I am very excited to be welcoming Steven Sandison to talk to our members. A first-generation Orkney beef farmer who has grown his herd of 100 Simmental and Salers cross cattle from scratch. Steven classes benchmarking as his hobby and when he was chosen as a focus farm and told that his figures could be improved he was driven to investigate the feasibility and achievability of suckler herd targets, and if profit before subsidies was possible. Speaking on his work Steven says What is a realistic number of calves to wean from 100 cows exposed to the Bull in 9 weeks?. Farmers are told they need to achieve 92%. We are offered services, information, machinery, gadgets, feeds, minerals, vaccines, etc. to make us more efficient. Although we have access to all this, only 82% of cows are actually weaning a calf. So, is 92% realistic and what do the best farmers have in common? These were the two main questions which I set out to answer through my Nuffield Scholarship. A fascinating and relevant topic, with the uncertainty around CAP payments post Brexit emphasising the need for profitability before subsidies. 3 Blueprints for spring born dairy calf-to-beef systems A very good article on Blueprints for spring born dairy calf-to-beef systems by Prendiville & Peppard was presented at an open day at the Grange Beef Research Centre in Ireland in 2016 and is available on the NBA website (go to Resources >Technical Information > Beef Systems) and has been summarised by Simon Marsh, Beef Cattle Specialist at Harper Adams University Introduction Recent growth in the Irish national dairy cow population will result in a proportional increased in the number of dairy calves available for beef production. Currently 57% of calves born are bred from dairy breed sires (Holstein-Friesian), 18% from Angus, 12% from Hereford and the remainder (13%) from continental breed sires and other breeds. The profile of calves born to dairy breed sires has increased in recent years due to dairy herd expansion. However, as dairy cow numbers begin to plateau in Ireland together with improvements in dairy cow reproductive efficiency, an increase in the proportion of dairy calves born from beef breeds is expected. The report outlines various production systems which has relevance to the UK. The systems that are available have significant implications on investment, stocking rate, housing facilities, labour, concentrate input, grass and silage requirements and, most importantly, profitability. The blueprints and profitability of these systems are presented in the paper by Prendiville. Summary Systems for Early Maturing heifers finishing at 19 months off grass at 230kg carcass weights, Early Maturing steers finishing at 21 months old off grass at 280kg carcass weight, or 23 months old following an 80 day indoor finishing period at 300kg carcass weight, or turned out after a second winter and sold at 26 months off grass in June at 320kg carcass weights are outlined in the report on the NBA website. Systems for Holstein-Friesian males are outlined for finishing calves at either 15, 19, 21 or 28 months old. The respective carcass weights are 270kg, 320kg, 280kg and 350kg. The 15 and 19 month systems involve rearing bulls. See the report on the NBA website for further details. The Net Farm Profit for each system was calculated and the highest profit was recorded with the 21 month Early Maturing breed type steer system. The systems are of course sensitive to the relative prices for calves, concentrates and selling price. Footnote comment from Simon Marsh. You will note in article that the Holstein-Friesian bulls finished at 15 months were grazed as calves from June to October. They were housed from November and fed ad lib concentrates through to slaughter in May/June. Total concentrate intake is 2.1t with a carcase weight of 265kg. At Harper Adams Holstein-Friesian bull calves are reared on a traditional cereal beef system housed throughout their life and fed ad lib concentrates. The bulls are typically slaughtered at months old with carcass weights of 285kg having eaten 2.55t of concentrates. The 19 month Holstein-Friesian bull system will not be viable in the UK due to the lack of market outlets for these cattle. The black and white steers finished at 21 months off grass have target carcass weight of 280kg. Most UK abattoirs penalise light-weight carcasses with penalties of 40-90p/kg for carcasses below 260kg for O-to P- grades. With a mean carcase weight of 280kg approximately 20% would therefore be below 260kg and penalised. It is stated that concentrates will need to be fed for 60 days pre-slaughter however there may be an issue with a lack of fat cover, especially with more Holstein type steers which may demand relatively high levels of concentrates especially if grazing quality is not high. The Early Maturing heifers finished at 19 months off grass have a target carcass weight of only 230kg. As discussed above some abattoirs penalise light-weight carcasses. Consideration 3

4 must therefore be given to marketing these cattle with the objective to sell them to a processor involved in a native breed premium scheme or a boxed beef scheme. How much of a threat will there be to the UK beef industry with the recent expansion of the Irish dairy herd resulting in more dairy bred beef calves being born? Some pundits predict a decline in the Irish beef suckler herd so it could balance out. Also the dairy bred calves (black and white males together with an increased number of native breed x Holstein steers and heifers) will have lower carcass weights than suckler bred calves. As readers will be aware the recent weakness of the pound against the euro since Brexit has reduced the beef price in Ireland knocking confidence in the Irish beef sector. Quality Meat Scotland (QMS) is supporting the Scotch Brand Product of the Year which aims to recognise businesses in Scotland which are selling Scotch Beef PGI, Scotch Lamb PGI or Specially Selected Pork in products of exceptional taste and quality. The Scotland Food & Drink Excellence Awards take place at the Edinburgh International Conference Centre (EICC) on 18 May Attracting over 800 attendees and consisting of 21 categories, the awards showcase the skill, innovation and dedication of Scotland s producers. Growing year on year, the awards offer an invaluable platform on which businesses can showcase their quality produce to the nation. 6 NBA MARKET REPORT (written today at 4pm) The further South you go the better the demand for cattle as processors are remaining busy refilling chills. In England there are no waiting lists, yet in Scotland the picture is slightly different and as such the price gap between Scotland and England has reduced. Cold weather has definitely kept retail demand for beef better than January In the South of England demand for finished cattle is high and there is plenty of room for negotiation. January is normally a time when prices come back but this year lighter carcasses mean that even with numbers around the same the amount of beef available has tightened. Demand remains good for native bred animals with no waiting lists evident. Overall, in the week ended 14 January, both steer and heifer were slightly back though prices in the South remain firm. Steers meeting R4L specification were back 2p on the week to average 352.4p/kg, while heifers of the same spec came back 3p at 355.1p/kg. Demand for good young bulls remains high with those, grading at R3 having moved up 4p on the week to 345p/kg. Cattle are being chased by all the processors in England and Wales where no booking queues exist. Processors are trying to take back the price but as waiting lists are non existent this tells us that they are not getting any more than they need. The Scottish trade is a little less keen and as such the price premium usually seen has came back to around 4p/kg. The demand for processing beef is lifting and as a result the trade for -O4L cows moved up 3p to average 238.6p/kg. The trade has recovered all of the ground it lost in the last months of The average R4L steer price in GB is back 1.1p/kg at 365.9p/kg, Scotland is back 2.8p/kg at 368.5pkg and is more less in line with the North of England, the South is up 1.8p/kg at 362.3p/kg, the average in the North is steady for the week at 368.8p/kg, the Midlands are up 0.5p/kg at 359.8p/kg for the week. In Northern Ireland steers are at 356 p/kg back 3.5p/kg whilst ROI steers are up 7.3p/kg at 324.7p/kg. The average R4L heifer price in GB is steady back 3.2p/kg at 363.6p/kg around where it was a couple of weeks ago. The R4L heifer price in Scotland is back 3.1p/kg at 369.9p/kg, Midlands are steady at 361.5p/kg, in the North heifers are down on the week to an average of 359.3p/kg, whilst Southern England heifers are up 1.9p/kg at 364.9p/kg. In Northern Ireland heifers are up 1.6p/kg at 353.8p/kg, ROI heifers are up 7.5p/kg at 335.3p/kg. Prime cattle imports from ROI for direct slaughter in NI plants last week totalled 144 head, accounting for two per cent of the total NI prime cattle kill. In the corresponding week in 2016 a total of 663 prime cattle were imported from ROI which accounted for 11 per cent of the total NI prime cattle kill. The number of cows imported from ROI for direct slaughter in NI last week totalled 52 head compared to 128 cows in the same week last year. Meanwhile 151 cows were exported from NI for direct slaughter in ROI last week which was lower than the 245 cows exported during the corresponding week in Exports from NI for direct slaughter in GB last week consisted of 22 prime cattle and 16 cows, almost unchanged from the previous week For the coming week: In the South of England, we are seeing cattle being quoted from around 352p. The North, is seeing base prices quoted for next week in the region of 359p/kg. Scotland is seeing cattle being quoted from a base of around 362p/kg. Northern Ireland, prices quoted are in the region of 342p/kg based on R4L for the coming week. Angus, Shorthorn and Hereford native bred cattle continue to attract premiums of depending on the scheme, with Angus at around 396p/kg and organic cattle are over 420p/kg. Cows are in the region of 245p, with more for better fleshed cows with good conformation. 6

8 BEEF INDUSTRY NEWS Producers encouraged to post-mortem suspected Schmallenberg cases English livestock producers are being urged to submit lambs with suspected Schmallenberg virus (SBV) for post-mortem examination as the number of confirmed cases of the disease grows. The disease was recently detected in lambs on four holdings in the North East of England, including Northumberland, by the post-mortem diagnostic service at John Warren ABP in County Durham, established by AHDB Beef & Lamb. Schmallenberg virus was previously detected in the South West of England last month and subsequently in North Yorkshire. Schmallenberg is capable of infecting pregnant sheep and cattle and causing severe malformations of foetuses in the womb. It emerged across Western Europe in November 2011 and, by July 2013, calves, lambs and kids with severe skeletal deformities had been reported in at least 24 European countries. Importantly, the virus does not spread from animal to animal but, like Bluetongue virus, is transmitted by midges, which infect the animals when they bite. No, or very few, cases of Schmallenberg virus causing deformed calves or lambs were confirmed in 2014 or 2015, possibly as a result of immunity built up by animals following the 2011/12 epidemic. Ben Strugnell, of Farm Post Mortem Ltd, which operates the service at J Warren ABP, said: The possible re-emergence of Schmallenberg was predicted following a study in autumn 2015 which tested young flock replacement sheep in the south of England, the results of which suggested that levels of immunity may have dropped. It is very important that, if producers encounter lambs with skeletal deformities, these are submitted for post-mortem examination so that appropriate samples can be taken to establish whether Schmallenberg is the cause. The best advice for producers is to contact their vet, who can provide information on the best way to arrange a post-mortem. Blood sampling of ewes which have affected lambs is also useful. Younger sheep may be most at risk as older ones may be immune from previous exposure to the virus. At present there are no vaccines available for Schmallenberg and it is already too late to vaccinate sheep which are due to lamb in spring. However, it is important that we ascertain the true levels of the virus, because this will help determine whether there is a need to vaccinate later in the year. Information on the current disease situation will be reflected in the Animal and Plant Healthy Agency (APHA) quarterly disease surveillance reports. Meat: A strong start to the year Kantar Worldpanel s latest Meat, Fish and Poultry (MFP) figures for the 12 weeks ending 1 January 2017 in the UK include the crucial festive period and herald a strong start to the new year. Beef and chicken growth continues and turkey is now the third fastest growing category in primary meat in volume terms, following a record breaking Christmas. Nathan Ward, Business Unit Director for MFP explains: Beef continues its strong performance through 6.9 million more trips, with more shoppers buying across cuts. Mince, steaks and stewing beef are all seeing more shoppers, driving their growth as base prices fall. Only mince has seen growth driven by promotional investment, with strong Temporary Price Reductions driving volume sales and holding back value. 8

9 Price differentials for beef cattle between Northern Ireland and Britain need to be corrected: Ritchie SDLP MP Margaret Ritchie has said the time has come for the price differentials for beef cattle between Northern Ireland and Britain to be corrected. Miss Ritchie said: There is a compelling need and obligation upon the Northern Ireland Executive, the British Government and in particular the DEFRA Department to ensure that the local beef industry and the farmers involved in it are protected. For quite a considerable time beef farmers have been subjected not only to quite a volatile market situation but also beef farmers in Northern Ireland have received a lower price for cattle compared to their counterparts in Britain who quite often receive a higher price for the same type and weight of animal. This feature was identified in the EFRA Select Committee s report and investigation published last year on Farmgate Prices. This issue has been disconcerting for many local beef farmers and has had a financial downwards impact on the sustainability of their businesses. As the situation has not yet improved, I have made further representations to ministers McIlveen and Eustice urging that they intervene in this particular issue. In this regard, I have asked the following questions: To outline DEFRA s most recent assessment of the difference between the average beef price in Northern Ireland and the average beef price in Britain. To outline what work DEFRA can do alongside DAERA to reduce the price inequalities NI beef producers and processors face from national agri-food purchasers? She added: I would hope that DEFRA and DAERA Ministers can place an important spotlight on this issue to ensure that a resolution to the differential beef prices between Northern Ireland and Britain can be resolved in order to bolster and support our local farming industry. Progress in post-brexit food name talks Hybu Cig Cymru - Meat Promotion Wales (HCC) chief executive Gwyn Howells has welcomed progress in talks in Westminster aimed at securing the food name protection currently enjoyed by Welsh Lamb, Welsh Beef and other premium brands, following Brexit. Members of the UK Protected Food Name (PFN) Association met Agriculture Minister George Eustice at Defra headquarters in London this week to discuss what would happen to foods currently protected by EU law. Food and drink industry executives from as far afield as Cornwall, Kent, Jersey, Shetland and Anglesey, representing industries worth hundreds of millions of pounds in exports, were unanimous in wishing to see an equivalent scheme passed into UK law, to guarantee the brands protection after Brexit. The PGI status enjoyed by Welsh Lamb and Welsh Beef place our products in the same category as premium goods such as Champagne, said HCC s Gwyn Howells. As well as protecting our meat against imitation and giving customers confidence in its authenticity and traceability, the PGI status has been a cornerstone of marketing efforts which have seen lamb exports rise from 57 million in 2004 to 133 million in the space of a decade. Mr Howells added, I was pleased to hear the Minister confirm that the Government would work to introduce an equivalent scheme in UK law which would allow Welsh Beef, Welsh Lamb and other protected foods to retain their status in the same way as other non-eu goods such as Colombian Coffee. A seamless transition is what's needed, to ensure continuity in marketing efforts in Britain, Europe and beyond. I look forward to Defra continuing to work on the replacement scheme, along with the PFN Association and the Devolved Governments. 9

10 UK Exporters Trained on US Beef, Lamb Import Requirements A group of UK meat exporters received training on meeting US regulatory requirements for beef and lamb imports during a visit to Washington DC last week. The delegation, organised by AHDB Beef & Lamb, Hybu Cig Cymru, Quality Meat Scotland, Livestock & Meat Commission Northern Ireland and the British Embassy in the US, marked a key step in preparing for the official inspection visit, which is expected to happen during The training, which took place at a number of facilities, focused on helping delegates understand a number of areas of specific interest to UK exporters. These included Food Safety and Inspection Service (FSIS) inspection requirements, Port of Entry requirements, Shiga Toxin-Producing E. coli (STEC) testing requirements and procedures, along with increasing awareness of the US marketplace and typical challenges facing overseas importers. AHDB Beef & Lamb Head of Global Supply Chain Development Dr Phil Hadley said: The industry representatives found the visit very worthwhile and the preliminary training puts us in a good position to ensure that we are able to agree equivalence between UK and US regulatory requirements when the inspection visit takes place. The dynamic US market offers significant opportunities for UK beef and lamb at a time when it s particularly important for us to develop new markets alongside ensuring we maintain demand in existing markets. EU Autonomous Beef Quota Under the Spotlight The autonomous beef quota covering grain fed beef imported from the global market by the EU is set at 48,200 tonnes product weight per annum. It is now regularly filled, helped by the fact that no import tariffs are payable. While the quota originally only benefited the United States, there are now a number of other supplying countries. This has, in turn, caused some concern in the US and reports of the possibility of retaliatory measures against the EU. This quota, sometimes referred to as the EU 481 grain fed quota was set up in August 2009 to resolve the hormones dispute between the EU and the United States. Originally, it was set at 20,000 tonnes product weight (pw) per annum. The memorandum of understanding between the United States and the European Commission signed on 13 May Product consists of cuts from steers and heifers, less than 30 months of age, which have been fed on a hormone-free diet using concentrates and/or feed grains for at least the final 100 days of finishing. This quota was expanded to 48,200 tonnes in August 2012 and included 3,200 tonnes allocated to Canada. Only 133 tonnes of licences were unallocated in the year July 2015 to June Data for the period 1 July 2016 to 10 January this year indicates that exactly half the annual total had been applied for, which would suggest that it will again be fully utilised in the year 2106/17. Back in 2009, the product specifications set were designed specifically for the US beef industry but, as other countries have subsequently been meeting them, the US share has inevitably declined. This has now given rise to some concerns in the US. At the end of 2016, the Obama administration announced that it intends to take action against the EU because of what it sees as discrimination against US beef. Consultations are now taking place before a final decision is taken. If some form of retaliation does take place, this could well be in the form of additional import duties on other EU agricultural products. In the case of the meat sector, the EU only exports small quantities of beef to the US. Volumes, though, are growing, and in January-November 2016 amounted to 1,600 tonnes, up over 75 per cent on a year earlier. However, pig meat exports are far more important, pork shipments amounted to 77,000 tonnes over the same period, plus smaller volumes of processed pig meat are also shipped. Other countries now supplying under the autonomous beef quotas are Argentina, Australia, New Zealand and Uruguay. The EU Commission does not appear to publish details of usage by supplying country. National sources indicate that some of these countries take substantial advantage of the quota access. Meat and Livestock Australia reported that the country accounted for 36 per cent of the total quota in 2015/16 and Uruguay a further 26 per cent. Argentina is now supplying at least 5,000 tonnes per annum according to the USDA. In addition to the autonomous quota, premium beef from the global market also enters the EU under the High Quality Beef (HQB) quota, otherwise known as Hilton beef. This attracts a customs tariff of 20 per cent. Data covering the first six months of the 2016/17 year ended 10

11 June indicate that certificates were issued for 26,200 tonnes which represents 39 per cent of the annual quota of 66,750 tonnes product weight. Argentina has the largest quota of 29,500 tonnes cwe, and certificates issued in the July-December period accounted for half of their annual total. A similar proportion applied to Australia, whereas for Uruguay, Brazil, New Zealand and Paraguay, well over 60 per cent of certificates were issued in the first six months. In contrast for both the United States and Canada in the first six months of both 2015/16 and 2016/17, only three per cent of the 11,500 tonnes total annual allocation was taken up. The beef entering the EU under these two quotas is mainly premium chilled product, especially steak cuts. Such product competes head on with premium beef produced in the EU. Interest in the various EU quotas is increasing in the UK in the light of Brexit; in particular, how they might be allocated between the UK and the remaining EU 27. Whether the United States takes any retaliatory action will be become clearer in the coming weeks, with a hearing scheduled for mid-february, following industry consultation. 11
