Have a very sound record of successful planning and implementing a number of multidisciplinary research projects during professional career. Presently, hold the position of Joint Director (BPS-21) at the Pakistan Institute of Development Economics (PIDE), Islamabad a premier research and teaching public sector organization. Had served PIDE for three years as Dean, Faculty of Development Studies. Served Pakistan Agricultural Research Council (PARC) for three years as Member/Head, Social Sciences PARC is an apex body for agricultural research in Pakistan. As a member of Executive Committee, the principal administrative body of the Council, performed statutory functions of a whole time Member/leader of Social Sciences Division and also lead multidisciplinary research teams in planning and implementation in the priority areas. Had also managed general administrative affairs of the PARC system as an additional responsibility while exercising full powers of Member Administration for about one and half years. About 30 years of experience in teaching, research and management positions have enabled me to develop a high level of skills in the following areas that are the most relevant to the position of a Vice Chancellor of a university: Have diverse background of teaching, research, management and leading multi-disciplinary teams in the area of priority setting and strategic planning; Have extensive experience in project budgeting, financial monitoring, and in generating research funds; Have visualized new and innovative research projects/programs/courses, extending from inception of an idea through preparing, presenting and

Research Expertise include agricultural policy analysis; impact of institutional credit on agriculture; food security and poverty analysis; fiscal implications of wheat procurement policies; impact assessments; technology adoption studies; productivity analysis crops and livestock; econometric analysis; factors of cotton leaf curl virus; economics of soil conservation; microfinance efficiency; rapid rural appraisal; analysis of water and environmental sanitation; agricultural marketing; and climate change & environment. The quality and applicability of research work can be appraised by its appearance in journals of international repute, but also by tracking the citations in scholarly work at the international level. As Director Food Security Centre build up multi-professional team from different institutions, worked on food security issues written on the issue and made presentations on various forums. Organized two big forums on decentralization of agriculture and price policies involving relevant stakeholders. Won a project on Impact of Climate Change on Agriculture and Food Security amounting 5,00,000 CA$ supported by IDRC Canada. Oct Oct. 2009: Member, Social Sciences (SS), Pakistan Agricultural Research Council (BPS-21) (PARC), Islamabad; held the portfolio of General Administration of the PARC system for about one and half year. Responsibilities: Lead multidisciplinary research planning/implementation in priority areas; Performed statuary functions as Member SSD while representing in Executive Committee and BoG of PARC. Managed General Administration Affairs of PARC as additional responsibility while exercising full powers of Member Administration. Deliberated on research prioritization and policy options for developing consensus and communicating to agriculture and other relevant ministries. Reoriented institutional structure of SSD while developing capacities of social scientists in the fields of production economics, international trade, econometrics etc. Answered questions raised at Senate and National Assembly forums on burning issues relevant to food production and performance evaluation of research system outcomes. Contributed in strengthening international linkages by providing feedback on new projects and developing bilateral MOUs considering national issues and priorities. Steered research planning and implementation of six satellite institutes working under the SSD in all provinces including AJK. Handled timely disbursement and judicious use of budgetary resources allocated from donors and PSDP funded projects, competitive grants and routine non-development operational resources. Contributed in planning and implementation of PARC mega research for development projects of worth 4 billion rupees. Developed food security programs for SAARC and worked as member of the National Task Force on Food Security that worked under the leadership of Mr. Sartaj Aziz. Forwarded policy briefs on various issues including food security, food inflation, droughts effects, production projections, markets malfunctioning, corporate culture etc.

4 Implemented strategic plan prepared to build socio-economic research capabilities of the provincial research systems of Pakistan. Worked on several research review and prioritization committees. Started Applied Economics Department in newly established National University of Agricultural Sciences at NARC. Also taught course. July 2003 Oct. 2006: Chief of Research and Head of Agri. and Rural Development Division; (BPS-20) Also held portfolio of Chief of Training and Project Evaluation Division (TPED) PIDE for 2 years, and portfolio of Graduate Student Advisor. Responsibilities: Supervised a team of agricultural economists, worked on various issues relating to agriculture, food security and poverty. Won and completed following projects: - Impact Evaluation of Special Programme for Food Security in Pakistan (Sponsored by FAO - US$50,000); - Training on Computable General Equilibrium (CGE) Modeling in Pakistan (Sponsored by IFPRI-US$15,000); - Impact of Domestic Policies towards Agricultural Trade Liberalization and Market Reform on Food Security in Pakistan (Sponsored by IFPRI- US$20,000); - Microfinancing in South Asia: Supply Side Dynamics.
