4 ORGANIZATIONAL INFORMATION Outline of the organizational duties in the safety management system of agricultural products 1. Preparation of policy formulation in the scope of standardization, implementation and monitoring of quality and food safety assurance, accreditation and institutional, as well as cooperation and harmonization of standards 2. Implementing the policy in the scope of standardization, implementation and monitoring of quality assurance, accreditation and institutional, as well as cooperation and harmonization of standards 3. Providing technical guidance and assistance in the scope of standardization, implementation and monitoring of quality assurance, accreditation and institutional as well as, cooperation and harmonization of standards
5 4. Limitations access for farmers/manufacturers to get information of standar and regulation related to food safety SWOT ANALYSIS 1. The existence of regulation of Minister of Agriculture on hazardous substances in agriculture products Strengths 2. Good collaboration and coordination among Directorate Generals who has responsibility for food safety in Ministry of Agriculture 3. Establishment of National Competent Authority of Food Safety (CAFS) and Provincial Competent Authority of Food Safety (PCAFS) 4. Strengthen comptencies of Laboratories and its personnel 1. Lack of competency of human resources, especially for Quality Officers (Inspectors and Auditors) Weaknesses 2. Low awareness of farmers/manufacturers on the importance of safe, high quality and healthy agricultural produces 3. Lack of knowledge of farmers/manufacturers on fulfilling of food quality and safety requirements,
6 SWOT ANALYSIS 1. Good cooperation and collaboration between Ministry of Agriculture and relevant ministries and agencies in controlling hazardous substances 2. The presence of international support for capacity building/technical assistance Opportunities Threats 3. The demand of safety and quality fresh agriculture products is become main priority in agricultural trade. 4. Positive effects of globalization : The establishment of economic cooperation commitment in regional level (e.g.european Economy Community and ASEAN Economy Community) The rejection of agricultural products by importer countries
7 Problems / Constraints 1. Low of awareness and knowledge from operators/farmer to produce a safe agricultural product. Right now, the demands of consumers are increasing not only for quality food, but also safety and healthy food. In Indonesia, some farmers still not applied the good agricultural practices to produce safe agricultural product for consumption. 2. Lack of human resources (quality officers) to implement the controlling function 3. The rejection of some agriculture products by importer countries
8 Countermeasures The operator/farmers should implement the GAP more effective. Therefore, it is necessary to facilitate farmers trough socialization on how to produce products that are safe for consumption by referring to Good Agriculture Practices (GAP). By the end of 2016, there is farmers/operators implement GAP efectivally. The need for socialization or training/capacity building for new officers starting on February To prevent / reduce the occurrence of rejection of agricultural products in export destination countries, the effective implementation of GAP at farm level are needed. To improve the quality of product, an effective implementation of traceability system is also required. Along 2016 there is no rejection of agriculture products in importer countries.
9 Expectations and Future Plans transfer knowledge to the people and technical officers especially who work in agriculture field help farmers and agrifood business operators on how to improve their safety and quality of products. This technical assistance may be conducted in various ways such as workshop, socialization, training, internship and discussion give more contribution for improving our organization, especially for the development of national standard and food safety system
