Supporting SSC for development and transfer of Agriculture and Water technologies Thematic dialogue on enablers and barriers to South-South cooperation on technologies for adaptation Bonn, Germany 6 April 2016 Jason Spensley Climate Technology Manager CTCN ctcn@unep.org
Brief description of the CTCN Operative arm of the UNFCCC Technology Mechanism 134 CTCN National Designated Entities 3 core services and 14 sectors Hosted by UNEP, with support of UNIDO and 12 independent organisations in diversity of sectors and regions 125+ Network members from private, academic, NGO sectors in diversity of regions
Service 1: Brokering Technical Assistance Current total 99 Requests recieved from 56 countries Upon request of NDEs and in country applicants State of the art and contextual expertise Assistance brokered from CTCN partners in diversity of regions Requests and Responses in Agriculture and Water Sectors Country Sector Title Guinea Agriculture Amélioration de la résilience des communautés au changement climatique par la promotion de la Gestion de l Irrigation à Petite Echelle (GIPE) en Haute Guinée Guinea-Bissau, Mali, Niger Agriculture Capacity Building in Ecosystem-based Methods and Green Infrastructure for Sustainable Agriculture Intensification and DRR Peru Agriculture Development of framework for ecosystem-based adaptation in planning and management of protected areas in Peru Costa Rica Agriculture Knowledge Management System in Tropical Forest Management and Ecosystem Services as a valuable tool for Adaptation. Thailand Agriculture Capacity Building on Technology Development for Efficient Use of Resources in Agriculture Sector Zimbabwe Agriculture Developing a Climate-Smart Agriculture Manual for Agriculture Education in Zimbabwe Benin Agriculture Establishment of a sustainable system for the collection and dissemination of agro-meteorological information for producers to adapt to the adverse effects of climate change Ecuador Agriculture Design and scale-up of climate resilient waste management and energy capture technologies in small and medium livestock Syria Agriculture Determination of Technological Needs to Face Obstacles of Wheat Growing Related to Climate Change in Syria Mali Agriculture Study of technical and economic feasibility to remove barriers to the implementation of drying and storage technologies for okra, mango and potatoes to support food security Mali Agriculture Strengthening of implementation of climate change adaptation and clean development actions by rural communities in Mali Chile Agriculture Design of Biodiversity Monitoring Network in the context of Climate Change Peru Water Water planting and harvesting as alternative technology for capturing and storing water in high mountain areas in Puno region Guinea Water Technical and financial assistance to the preparation of Guinea s National Water Policy document Kenya Water Research on low cost green technologies for sustainable water service delivery Ecuador Water Water desalination solar technologies for supplying drinking water in dry zones of Ecuador
Question: Successful factors for South-South Cooperation and Triangular Cooperation? Success Factors being learnt at CTCN 1. Definition of specific challenge to be addressed 2. Political and technical ownership 3. Available relevant expertise 4. Enabling financing (both to support SSC and scale up use of technologies) What we are learning works Request and Response Planning used to articulate: (i) General priority to be addressed (ii) Specific barrier/challenge to overcome (iii) Specific 1-4 SSC activities to be supported NDE political championship Applicant technical substance and grounding Diversity of Consortium and network partners for across sectors and regions Cover cost of SSC (travel, communications) When needed, pay specialist time Facilitate financing for deployment and scale-up
Technical Assistance Example of Namibia Implementation Partners: NDE and Applicant: Department of Environmental Affairs National stakeholders: 25+ Namibian national and sub-national institutions and 80+ practitioners TA providers: CSIR of South Africa; Carbon Trust; UNEP-DTU Partnership
Question: What could be a helpline in initiating and conducting the process? Principles being learnt at CTCN: It requires a breadth of sectoral and regional expertise, which is not each to build and manage. Quick and accessible are crucial. Virtual help desk support works best when complimented with face-to-face activities.
Question: How to effectively monitor and evaluate the implementation of the SSC/TrC? M&E lessons being learnt at the CTCN: Close coordination and evaluation with national counterpart (NDEs, Applicants) Design M&E together with national counterparts (co-responsibility) Evaluation made by third party implementer selected by both CTCN and national counterpart
Question: How to sustainably upscale SSC for the development and transfer of Adaptation technologies? Crucial ingredients being learnt at CTCN: 1. Adequate, predicable and non-tied funding 2. Technology neutrality 3. Diversity of available sectoral and regional expertise 4. Policies and procedures to ensure beneficiary ownership 5. Linkages with financing opportunities for deployment and scale-up of adaptation technology solutions 6.
Thank you
Examples of CTCN requests in adaptation Mali: Climate-Resilient Agriculture Challenge/Request: Climate variability reducing viability of key crops Distribution and drying technologies can strengthen productive viability But investment is required to pilot and scale up these technologies. CTCN Response: 1. Strengthen business plan and financial case 2. Identify and introduce local producers to private investors 3. Train local producers for sales pitch to private investors Result: Help to catalyse private sector financing for adaptation
Examples of CTCN requests in adaptation Namibia: Technologies to address water scarcity Challenge/Request: Water scarce country hampering water security and development Government willing to develop a framework towards sustainable water management Uncertainties on what the best and most relevant technologies would be CTCN Response: Review current efforts and best practices Identify most appropriate technologies Help to identify funding and convince investors of the value of the highest rankest ranked technology solutions Result: Use and deploy the most appropriate technologies to increase resilience to water scarcity in the country
