3 Scope of the IRPP BREF The BREF concerns the activities specified in point 6.6 of Annex I to Directive 2010/75/EU, namely: 6.6. Intensive rearing of poultry or pigs: (a) with more than places for poultry; (b) with more than places for production of pigs (over 30 kg), or (c) with more than 750 places for sows. 3

9 Key features of the BAT conclusions (1/2) 34 BAT conclusions in total, covering the following environmental issues from on-farm processes and activities: ammonia emissions to air from animal housing (including new 7 BAT-AELs for 6 animal categories of pigs or poultry) nutritional management (including new 13 BAT-AEPLs for N and P excreted for different animal categories of pigs or poultry) monitoring (N/P excretion, ammonia, dust, odour and process parameters) manure landspreading (including 1 BAT-AEPL for time delay between manure landspreading and incorporation) 9

12 Alternative wording of BAT conclusions 30 to 34 Aim: to improve the clarity and consistency of the description of some techniques and to express more clearly that the focus is on the techniques aimed at reducing NH 3 emissions from animal housing, while indicating the type of housing system(s) for which they are applicable Applicability restrictions related to animal welfare legislation are no longer necessary (e.g. for pigs, laying hens, ducks) because BAT conclusions apply without prejudice to other relevant legislation, e.g. on animal welfare The alternative wording proposed seems to be broadly supported by the IED Article 13 forum. 12
13 Important remarks on the review process (1/2) The reference system (baseline used to calculate NH 3 reduction efficiency of techniques) is not reported in BAT conclusions, but is addressed in the IRPP BREF The IRPP BREF review process and the BAT conclusions have been derived following the BREF Guidance BAT conclusions contain long lists of techniques showing the variability of intensive rearing of poultry or pigs in the EU-28. The list of techniques is neither prescriptive nor exhaustive 13
14 Important remarks on the review process (2/2) Valuable inputs from TWG subgroup activities undertaken by TWG members have been taken into account: Contributions from meetings in Paris (November 2013) and Madrid (January 2014) by some Member States TWG members (BE, ES, FR, NL, UK) Assessment of techniques from experts coordinated by Denmark and the Netherlands (July 2014) 14
15 Clarification on BAT 31.b0 (comment 39 (IT#1)) Table 5.5: BAT-AELs for ammonia emissions to air from an animal house for laying hens Parameter Ammonia expressed as NH 3 Item for clarification Type of housing BAT-AEL (kg NH 3 /animal place/year) Cage system Non-cage system ( 1 ) ( 1 ) For existing plants using forced ventilation system and an infrequent manure removal (in case of deep litter with a manure pit) in combination with a measure achieving a high dry matter content of the manure nutritional management techniques, the upper end of the BAT-AEL is 0.25 kg NH 3 /animal place/year. The upper end of 0.25 corresponds with reported emission data from a deep litter system combined with high dry matter content. 15
16 Key points proposed for discussion (1/3) Current formulation of BAT 3.a: Reduce the crude protein content by using a balanced diet based on net energy for pigs (or metabolisable energy for poultry) and digestible amino acids Generally applicable. Forum comment 6 (DE#2): BAT 3.a should read: "Reduce the crude protein content by using a N-balanced diet" Proposed amendment of BAT 3.a for discussion: Reduce the crude protein content by using a N-balanced diet based on the energy needs net energy for pigs (or metabolisable energy for poultry) and digestible amino acids Generally applicable. 16
17 Key points proposed for discussion (2/3) Current formulation of BAT 31.a (alternative wording): In case of cage systems (enriched or unenriched): Generally Manure removal by belts with at least: applicable. - one removal per week with air drying; or - two removals per week without air drying.
