2 CAO/IPT Implementation Model The CAO/IPT organization structure consists of four main components: Business Units, Competencies, BPs, and IPTs. This organizational model is used throughout the SPAWAR enterprise A business unit is defined as an entity that, together with the required resources, conducts business. The competencies provide the resources to execute the work. Resources consist of the people, technical authority, processes, and tools. The resources are brought together to execute the work in teams, called IPTs. The business unit defines the work through a tasking statement which describes the work and funding for execution. As a business unit, SPAWARSYSCEN Atlantic has categorized its business into BPs. BPs are responsible for identifying and bringing in the work for the business units. The IPT is the team assembled to bring the right resources from across the competencies to execute the work under the BPs for the benefit of the Business Unit in support of the Nation s needs. 2
