2 Introduction Surface preparation and coating legacy documentation is a cumbersome process NSRP SPC has sponsored three projects; two have been completed: Phase I - electronically populated the NSI appendix Phase II - customized app functionality, storage recall and communication between Government and contractor Phase III: Implementing Paperless Paint 2016
3 History of Critically Coated Paint Documentation Legacy Paper : NAVSEA funded NSTC who developed a functioning paperless QA software program. 2009: CQATK was developed through Navy program funding. It was developed to record the data and make it available to the Navy through MFOM. However after 3 years of effort, CQATK did not support the technical requirements invoked in NAVSEA Standard Items and : NSRP Project develops objective for Future State for Navy Ship Maintenance Painting.
4 Recent Work 2013: NSRP Project Paperless Paint selects a commercially available off the shelf software company to modify it s system technology to populate the NSI QA Appendices. 2015: NSRP Paperless Paint Phase II Project expanded the US Navy Preservation QA/QC user base, developed file storage and retrieval methods based on NAVSEA personnel feedback. Developed appendix OOS auto flagging and custom documentation libraries where ancillary reporting and notifications are maintained and submitted electronically in real time. It is time to implement!
5 Phase III, Implementing Paperless Paint
6 Project Goal-Team Implementation We delivered a fully functional product no one can use without all facets of the team on board. The Goal is to facilitate implementation and execution of paperless paint in a US Navy RMC shipboard environment. Benefit is a proven paperless QA system which incorporates features that leverage the electronic data to provide QA/QC representatives with precise documentation and reporting in real time.
7 Implementing new system Additional efforts are required for successful implementation for Navy Ship Repair. We will implement the technology by working with SupShip, NAVSEA, RMCs, Prime contractor, 2 nd and 3 rd tier contractors. We are looking for interested participants. If this is you, please let us know. Continuous Process and Product Improvement is by definition an ongoing process. Issues and concerns, ideas and solutions will be collected from the implementation teams and users.

9 Methods to Accomplish Goal TruQC will work with BAE Systems JSR, subcontractors, and the Navy SRMC to complete group training activity and pilot project on a contracted critically coated work item TruQC system will be used to: Populate documentation Auto flag out of spec (OOS) Deliver check-point notification Start non-conformance progress, and adjudicate Ensure resolution prior to production Deliver documentation to government in both paper and electronic version
10 Implementation Progress Implementation of Phase III has been delayed for 2 main reasons: Delay in receiving notice to proceed as well as funding/po Need to comply with yard specific IT/Security constraints as well as unique RMC documentation requirements. We believe that the issues that have slowed this project from the onset (2012) have been resolved from an IT/Security standpoint, documentation requirements, as well as specific workflow needs. We are excited to learn and fix the next batch of hurdles necessary to implement TruQC.
11 Implementation Update Request to use TruQC at Naval Station Mayport in January and February of 2017 was denied Implementation will begin at BAE Systems in Jacksonville, Florida in April 2017 Developed ROI calculator to help sell shipyard management on TruQC
12 Security and IT Compliance 100% compliant to NIST CUI protection standards and ITAR compliant Adapting to comply with individual yard requirements Camera removal Integration with third party MDM providers Transition to AWS GovCloud secure database
13 Workflow & Locking of Signatures Ability to configure software to comply with unique craft workflow complete with locking and timestamp capabilities. Ability to tell the defect story. We will do this through real time NCR alerts, adjudication instruction and sign-off via a secure NIST and ITAR compliant cloud interface. We will accomplish this functionality utilizing 3 new TruQC features (assignment, comment lock, revision history)
