3 1 Introduction This document sets out the inspection programme of DG Health and Consumer Protection for the second half of It updates the outline presented in the initial annual programme and introduces a detailed inspection programme for July to December. There is always a degree of uncertainty in any SANCO inspection plan. Of necessity, it must remain flexible to enable it to respond to emergencies and unforeseen circumstances (e.g. suspected irregularities, infringement procedures). As in previous years, adjustments to the plan will be required as the year progresses. Inspections in response to emergencies can only be made by cancelling or postponing planned missions. 2 Balance of inspections 2.1 Balance of inspections on food safety, animal health, animal welfare and plant health A total of 121 inspections are planned for the second half of Inspections in the food safety area make up the majority of the programme. Following the farm to fork approach outlined in the White Paper on Food Safety, a large number of food safety inspections also cover animal health and welfare elements. 4 2.2 Geographical balance Around half of the inspections will take place in the European Union and EFTA (51 %). 15 % of inspections are planned in the acceding and candidate countries, while 34 % of inspections will be in third countries. The FVO will also join one mission by the EFTA surveillance agency to Norway. An overview of these inspections categorised by product/sector is given in Table 3 below. A full list of inspections categorised by country and subject, is shown in Annex I. 6 4 Inspections in acceding and candidate countries In anticipation of further accession to the EU in 2007 and beyond, the FVO works steadily to contribute to the readiness of acceding and candidate countries. Inspections will take place in particular in the two acceding countries Bulgaria and Romania but also in the candidates Croatia and Turkey. 7 5 Inspections in third countries Table 5 below gives an overview of the inspections in third countries. The majority of audits and inspections will focus on the assessment of eligibility/approvals for export. While the main part of these inspections is targeted at a review of existing approvals of major trade partners and follow-up to previous missions, there are also a number of new requests for approval which will need to be evaluated. The readiness of application files (such as, for example, timely replies by competent authorities to pre-mission questionnaires), but also certain specific regional circumstances (e.g. security considerations), are major factors for the completion of the inspection programme. Therefore, a number of third country inspections can only be programmed provisionally at this stage.
