Full Data Source Integration How Can a Utility Get There? Jessica Brown, P.E., Freese and Nichols, Inc. Thomas Haster, PE P.E., Freese and Nichols, Inc. Frank Crumb, P.E., Fort Worth Water Department Texas Water April 15, 2010
Integrating Multiple Data Sources in Fort Worth s Wastewater System Agenda Historyand Data Source Development Drivers to Change Challenges Involved Process Taken Initial Benefits Medium and Longer Term Actions 2
History & Issues of Fort Worth Wastewater Data Sources Fort Worth has significant older infrastructure. t As a result, data can be incomplete and inaccurate at times. Tools for each of the data sources were selected over time based on best available technology. 3
History & Issues of Fort Worth Wastewater Data Sources Work order system was developed before GIS and linked only to addresses. Some lines were installed before 1990 with break nodes between manholes (grade and material ilchanges). Break node information has been maintained within GIS but not in the condition database. 4
Development Timeline of Fort Worth Wastewater Data Sources 1990s 2000s 2010s 5
Drivers to Change Desire to graphically track sewer condition over time in a similar manner as a pavement management systems provides for roadways Desire to implement a Citywide sustainable RBA (Risk Based Assessment ) program to identify areas of highest risk and exposure Need to maximize value of rehabilitation dollars with increasingly limited resources 6
Drivers to Change Tremendous growth over the last 10 years placing increased burden on older infrastructure. 7
Challenges Involved Different groups with different priorities/needs. Data tools developed dover time with dff different focuses Limitations of various software packages Desire to link the various data sources without slowing down individual id packages or duplicating efforts Identifying work arounds for special items (break nodes) Streamline responsibilities through enhanced work flows Making the process sustainable going forward 8
Some Basic Asset Management Definitions What is a Data Silo? An application or software package that performs tasks independently and is not seamlessly linked to other systems. Billing Data (HTE) GIS (ESRI) Hydraulic Model (Infoworks) What is a Unique Identifier? Condition Database (InspectIT) CMMS (Maximo) A tracking parameter that is tied to an asset and does not change over time and provides linkage between data silos. 9
Linking Data Silos Together with an Unique Identifier (ID) Sewer Model (InfoWorks CS) GIS (ESRI ArcMAP) Maintenance Management System (MAXIMO) Condition Database (InspectIT) Common Unique Identifiers
Process Taken Establish unique ID to be used in all data sources. Develop a Robust GIS to Model Process. Maintain integrity of GIS by requiring all changes to be made by Water IT. Survey sent out to all user groups (Field Operations, Water IT/GIS and Engineering) Meetings with individual user groups to understand issues in detail Distinguish between deal breakers and inconveniences Conduct workshops with all users groups Conduct gap analysis Implement Updated Business Processes and Work Flows 11
Fort Worth Data Management Process Getting Started With Existing Data 1. Identify Relevant Data Silos and Organization Accordingly GIS Work Order Data Condition Scoring Database Billing Data Wastewater Model
Fort Worth Data Management Process Developing a Sustainable Approach Work Order Data Condition Scoring Database Risk Based Assessment Renewal Priorities GIS Comprehensive Capital Improvement Plan Wastewater Model Capacity Needs Billing Data
Fort Worth Data Management Process Implement Updated Business Processes 3. Defining the Work Flow & Asset Management Roles Work Order Data Condition Scoring Database Risk Based Assessment Renewal Priorities GIS Comprehensive Capital Improvement Plan Wastewater Model Capacity Needs Billing Data
Initial Benefits (Short Term Wins) GIS Scrubbing GIS to allow full model integration Building a wastewater model from the GIS with a one toone relationship 15
Initial Benefits (Short Term Wins) Developing an Enhanced Work Flow to maintain a seamless linkage between the GIS and Wastewater Model Step 7 : FWWD Sends E mail Confirmation of Changes to FNI Step 1: FNI Obtains Updated GIS Database Step 2 : FNI Imports Changes/ Updates Into Model Step 6 : Step 3: FNI Updates GIS Populates Database Parameters Changes and for Facilities Hydraulic & Control Additional Parameters Hydraulic Model Structures Step 5 : GIS Researches Data Issues through Multiple Sources Step 4 : FNI Submits Attribute and Data Issues to GIS Coordinator 16
Initial Benefits (Short Term Wins) Ability to Illustrate Critical Data Graphically Pipe condition data SSOs 17
Initial Benefits (Short Term Wins) Hot links to as built records in the wastewater hydraulic model 18
Initial Benefits (Short Term Wins) Hot links As builts Records into City s GIS 19
Initial Benefits (Short Term Wins) Develop Process to Flag Various Data Sources in the Model Implementing a Process to track data sources. Model development Model calibration Hydraulic analysis Color Scheme in flagging represents data confidence level and is tracked through h the modeling process. 20
Medium and Longer Term Action Items Underway Assign Pipe Condition Scoring Data from InspectIT to an Asset Assign historical pipe condition data to an asset Develop programming to create a work around to preserve the break node data in the GIS and link the pipe condition data Assign point(s) of contact between departments and submittal process ( Service Desk ) Develop a sustainable Risk Based Assessment program Link Interceptor Condition Assessment Program (ICAP) to RBA Program and Renewal CIP Assign Maximowork orders to an asset Geocode historical address based work orders to an asset Develop work flow and procedures to assign future work orders to an asset before close out out 21
