoped a faith in the adage Strive hard, sky is the imit. Yes, sky is the imit for ICID to be abe to support the cause of a water secure word free of poverty and hunger through prudent agricuture water management, and I am satisfied that I am eaving my position as Secretary Genera of ICID in a good shape. 2 News Update December 2017 VP Bondarik represents ICID at ICWC Conference The Centra Asian Internationa Scientific and Practica Conference on "25 Years of Water Cooperation of the Centra Asian Countries: Past Experience and Future Chaenges" was hed on November 2017 in Tashkent, Uzbekistan. The conference was dedicated to the 25th anniversary of the Interstate Coordination Water Commission (ICWC) of Centra Asia, which was estabished with the initiative of the heads of the water management agencies and the support of the heads of the state of the region- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Vice President Dr. Irene Bondarik (Russia) represented ICID with her opening remarks and ICID's contribution in Ara Sea Basin Deveopment. She gave a presentation on Deveopment of and recamation in the word: Deveopment, internationa cooperation, investment poicy, government support. About 250 representatives of various nationa, regiona and internationa organizations, from more than 15 countries, incuding embassy representatives attended the conference. During the penary sessions, reports by the heads of ICWC executive bodies, honorary members and veterans, representatives of the dipomatic corps and internationa organizations discussed the roe of ICWC as a regiona institution for interstate cooperation on water issues in Centra Asia. The two-day conference gave the participants an opportunity to observe the outcomes of the Centra Asian countries' activities in the fied of water cooperation and to outine the miestones for further strengthening and deveoping the cose cooperation between the countries of Centra Asia-Asian region. Within the framework of the conference, the 72nd ICWC meeting aso took pace. Important topica issues were discussed incuding impementation of integrated water resources management as an instrument of "green" growth and adaptation to cimate change, improvement of the ega basis for water cooperation, deveopment of water dipomacy for strengthening good-neighboury reations among the states of Centra Asia, as we as rationa use of water resources. A specia session was dedicated to the young professionas from water sector on techniques for water management. RUCID, IRNCID Sign Joint Technica Research Coaboration The Secretariat of Internationa Research Program for Irrigation and Drainage - IRAN Regiona Node, (IRPID-RN-I) recenty announced a joint research coaboration between Iran and Russia on Water and Agricuture. After severa technica meetings among the various experts from water and agricuture industry, an action pan (Protoco I) was signed between the NCs of Iran (IRNCID) and Russia (RUCID) on 1 November 2017 in Ahvaz, Iran. The areas for mutua research coaboration within the ambit of IRPID program are as under: (I) Agricutura Sustainabe Deveopment under Saine Environment (II) Drainage Water Treatment and Reuse (III) Rea-time Operation of Muti-purpose Reservoir with References to Agricutura Demand: Case Study of Great Karun River Basin The protoco for Iran-Russia cooperation was represented by Vice President Dr. Irene Bondarik, from Russia and Dr. Narges Zohrabi, Executive Secretary of IRPID-RAN RN from Iran. Dr. Marco Arcieri, Secretary Genera (ITAL-ICID) and Dr. Sahdev Singh, Director Knowedge Management, ICID participated in the 4th WASAG Interim Steering Committee (ISC) meeting hed on 24 November The meeting discussed the prospective roe of ICID as a co-ead in a new WASAG Working Group (WG) Transitions to Sustainabe Agricuture Water Use ed by Internationa Food Poicy Research Institute (IFPRI). It was proposed to create a new WG to deveop a communication strategy for WASAG to work in coaboration with the WASAG Support Team. It was suggested that ICID take a ead on this WG as it is currenty working on knowedge management and communication strategy for the network. Dy. Director Dr. Ocay Unver, FAO briefed about the crucia roe of WASAG, particuary in the High-Leve Advisory Group (HLAG) 4th WASAG ISC Meeting during the 23rd ICID Congress (8-14 Oct 2017) hed in Mexico and for the upcoming 69th IEC Meeting in Canada. The ISC chair/ members expressed their appreciation for a we-organized ICID Congress in Mexico. 3 December 2017 News Update River Basin: Management, Panning and Governance The Vivekananda Internationa Foundation (VIF) in coaboration with the Internationa Commission on Irrigation and Drainage (ICID) organized a two-day concave on River Basin Management for sustainabe and economica use of water on November 2017 in New Dehi. Honourabe Chief Minister of Uttarakhand state Mr. Trivendra Singh Rawat as the Chief Guest inaugurated the concave. More than 50 experts from various sectors attended the event incuding representatives from Ministry of Agricuture, Water and Power, and a number of experts incuding former Secretaries of MoWR, former Chairman of Centra Water Commission (CWC), former Chairman Brahmaputra Board, Chairman of Krishna River Management Board, representatives of ADB, Government of Uttarakhand, Maharashtra and Teangana, IARI, ICRISAT, TERI, CEEW, CBIP and ICID, among others. Uttarakhand CM Mr. Rawat in his inaugura speech emphasized the need for taking strong actions to conserve each drop of water in view of diminishing per capita water avaiabiity, burgeoning popuation and urbanization. In order to meet the chaenge, there is an urgent need for creation of storage projects, recyce and reuse of wastewater, recharge of groundwater, rejuvenation of rivers and making water conservation a mass movement. In the context of effective River Basin Management as one of the key imperatives before the nation, various dignitaries shared their views and experiences primariy focusing on five broad themes: (i) River Basin Management (ii) Lega framework (iii) Hydropower deveopment (iv) Food security; and (v) Wastewater Management. Mr. Cive Lye (Austraia), Chief Technica Adviser, AC-IWRM, Karnataka shared a presentation on Murray-Daring Basin as a mode for best practices in management of river basins. An integrated mode has been adopted in Austraia which aims to improve water security for a Basin users. It is incusive of water quaity, environment, invovement of state and communities, independent monitoring and review to achieve a baance between environmenta, economic and socia considerations. To deiberate further on the topic, pane discussions were hed wherein the importance of buiding a reform momentum through visionary basin panning was emphasized. Er. A.B Pandya, Ex-Chairman, CWC moderated a discussion on River Basin Management: A too to enhance socia and economic parity among stakehoders. It highighted that water resources deveopment in the country needs to be guided by a ong-term vision of future deveopment scenarios and emerging technoogies. Whie the basic framework of constitution for water management exists, the necessary ega instruments needed to put them in operation are ess than adequate. During the second session, Secretary Genera Avinash C. Tyagi moderated a discussion on Cimate Smart Agricuture for sustainabe river basin management. It highighted that India does not ack innovative technoogies for smart water use in agricuture. Drip and sprinker irrigation have arge potentia in terms of using water more efficienty whie creating cimate benefits. But this needs to be expanded on a arge scae. Simiary, there is a need for greater farm eve interventions for improving surface irrigation efficiency through ess energy consuming interventions based on simpe technoogies. The concave concuded with the presentation of recommendations and way forward wherein a the participants exchanged their views, ideas and approaches to jointy seek for commonaities and innovative soutions for an incusive and sustainabe river basin management with effective water governance and participatory management. Internationa Decade for Action Water for Sustainabe Deveopment The United Nations Genera Assemby has procaimed the decade as the Internationa Decade for Action Water for Sustainabe Deveopment which wi begin on Word Water Day 22 March The objectives of the Decade 1 is to end greater focus on the sustainabe deveopment and integrated management of water resources for the achievement of socia, economic and environmenta objectives and on the impementation and promotion of reated programmes and projects, as we as on the furtherance of cooperation and partnership at a eves in order to hep achieve internationay agreed water-reated goas and targets, incuding those contained in the 2030 Agenda for Sustainabe Deveopment. The decade wi highight the importance of promoting efficient water usage at a eves, taking into account the water, food, energy, environment nexus, incuding in the impementation of nationa deveopment programmes. The objectives of the Decade are expected to be pursued, by improving knowedge generation and dissemination, faciitating access to knowedge and exchange of good practices, generating new information reevant to the water-reated Sustainabe Deveopment Goas, pursuing advocacy, networking and promoting partnership and action by different actors to impement the water-reated Goas. UN encourages Member States, reevant United Nations bodies, the speciaized agencies, and other organizations of the United Nations system, as we as other reevant partners, incuding the private sector, to contribute to the Internationa Decade for Action, Water for Sustainabe Deveopment, , in order to support the impementation of the 2030 Agenda for Sustainabe Deveopment

4 News Update December 2017 Virtua Meetings 6th Management Board Meeting The Sixth Virtua Meeting (6/2017) of the Management Board was hed on 22 November President Er. Feix B. Reinders chaired the meeting which was attended by members- Dr. Saeed Nairizi, President Hon., ICID; VPH Laurie Toefson, Chair, PFC; VPH Dr. Ding Kunun, Chair, PCTA; VPH Bong Hoon Lee, Chair, PCSO and Secretary Genera Avinash C. Tyagi as Member Secretary. Vice Presidents Dr. K.Reddy, Mr. Ian Makin and Dr. Brian Wahin aso participated as invitees. President Reinders wecomed the participants and appreciated their vauabe inputs and guidance on matters pertaining to ICID Vision 2030; HLAG; Financia matters; Awards and; Workshops/seminars proposed by ICID Workbodies during the 69th IEC Meeting in Canada. 2nd IYPeF Meeting The 2nd Young Professiona s e-forum (IYPeF) Virtua Meeting was hed on 30 November Ms. Katheen Heuve, IYPeF Coordinator steered the meeting which was attended by Ms. Eman Ragab, Mr. Rafat Nae, Mr. Mika Turunen, Ms. Adey Mersha and Mr. Shoaib Saboory as joint coordinators. The meeting aimed to discuss and finaize the ist of e-discussion and webinar topics for 2018 with specific focus on the theme Innovative and Sustainabe Agri-water Management: Adapting to a Variabe and Changing Cimate for the upcoming 69th IEC Meeting in Canada. The meeting concuded with the YPs pitching their ideas to further strengthen their presence on the socia media patform and eevate the profie of ICID IYPeF network. Water Security and Governance in India The Internationa Commission on Irrigation and Drainage (ICID) participated in the Hanns-Seide-Stiftung (HSS) India conference on Water Security and Governance in India hed on 23 November, 2017 in New Dehi. The conference gave a succinct account of the present water scenario in India and the future it hods for its peope at both nationa and internationa eves. Eminent schoars, eading water experts, researchers and government officias from India and Germany shared their views on India s current stance on water management with specific focus on - (i) Water, India and its neighbourhood; (ii) Water Resources in India: An overview (iii) Water secure India: Vision, Poicies, Institutions and Initiatives (iv) Sectora anaysis of water use in India: Domestic, agricutura, industria and energy production; and (v) Experiences from Germany on water management and water security. Mr. U.P Singh, Director Genera, Nationa Mission for Cean Ganga, Ministry of Water Resources in his keynote speech emphasized that the concept of water efficiency exists, but imprecise statistics are making India a water stressed nation.' The idea is not to reduce the area under irrigation but to increase water efficiency using drip and micro irrigation, as everywhere there is a possibiity. Er. A.B Pandya, Ex-Chairman, CWC gave a presentation on Water Secure India that was in tandem with ICID s mandate and activities reated to agricutura water management (AWM). Er. Pandya advocated that there exists a scant amount of water to manage and therefore economic sense needs to be ingrained to utiize water economicay. He projected the water requirement in various sectors with an urgent need to formuate better water poicies through revamped governance to envision a sefreiant water future. The need of the hour is to increase irrigation potentia in India through engagement of irrigation systems via muti-pronged approach by finding new resources and depoying them on the ground. Thus, the roe of effective irrigation management for equitabe use of river basin water at both micro and macro eve is crucia. Prof. Martin Grambow, Director Genera, Water and Soi, Bavarian Ministry of Environment & Consumer Protection shared his experiences on water sector in Bavaria wherein the finite depeting resource is seen as an investment. The way forward is to overhau the water sector by investing in a comprehensive water infrastructure eading to job creation and business opportunities. Reducing the water footprint incrementay in various sectors woud ead India towards a water secure future. ICID to jointy organize session on Water for Food Security The 2nd Meeting of the Task Force to guide ICID inputs to 8th Word Water Forum (TF-WWF8) hed on 12 October 2017 discussed the potentia roe of ICID to jointy organize a session with FAO and IWMI on the topic Water for Food Security under the theme 'Deveopment Water for Sustainabe Deveopment'. The meeting chaired by PH Dr. Chandra Madramootoo (Canada) and attended by VP Dr. Ding Kunun (China); Mr. Ai Reza Saamat (Iran); VPH Shinsuke Ota (Japan); Gustavo Hinjosa MXCID representative (Mexico) and; PH Dr. Bart Schutz (The Netherands) proposed to organize a threehour session on the above topic during WWF8 to be hed in March 2018 in Brazi in the foowing three areas: (a) Soi and water conservation practices in watersheds for food production; (b) Buiding resiience in agricutura system to cope with cimate extremes (food and drought); and (c) Water productivity and water saving technoogies. It aso discussed that ICID may invite potentia speakers on each of the above three topics and suggested for a pane type discussion as this woud ead to an interactive exchange of ideas within the pane members. 4

The three-day event wi focus on the main theme Micro Irrigation in Modern Agricuture covering wide range of topics under four sub-themes, namey (i) Micro Irrigation for Smahoder Farmers; (ii) Micro Irrigation and Micro Finance for Farmers; (iii) Micro Irrigation Design, Innovations and New Techniques; and (iv) O&M Services and Capacity Deveopment for the Micro Irrigation Systems. Key focus areas of the 9th IMIC are: To share experiences in the use of new technoogies and best management practices in drip, micro-sprinker, and other ocaized irrigation systems. To review the status of use of micro irrigation for smahoders. To understand socio-economic and technoogica factors impeding expansion of drip and micro-sprinker irrigation area. Sated for January 2019, the conference wi aim to discuss and deiberate strategies with eminent stakehoders through seminars, December 2017 News Update 9 th Internationa Micro Irrigation Conference 2019, Aurangabad, Maharashtra, India exhibitions and sessions on the atest deveopment in micro irrigation technoogies to increase crop production. The Goba Soi Partnership (GSP) is dedicating Word Soi Day 2017 to the theme "Caring for the Panet starts from the Ground". GSP was estabished in December 2012 as a mechanism to deveop a strong interactive partnership and enhanced coaboration between a stakehoders in the fight for heathy sois. It aims to communicate messages on the importance of soi quaity for food security, heathy ecosystems and human we-being. Since its creation, GSP has become an important partnership where goba soi issues are discussed and addressed by mutipe stakehoders. One of the key objectives of the GSP is to improve the governance and promote sustainabe management of sois. Approximatey 33% of our goba sois are degraded and poicy makers around the word are exporing opportunities to fi the existing gap for the promotion of sustainabe soi management. Mr. Lee as a ong-term expert wi coordinate and execute capacity deveopment programs of ICID under the overa guidance of WG-CDTE and administrative directions of the Core Group. During the 68th IEC meeting in Mexico City, the Nationa Committees expressed the need for professiona guidance and support from ICID in initiating certain studies and activities. As a part of the impementation mechanism, a Core Group headed by the President, ICID and Chair PCTA, PCSO, AFRWG, ASRWG, WG-CDTE as Members and Secretary Genera, ICID as Convener was set up to guide activities under Technica Support Program. In this respect, ICID CO deveoped and shared nomination forms for ong-term experts/ professiona with the NCs.
