4 Technology Transfer Till date, BCIL has transferred 45 technologies developed in national research institutes and universities to industry in India and abroad covering vaccines, diagnostics, biomedical devices, therapeutics, transgenics, biofertilizers, biopesticides, tissue culture etc. Systematic approach adopted by BCIL for identifying promising technologies, conducting due diligence followed by transfer to suitable licencee(s) and post transfer monitoring. Thorough understanding of the product development cycle in all verticals of biotechnology including healthcare, agriculture, bioprocess engineering, pharmaceuticals, etc. Works closely with the research institutions/ scientists and the industry for sharing market insights, devising strategies for derisking of technologies and catalyzing their evolution from laboratory to market. Provides deep insights into the problems in translation of laboratory scale biotechnologies into commercial ventures. Emerged as a successful enabler organization linking the research institutions and industries in diverse areas of biotechnology over the last 25 years. Extensive experience and expertise in conducting Intellectual Property (IP) analytics, IP due diligence, drafting and filing of patent applications and trademarks in India and abroad. Access to state of the art patent and scientific databases for undertaking IP assignments from the inception of an innovative idea till it reaches the marketplace. 8 Glimpses: BCIL's Ongoing projects National Certification System for Tissue Culture Raised Plants (NCS-TCP) (2006 onwards) NCS-TCP is a certification system of DBT mandated under the Seeds Act 1966 for ensuring production and distribution of quality tissue culture planting material for DBT Wide Spread Network of NCS-TCP (A Unique Quality Management System) As the NCS-TCP Management Cell, BCIL is responsible for coordinating activities for recognition of tissue culture production companies, accreditation of test laboratories and interaction with other stakeholders to ensure efficient implementation of the programme NCS-TCP has played key role in strengthening production capabilities of tissue culture companies and significantly improving their market reach. Although this certification is voluntary, more than 100 tissue culture companies have been recognised, which includes all leading companies. BCIL NCS-TCP Management Cell at BCIL Referral Centres (RCs) Five Accredited Test Laboratories (ATLs) Recognized Tissue Culture Production Facilities (TCPFs) School of International Biodesign (SIB) (2009 onwards) SIB programme is an interdisciplinary, team-based, hands-on training programme spanning over twelve months wherein physicians, engineers, designers and researchers come together to identify unmet clinical needs of the healthcare system in India and develop innovative solution(s) with a frugal approach in Medtech domain. BCIL is responsible for overall project management of SIB and facilitating its international and industry collaborations. The responsibilities of BCIL under SIB also includes Intellectual Property (IP) Management, IP Advisory, IP Evaluation, Drafting, Filing, Prosecution, Drafting enabling IP Policies and Agreements. BCIL also nurtures Start-ups by licensing the SIB technologies and providing mentorship and hand-holding support for commercialization of technologies for addressing the unmet medical device needs of India. 9 North Eastern Region Biotechnology Programme Management Cell (2010 onwards) North Eastern Region Biotechnology Programme Management Cell (NER-BPMC) of DBT aimed at holistic biotech based development of North Eastern Region of India. BCIL manages the NER-BPMC and assists DBT in implementation, mentoring and monitoring of innovative programmes in NER. 10 Biosafety Regulatory Services Actively engaged in biosafety issues related to Genetically Modified Organisms (GMOs) Works closely with the nodal ministries and other concerned agencies in capacity building activities for various stakeholders Organizes international events, national workshops/ consultations, technical training and series of countrywide events. Prepares well researched publications Assists organizations engaged in developing GMOs for regulatory compliance In-country project partner for the USAID supported South Asia Biosafety Programme (SABP) implemented by ILSI Research Foundation, USA Key Achievements Organised more than 250 capacity building events Successfully completed assignments for international agencies like UNEP, FAO, UNDP, World Bank, CERA-ILSI etc. Prepared the proposed plan for establishment of Biotechnology Regulatory Authority of India (BRAI). Played a key role in developing various guidelines and manuals on various aspects of biosafety. 11 Human Resource Development Skill Enhancement Programmes Industrial Training Programmes Analytical Studies Evaluation Studies, Curriculum Reframing Exercise, Teaching Feedback Mechanism Capacity Building Workshops Workshops/Seminars on IP, Biosafety, Entrepreneurship, Grant-Writing, etc. Managing Biotech Industrial Training Program (BITP) and Bioinformatics Industrial Training Programme (BIITP) of DBT since last two decades with more than 700 students being trained every year in more than 150 companies. Conducting various analytical studies such as independent evaluation of HRD programmes, continuous feedback from students on quality of teaching programme and revision of model curriculum for post graduate courses in biotechnology Organizing Entrepreneurship Development Programmes (EDPs) for developing technical, financial, marketing and managerial skills for enterprise creation Conducting Technical workshops, awareness building seminars and training-of-trainers on wideranging topics i.e. biosafety regulations, intellectual property management, technology licensing, bio-entrepreneurship, grant-writing, etc. for fostering an innovation ecosystem in the country.
