1 LESSONS LEARNT -EL ÑINO FLOODS INTERVENTIONS KENYA RED CROSS SOCIETY
2 Introduction Kenya Red Cross was enacted by an Act of Parliament CAP 256 of National Red Cross Society for Kenya within the Global Red Cross Red Crescent Movement. The Largest National Humanitarian Organization in Kenya, largest in terms of coverage and human resources with 8 regional hubs, 62 branches and 70,000 volunteers countrywide. Independent in terms of operations and decision making but auxiliary to the government in times of disasters or war. National Society co-chairs sudden on-set disaster committee with the Office of the president and has prepositioned stand by capacity to serve 30,000 people affected by disasters at any time without external support.
3 Background Previous approach to disaster risk management was ad hoc and reactive in nature and involved little or no previous planning and linkage with science. Following the Hyogo Framework for disaster risk reduction in 2005 the need for reducing disaster risks was emphasized globally. For every 1 dollar invested in risk reduction, you save 5 dollars in terms of response to disasters. Kenya Red Cross society has responded over the years to many droughts and floods and learnt many lessons. Key among those lessons are the need for linkages with scientific institutions and early warning systems. The concept of Early Warning, Early Action is currently being adopted by Kenya Red Cross
4 Partnerships with IGAD and ICPAC Developed partnership with IGAD Climate Prediction and Application Centre (ICPAC) by signing MOU with a view to establishing collaborative linkages with scientific institutions for using scientific information for field application in Climate risk reduction. The Kenya Red Cross has partnered with the Red Cross Red Crescent Climate Centre in the Hague to build capacity of KRCS staff in climate programming and risk management. 8 KRCS Contingency Planning Kenya Red Cross led the National Contingency Planning process by inviting all stakeholders (GOK, UN Agencies and NGO s) top a contingency planning workshop and developed contingency plan for floods. Pre-positioned relief stocks, food, Non Food Items and water and sanitation equipment across the country in readiness for the El Nino Floods.
9 Floods Onset The 2009 floods commenced against a backdrop of several factors that made the communities more vulnerable; 10 million people were estimated to be affected by drought There was active cholera in Turkana North, Turkana South, Kitui North, Laisamis, Mutomo and Nairobi East The livelihoods of100,000 IDPs were yet to recover There were national examinations: KCSE & KCPE due in November. H1N1 influenza was active in several parts of the country
10 Early Warning Info Emergency Operations Centre received alerts and weather advisories from the Kenya Meteorological Department and also monitoring flood development through the Kamburu, Turkwel and Sondu controls of the Kengen Hydro Electric Dams.
11 Effective Response Response based on contingency plan. KRCS was able to deliver the right resources, to the right place, at the right time, to do the right thing, during the floods operation 4000 NFI kits pre-positioned in Coast, Western and North Eastern Provinces 1 boat deployed at Kanagoni, and 3 boats deployed in Tana Delta 8 KRCS vehicles served at the Kanagoni, and 2 drivers deployed in Tana delta under PRRO 10 Wiik Halls installed with 5600MT of food from WFP and KRCS in Kwale, Tana River, Tana delta, Ijara and Garissa 4 camps managed in Malindi and 1 in Elwak NFIs distributed to 202 HH Malindi and 200 in Murang a 22,400 aqua tabs distributed in Elwak and 14,000 others handed over to DPHO Drugs handed over to MoH 5000-HH targeted by KRCS DREF appeal

14 Reaping dividends Harvest of those seeds today valued at 2.5 billion and a bumper harvest in Ukambani. Achieving food security contributes to disaster risk reduction and strengthens community resilience to disasters
15 Building on gains achieved. Food Security Distribution of seeds to 100,000 households in Turkana, West and East Pokot. Drought recovery project in Tana River District supporting approx 70,000 drought affected agropastoralists with funding from Gov. of Japan. Support to communities in Elwak, Faza, and schools in Garissa, Wajir, Ukambani with 53 Amiran Farmers Greenhouse kit for guaranteed harvest of high value crops and income.
