2 IWMI maintains a regularly updated database of contracts, agreements and MOUs with separate columns indicating exact title, the parties, duration, specific legal and/or IP related terms deserving specific attention and follow-up. This database is shared with the relevant staff internally and is available on SharePoint. IWMI has a separate sheet in the agreement database to record any Restricted Use Agreements and Limited exclusivity Agreements. IWMI has developed a form in 2014 to disclose and capture the IA development of the research projects it undertakes. The form is attached as an annex for reference. In compliance with CGIAR Principles on the Management of Intellectual Assets, IWMI ensures that the ownership of IP generating from its research projects are vested with IWMI by incorporating appropriate provisions in personnel policy manuals and agreements with consultants and interns/students. IWMI developed precise communication material in power point format to inform the research staff on CGIAR Principles on the Management of Intellectual Assets and related compliance requirements, which is available on IWMI s intranet. This communication material is specifically used in IWMI s induction program to raise awareness about, and introduce the CGIAR IA Principles to newly recruited staff. IWMI IP Policy is publicly available on internet IWMI grants non-exclusive license to use its copy right materials for non-commercial purposes and the permission request form is available for downloading IWMI has a publication strategy since IWMI s Information and Knowledge Department is in charge of implementing this policy. IWMI maintains a regularly updated database of its publications (available at to share the knowledge that is generated by its research projects. In 2014 IWMI released a total of 295 publications, which includes 138 publications with Open Access. In addition to the corporate website, IWMI takes all reasonable steps to make its publications available online through strategic targeting of online databases such as CGSPACE, Google books, Google scholar, RePEC, AgEcon and harvesters. 2

3 In compliance with CGIAR Open Access Policy, IWMI has taken steps to make freely available published material that is the copyright of third parties (peer reviewed journals, books published by major publishers etc.) through paid and free Open Access models in consultation with the publishers. They include: - IWMI has implemented procedures to make journal articles by IWMI authors freely available in the form of Paid Open Access and post and pre-prints (free). - While we are evaluating the possibility to purchase Open Access to published articles, the library is now collecting pre-prints of the articles for immediate Open Access publishing via IWMI staff profile pages. - Post prints will be available as Open Access after the designated embargo period. Starting January 2015, IWMI scientists are expected to arrange for either paid or free (Pre/post print) Open access of their articles. IWMI endeavours to get written permission from its publishers authorizing IWMI authors to self-archive post print/preprint articles. - IWMI uses a variety of media to distribute published material to audiences who may not have online access or have low bandwidth connections. This includes searchable DVDs of all publications and paper documents. Other than formal communication materials, IWMI uses Infographics, posters, USB drives for knowledge sharing with a broad range of stakeholders. IWMI is also increasing its investment in translation to improve access to non-english speakers IWMI shares the Data it produces with the public using platforms such as Water Data Portal (WDP) Water Information System for Sri Lanka (WISSL) IWMI has developed several web mapping applications that are available at the Water Data Portal. Examples include : (i) Irrigated Area Mapping Asia ( (ii) An online data portal was developed for the project "Turning tragedy into opportunity: Water management solutions for flood-recession and dry-season agriculture in Nigeria". (iii) An online web mapping application was developed for the project "Assessment of Water Resources and Demand for Irrigation in Ten Districts within the Eastern Gangetic Plains". (iv) An online application highlighting the urban sprawl and changes over past two decades for 6 cities of 3 countries under the project "Risks and Responses to Urban Futures: Integrating peri- 3

4 urban/urban synergies into urban development planning for enhanced ecosystem service benefits". (v) The same application serves a source of spatial data for Myanmar: 5. IP Management in CRP Water Land and Ecosystem (WLE) WLE follows all policies and procedures of IWMI with regard to its IP management. WLE Partner Agreements contain clauses on IP that are in compliance with the CGIAR Principles on the Management of Intellectual Assets. WLE has its own publication policy which promotes open access, which is available to the public content/uploads/2013/03/publications-policy- WLE_May20131.pdf. WLE research outcomes are shared through WLE blog and social networking sites such as Facebook and twitter. WLE has its own branding guidelines with instruction on WLE partner attributions including listing of authors and their affiliation organizations. 2. Water Information System for Sri Lanka website In January 2014, IWMI launched the Water Information System for Sri Lanka (WISSL), which is freely accessible online at It is designed to help water sector stakeholders to access and share water resources related information of the country. It provides, data, maps, documents and tools for the users with regard to climate change, hydrology, groundwater, agriculture, water quality, etc. It is expected that improved sharing of data and information will do away with compartmentalized data collection and duplication, thereby enabling better water management in the island. It also provides a secure platform with four levels of security for sharing and cooperation among water management stakeholders, without impinging on their own rights and restrictions. The cooperating agencies and other stakeholders can upload their verified data by themselves and have some controls on validity and release. In addition, a knowledge hub has been incorporated into this platform giving access to more than 700 articles, research papers and reports on water related issues. 3. Automated canal flow monitoring system for farmers IWMI in partnership with the Mahaweli Authority of Sri Lanka (the Government authority that manages the water resource of the longest river in Sri Lanka) and in collaboration with Dialog Axiata (telecom company supported data acquisition and 4

5 channelling to the website free of charge), LeeCom( local company manufacturing automatic flow gaging systems), Commercial Credit (finance Company supporting local farmers for agro wells construction, sprinkler systems and solar pump investments) initiated a project in the North Central Province of Sri Lanka to install automated canal flow monitoring systems to benefit farmers. The project selected the Right Bank (RB) canal of Mahaweli River for pilot-testing, which is 34 km long with two trans-basin diversions with several lateral inflows into the canal. Five automatic water level monitors were designed, manufactured locally and installed in the best possible locations along the canal. Canal water levels are now available at for continuous monitoring. This automated system will replace the current practice of canal flow data collection using phone calls and manual entering into computers. The computer generated SMS will notify the farmers about the canal flow through mobile phone systems. Timely knowledge about water availability in the main canal will help farmers to plan better, make use of the available water, reduce drainage (wastage), and save water for other users. This has a direct impact on approximately 24,000 farmer families who live within the irrigation system area. The system contributes to (i) rapid information access for farmers (ii) conjunctive use of ground & surface water and (iii) improving farmers income. It is planned to establish a similar system for ground water level monitoring and reporting later in Water security achieved through this system will (i) prevent adverse impact of over application of water on this man-made ecosystem, (ii) enhance ecosystem services for food security and (iii) improve economic prosperity of farmers under major irrigation schemes.
