2 2 THE 2014 SHORT-RAINS PLANNER THE SHORT RAINS Many socio-economic activities in Kenya are weather and climate dependent. At times extremes of weather or climate do occur such that there is either too much rainfall resulting in destructive and deadly floods or too little rainfall leading to prolonged droughts with attendant s of hunger, water shortages and other related s such as conflicts over scarce resources. It is on the basis of all these that the Kenya Meteorological Service (KMS) is charged with the responsibility of providing seasonal weather outlooks to assist in advance planning and preparedness. Contents of these seasonal weather outlooks include: Time of onset of rains, Time of cessation of the rains Geographical coverage Other normative analyses including the likely rainfall distribution within the season Region Lake Basin and in Highlands West of the Rift Valley Short-Rains Total Average (mm) Average Temperature ( 0 C) Rift Valley North and South Central Highlands including Nairobi South-Eastern, North and Northwestern Counties Less than 350 >32 Coastal Strip >30 The information is useful for example in agriculture and food security with regard to planning for the season (e.g. types of crops to plant, cultivation practices to be employed and planting time among others). Food security user groups as well as Hydropower generation and water resources managers on the other hand can use the information to plan, advice and prepare for interventions and mitigation measures both at national and international levels. THE 2014 SHORT RAINS RAINFALL OUTLOOK Normal performance of rainfall is expected over counties in western Kenya, north-eastern, the coast and central parts of the country. Rains over north-western, Central Rift Valley and Northern Kenya (Marsabit County) are however expected to be performing poorly. We currently anticipate that the peak or rather the heaviest period of the short rains will be in November. The rains are expected to start by the first week of October in most parts of western Kenya. The rainfall onset over the Central highlands and the coastal areas is expected during the first to second week and spread to the rest of the country by the end of October The Seasonal Planning Network is chaired by Kenya Meteorological Department and the Ministry of Agriculture, Livestock & Fisheries. 4 4 THE COMPARISON YEAR: SHORT RAINS 2006 Based on the current information available to the Kenya Meteorological Department, the performance of the 2014 short rains may be similar to the short rains of 2006 or 1968 and to a less extent The rainfall was enhanced across the country during 1968 and 2006, while it was depressed over the north-eastern counties, north-western and south Rift Valley (Narok). A good single candidate for an analogue year (comparison year) for the short rains of 2014 would be The 2006 Short Rains performance is shown in Figure SHORT RAINS AGRICULTURAL PERFORMANCE Taken from the summary of the KFSSG: Kenya Short Rains Assessment Report, 5 April 2007 The performance of the October to December 2006 (short rains) season was exceptionally good, with above rainfall in most parts of the country. Areas dependant on the short rains and most pastoral areas received good rainfall... Flooding in the eastern part of the country and in the Lake region resulted in an outbreak of Rift Valley Fever (RVF) and poor crop production respectively. National production is predicted to be 15% higher than the long term average, with over 3 million bags expected to be harvested during the previous long rains and current short rains seasons. This is predicted to amount to a surplus of over 300,000 MT nationally. Figure 4: Year 2006 Short Rains performance In the eastern pastoral and agro-pastoral zones (Garissa, Tana River, Ijara and parts of Isiolo and Wajir) the mixed farming and agro-pastoral livelihood zones experienced extensive crop damage during the floods. Late season planting was done in some areas with mixed and unpredictable. The remainder of the northern pastoralist zone (Turkana, Marsabit, Samburu, Moyale, and Mandera), with good rainfall, regenerated range and good body condition of livestock that survived the drought The Lake basin experienced severe flooding, particularly in low-lying parts of Busia, Kisumu, Migori, Nyando, Rachuonyo, Siaya and Suba Districts The Pastoralist and Agro-pastoralist zones of West Pokot, Baringo, Laikipia, Isiolo, Narok and Kajiado is generally better than in the northern pastoral areas. The agro-pastoral areas expect to above crops, while water logging in some areas of Narok district delayed planting. After a period of drought, the benefits of the generally good short rains season improved food security conditions nationally (Annex 2) AGRICULTURAL CONSIDERATIONS BASED ON THE EXPERIENCE OF 2006 Lake Basin and in Highlands West of the Rift Valley Normal high varieties for most crops may do well, but considerations must be given to potential of increased disease, pests and weeds as a result of increased moisture. As always timely application of fertilizers and weeding will be important. Planting in low-lying or marshy fields should be avoided; as should fields exposed to flash flooding. With the expected heavier than rainfall, improved soil strategies will be required to minimise erosion & leaching and water logging of crops. 5 Consideration should also be given for a potentially wet harvesting period to avoid post-harvest losses and development of aflatoxin Marketing of crops may be atic where roads are impassable due to heavier than rains. Consideration for fodder/leguminous forages establishment for livestock should be put into consideration With high rainfall, more milk production is expected, hence milk marketing strategies should be enhanced coupled with value addition for longer shelve life and better income Rift Valley North and South Reduced amount and variable distribution of rainfall may lead to a poor performance of grain crops. Horticulture, tubers and irrigated crops should be less affected but early maturing, drought tolerant varieties for all crops are worth considering. Planting in low-lying or marshy fields should be avoided; as should fields exposed to flash flooding. With the expected to below rainfall, improved soil strategies will be required to conserve moisture Significant post-harvest issues are not anticipated Lower yields may lead to higher local prices With reduced rainfall, limited livestock feed resources likely to occur resulting to poor livestock body condition leading to low productivity and low prices Poor terms of trade for livestock keepers Poor rains likely lead to limited regeneration of pastures and inadequate water recharge Central Highlands including Nairobi Normal high yielding hybrid varieties of grain crops may do well. Enhanced rains may lead to a poor performance of legume crops due to disease and rotting of the crop in the field (consider climbing beans rather than beans). Water harvesting to harness the water and reduce soil erosion should be considered. Use organic manure and proper and timely application of fertilizers will be necessary to improve the soil structure and replace leached nutrients Pesticides will be necessary to reduce crops loss due and pests and diseases damage Harvesting and post post-harvest to avoid crop losses and development of aflatoxin Planting in low-lying or marshy fields should be avoided; as should fields exposed to flash flooding. 6 Farmers in irrigation schemes should plan for a drier season and higher than demands for water In the south eastern marginal areas in 2006, small-farmers rain fed planting sorghum, sweet potatoes, Irish potatoes, millet and green grams did well. Improved soil and water practices were also valued. Purchase maize seed from a recognised seller or consider planting different crops. Rotation of crops is encouraged to avoid disease build-up that from repeated maize planting.
