1 PROPOSAL FOR SCALING UP OF MANAVITTANA KENDRALU మన వ త తన క ద ర ల Community Managed Seed System (CMSS) Anantapuramu, AP A pilot initiative named Community Managed Seed Systems is implemented in Anantapuramu district since Rabi, 2011 by the Department of Agriculture in partnership with the NGOs and farmers groups. The program envisages to decentralise production and distribution of groundnut seed production within a cluster of villages integrating Seed Village Program and seed subsidies. It is intended to achieve local self-sufficiency in seeds. The pilot program so far has been successful in supplying locally produced quality seeds in time to 18,000 farmers in the year the entire operations Savings to the Government in CMSS program in managed by CBOs with kharif, 2014 facilitation support from NGOs. Details Through Through There are substantial costsavings to the Department of Distribution CMSS Govt. Seed Agriculture and the subsidy system distribution is hassel-free for its Seed Cost (Rs/Cost) staff. The Proposal: This proposal is for institutionalising the process of seed production and distribution within farmers organisations established for the purpose. 2 Anantapuramu District.The Department of Agriculture dovetails the support/ subsidies under Seed Village Program and regular seed subsidy into the CMSS program. ManaVitthana Kendralu will cater to the seed-needs of farmers within a cluster of GPs. ManaVitthana kedndralu will be managed by the farmers organisations and work closely with the Department of Agriculture and ANGRAU. Pilot location: Anantapuramuamu District Scale: 30 Madals Duration: 3 years Purpose of ManaVitthana Kendralu: The objective is to achieve o Mandal level self-sufficiency in seeds distributed by the Department of Agriculture and farmer saved seeds o Support diversification of crop systems o Popularising varieties o Diversification of the seed sources so that the seed market is competitive o To establish a relevant and robust seed system with management control in the hands of farmers. మ డలవ త తనవ యవ స థ(Institutional System) 1. Each Mandal is divided into Clusters of Gram Panchayats (say 4 clusters in each Mandal) one of the Clusters will be the anchor for the Mandala Vittana Kendram (మ డలవ త తనక ద ). 2. Seed production and distribution is taken up within the cluster for all the crops* relevant to the local area. 3. Seed Production Farmers (మనవ త తనర త ల ) will be encouraged to get registered at mandal level in course of time; this registered legal entity which takes the responsibility of the entire system 4. One AEO will be designated as the Member-Convener for the Cluster Seed Institution and AO will be the member-convener for the Mandala Seed Institution. 5. Initially an NGO or CBO may be identified as facilitating organisation for the systems to be established. 6. Seed farmers will pay their share capital into the Mandal VittanaKendralu these will be eventually registered as Seed- FPOs. 7. 3 మ డలవ త తనరణ ళ క (Annual Mandal Seed Plan) 1. Crop, variety and quantity of seeds to be produced within the Cluster will be decided at the Cluster level and an annual agreement will be made with the seed farmers (in an annual meeting in the presence of AO and ADA, MPP and Agrl University). This leads to an annual work plan. 2. Agriculture Department will place the Annual Seed Indent i.e. seed that it requires for subsidy distribution with the VittanaKendram. 3. Seed-Farmer wise targets will be fixed and the Plan for distribution of Foundation Seed/ Stage 1 or Stage 2 seed will be decided. 4. Seed farmers deposit their share of the costs for purchase of foundation seed. 5. Training plan for the seed farmers will also be worked out with dates and resource persons. మ డలవ త తనధ వ కరణ(Seed Certification): 1. The Seed Certifying Agency will do certification and takes the responsibility of doing it timely 2. A mobile-app will be developed; the para-certified will take photograph of the field with the farmer, log GPS coordinates with time-stamp and upload it to the server. The seed-certification agency, agriculture department, mandala vittanakendralu etc., can have access to the website where the fields are visible on a google earth map with photographs. 3. The certified seed will be bagged and stamped / tagged. మ డలవ త తనక ద ర ల వ త తనవ ద ద దవ యవ స థ(Seed Processing): 1. All the nodal VittanaKendram in the Mandal will have mobile seed cleaning/ processing units maintained by them. The cluster kendralu will take them on hire basis when needed. 2. 4 వ త తనవ త రణవ యవ స థ(Seed Distribution System): 1. Subsidy Seed Distribution: a. Seed distribution will happen at the Cluster VittanaKendralu and managed by the farmers groups with AEO/ AO. b. The names of eligible farmers will be maintained in the e-database along with copies of their passbooks. c. Farmers eligible for seed subsidy will pay their share to the Cluster VittanaKendram or directly to the seed farmer. d. Certified seed will be distributed at the Cluster VittanaKendralu after processing and required documentation will be done. e. Subsidy will be released to the bank account of the farmer after sowing the crop. 2. Direct Seed Sales: a. The Mandala Vittana Kendra will also have a counter for sale of seed produced by its seed-farmers. b. Certified seed produced locally will be sold through the counter. ఏవ త తన ల?(Which Crops/ Seeds?) 1. The system in the 1 st phase can deal with a. Self-pollinated crops b. Often cross pollinated crops. 2. In the 2 nd phase with experience (after 2 years) the system can even produce seeds of cross-pollinated crops and hybrids. ఉయ గ (Benefits of shifting to the new system) 1. Decentralising and democratising the subsidy seed distribution system. a. Costs will be low, can make seed available right in time with less hassles. b. Entire operation of the system and its documentation can be automated with mobile-web based software application. c. Leaves much time for the Agriculture Department for technical extension support rather than subsidy administration. d. The system will create stakes for farmers and takes it away from bureaucracy with transparent mechanisms. 2. Aids in diversification of crops with quality seeds available locally 3. Will be a competitor for the private sector helps in keeping the prices in check. 4. 5 5. Retain the seed-business and related incomes within the farming community locally. 6. Can avoid spurious seeds and help in productivity increase. Main Partners in the Pilot Program 1. Farmers as members of farmers organisations and individuals. This involves both seed producing and seed consuming farmers. 2. Facilitating Organisations :Organisations with capacity to organise farmers, capacitate them to establish and manage their seed systems and provide linkages with Department of Agriculture, Agriculture Research and other institutions. 3. WASSAN:To conceptualize and facilitate the collaboration, capacity building, monitoring and documentation support and policy development. 4. Department of Agriculture: providing financial, material and technical support, monitoring and evaluation. 5. ANGR Agriculture University through the RARS, Kadiri and other institutions in Anantapur. Supporting Partners: APSSCA (AP Seed Certifying Agency), APSSDC, Marketing Department 1. Selection Criteria for Facilitating Organisation 1. Must be a registered organisation 2. It must be working with farmers / community based organisations 3. Focus on agriculture 4. Three years of annual audited financial statements 2. Criteria for the farmers organisations The CBOs/ farmers organisations must have autonomous function in terms of a. Operating their own accounts b. 6 Roles of different stakeholders Department of Agriculture: 1. Organises the meetings with facilitating organisation and LTA based needs 2. Supplies subsidised quality foundation seeds to identified farmers through CBOs 3. Provides trainings to staff of NGOs and seed producing farmers. 4. Monitors and be responsible for the certification process including liaison with the seed certification agency. 5. Placing the indent to ANGRAU / APSSDC etc 6. Linking and coordinating with APSSCA and take cares that certification process should be completed for entire seed production area timely 7. Visits to farmers fields intermittently 8. Authorises the CBO to distribute subsidised seed to an agree list of farmers and provide the seed 9. Authenticating the list of the farmers willing to take seed on subsidy in kharif, which is prepared by CBO 10. Transferring the subsidies to the farmers bank accounts on agreed time 11. Timely release of budgets to facilitating organsations and LTA as per the agreed milestones 12. Linking with APSSCA ANGR Agriculture University through the RARS, Kadiri and other institutions in Anantapur. 1. Supplying the breeder seed 2. Imparts the technical training CBO (Community Based Organisation) 1. Helps identification of the seed producing farmers 2. Organises training with help from the NGO and ensures the participation 3. Liaises with the seed certification agency through the Agriculture department and ensures certification. 4. Ensuring the use of mobile processing unit to clean the seeds by the seed producers. 5. 7 6. Prepares the list of farmers to receive subsidised certified seed as per the norms of the Agriculture Department for Kharif and Rabi seasons every year. That can be used in maintaining the data base 7. Receives advice from the Department of Agriculture to supply subsidised seed and distributes the seed accordingly. 8. Maintains all the necessary records, data and books of accounts with the help of NGOs 9. Works very closely with NGOs and Department of Agriculture, ARS, Kadiri and DATTC NGO: 1. Organises the CBO, motivate and capacitate them for the entire program in all the processes related to seed production, certification, procurement and distribution. 2. Organises the trainings and meetings 3. Help to set up records and books of accounts with the CBO 4. Collect the data bases and liaise with WASSAN for the compilation of total program databases and for documentation. WASSAN 1. Bring various partners together and support with necessary documentation and conceptual development of CMSS. 2. Liaison with Department of Agriculture and APSSDC at the state level and with JD Agriculture and NGOs at the field level. 3. Documentation and analysis of the experience 4. Identify capacity building requirements, monitoring of the program and identification of gaps and facilitating appropriate ameliorative measures. 5. Support NGOs in their work and in building their capacities. 6. Central compilation of databases 7. Prepares the capacity building plan Components of the Program: The program consists of the following activities: 1. Identifying and getting farmers agree to CMSS with farmers withbore-wells for seed production in Rabi. NGO and CBO will facilitate it in the field. This requires mapping of borewells and rainfed areas in the selected villages, identifying farmers and series of interactions with farmers on the concept and benefits. Effort is also required for farmers to agree to specific cost sharing and selling the seed to seed consumers on agreed norms. 7 Proposal on ManaVitthana Kendralu by WASSAN & consortium of NGOs
8 2. Organising and capacitating farmers institutions for CMSS norms, maintenance of systems and establishing enforcement mechanisms. Intensive institution building efforts are needed. This requires good institutional capacities in technical aspects in seed production and post harvest, linkages with relevant agencies/corporation/departments. Conflict resolution, seed supply and seed procurement. 3. Planning and implementation of CMSS with seed Consumers and seed producers. NGOs will facilitate the CBO to draw a plan for production and aggregation and marketing. It includes, taking the indent form the seed consumers and placing the request to DoA to get foundation seed. Based on the indent seed production will be taken up with identified seed producers 4. Drawing the Capacity Building Plan of ManaVitthana Kednralu. Calendar of training programs and exposure visits will be prepared to seed producers, consumers and CBOs 5. Inputs required for seed production. Seed production requires intensive management i.e timely application of fertilizers, Gypsum, micro nutrients and pest management to get good quality seed.need to place indent to Dept of Agriculture to get access to subsidies available to groundnut farmers by CBOs 6. Infrastructure CBOs need to have drying and storage facilities. Processing machines like ground nut mobile processing units and storage bins are required, these can be accessed from DoA on subsidy 7. Promoting appropriate crop-systems and diversification in identified clusters. Appropriate crop systems balancing the water / moisture availability need to be promoted. Diversification of farming system is an important element of risk management. The activities in this regard include suitable and farmers chosen crops and varieties seed production can be taken up and planting material through ManaVitthana Kendralu 8. 9 It also has risks like other businesses, its important to mobilize the resource to have Risk Fund. These are the potential risks i.e. ground water becoming scarce no adequate acreage under seed production, failure of seed production and failure of monsoon in the subsequent season no or uptake of seed from seed consumers 9 Proposal on ManaVitthana Kendralu by WASSAN & consortium of NGOs
10 BUDGET REQUIREMENT: 1. Sensitization programs / orientation programs on quality seed: Orientation programs will be organised in villages under each cluster on importance of quality seed, how can we get quality seed within the villages 2. Integrating other crops and varieties seeds into CMSS though ManaVitthana Kendralu farmers chosen crops & varieties and highly self pollinated crops. This will be a tool of crop diversification 3. Trainings to seed producers on seed production techniques and organising ToTs to NGOs staff 4. Facilitation support at Cluster level ManaVithana Kednralu: Seed producers and consumers will be organized into a collective it can be an SHG or a cooperative depending on the size of the block and number of farmers. Each ManaVitthan kendram will have a Manager / group of resource persons providing services against the payment based on tasks. 5. Facilitation support at Field level NGO: The program will be facilitated by an organization having substantial skills in farmers organization. Success of the program lies in the capacities of these facilitating organizations. Some support towards to NGOs facilitation costs will lead to place adequate human resource is required 6. Documentation and backstopping services: WASSAN will provide the necessary backstopping to the field facilitating agencies on institutional and technical aspects of the program. It also provides liaison with Commissioner of Agriculture, ANGRAU, Managing Director, APSSDC and officials of APSSCA at state level. It takes responsibility for conceptualization (and periodical revisiting of the concepts with experience) documentation, and analysis of the experience. 11 7. Infrastructure Support: The CMSS needs some seed processing equipment/ machines and storage infrastructure. These need to be supported on grant basis. 8. Organising FPOs and Capacity building: At the end of third year, FPOs of seed producers will implement along with Dept of Agriculture. For this Dept of Agri will link NGOs to SFAC to promote FPOs of seed producers Project period: The total project period is 3 years. (April 2015 to April 2018). It is envisaged that within this period the Manavittana Kendralu and the FPOs related to it will mobilise enough business to meet their own operational costs. In the proposed Mandals near seed self-sufficiency will be achieved in groundnut for all the area resulting into higher seed replacement ratio.
