8 RMC Electronic Discards Assisted With Several Start-up Projects E-PEAT Program R2, e-stewards The CRT Problem Act 108 of Covered Device Recycling Act
9 The Covered Device Recycling Act (CDRA) - Act 108 of 2010 Covered Devices - includes desktop computers, monitors, laptops, computer peripherals and televisions. The Act requires an original equipment manufacturer (OEM) of covered devices to register each of their brands they wish to sell in PA with DEP, then take responsibility for recycling an amount equal by weight of their PA market share - at no cost to the consumer. After January 24, 2013, no person may dispose of a covered device or its components, excluding non-hazardous residuals produced during recycling Since ban, 205,000,000 pounds of covered devices have been recycled in PA. Recycling facilities must be R2 or e-stewards Standard certified.
10 The Covered Device Recycling Act (CDRA) - Act 108 of 2010 (cont.) The Act requires collection sites to be accessible to at least 85% of the PA s population of this Commonwealth. In 2014, PA DEP requested the RMC to develop mapping to calculate and depict the population coverage of the established collection sites. Sufficient coverage of a collection site was determined to be a 10-mile radius (based on 2 separate surveys: Penn State Poll and Keep Pa Beautiful). Utilized services of PaSDC to manipulate data and develop mapping.
11 The Covered Device Recycling Act (CDRA) - Act 108 of 2010 (cont.) Coverage Summary sites, 92.9% *included sites that charged fees or limited items accepted sites, 63.5% sites, 30.6% Data and mapping confirmed major problems with implementation of the law: - The OEM s were providing limited resources to their contracted e-waste recyclers resulting in in the closure of some sites mid-year, limiting collection of certain items (i.e. TV s and monitors with CRT s), or charging fees to participants % of e-waste collected in PA consists of CRT-containing devices.

15 Purpose To meet requirements stipulated by Act 101 of 1988, Chapter 3, Section 303(f) and Section 304(f). Requires reporting to DEP of weight or volume of materials recycled by municipal / county programs. Municipality reports to county by Feb 15. County reports to DEP by April 1.
16 How is data collected? Standardized forms on PROP website. County Recycling Coordinators (CRC) send forms to their municipalities, haulers, vendors, industries, etc. Forms returned to municipality/county. CRC reviews & enters data into ReTRAC
