4 1 Publishable summary The European Location Framework (ELF) project will foster the wider use of public sector geoinformation and enable the creation of innovative value-added services. The purpose of this project is to deliver the ELF required to provide up-to-date, authoritative, interoperable, crossborder, reference geo-information for use by both the public and private sectors. The versatile cloud and cascade supporting architecture provides a platform of INSPIRE compliant geoinformation, harmonised at a cross-border and pan-european level. The project s proactive stimulation of content markets involves the creation of example applications, using thematic communities to make user led developments by SMEs (inside and outside the consortium). The consortium is committed to continue to provide the ELF Platform beyond the end of the project, thus enabling growth in the use and re-use of trustworthy, accurate and re-usable authoritative reference geo-information. The aim is to create a sustainable ELF platform for re-use of authoritative public sector reference geo-information at multiple levels of detail during the pilot phase and beyond. Key objectives of the project are to: Add value to INSPIRE data by contributing to cross border harmonisation; Provide a high performance ELF platform and cloud services that support multiple national feeds and a wide spectrum of value-added services; Develop operational services which support the policy and legislative programme being developed in parallel in the ISA funded EULF initiative lead by JRC; Demonstrate the usability of the ELF platform and cloud services for key European policy areas and other users including SMEs; Support integration of 3rd party thematic datasets and National Spatial Data Infrastructures (particularly extending beyond the INSPIRE themes provided by NMCAs) for service implementations based on specific user needs; and Provide a user friendly interface to find, view and compare the geo-information (Geo Product Finder) The project website is available containing twitter feeds, latest news, application information and how to contact the project. Also the project pre-operational services are available at (Figure 1). The project sites are multilingual offering key facts now in 7 languages. The goal is to support all European languages.

In addition to the Global and Regional Services, we have now provided first national services (32). Cascading services have been developed and national services available have been included. The ELF platform is pre-operational and available and secure. New services have been added to the GeoLocator. 10 new NMCAs have indicated that they want to join the Consortium and provide content. In addition 4 authorities have expressed interest to act as a data provider. ELF data models are now scale-independent and fully INSPIRE compliant. All specifications have been published. The current approach supports INSPIRE implementation in the countries In addition to transformation tool we have now data quality validation tools, visualization tool (SLD editor), First version of the Geo Product Finder, Edge Matching tools and generalization tools. All other tools are progressing as planned. 9 The ELF project will address barriers of trust-worthiness and accessibility to Public Sector Information (PSI) by creating a platform of authoritative and maintainable geographical data conflated from Europe s national mapping and cadastral authorities (NMCAs) and adopting a cloud based cached/cascading performant service architecture, we will: Address Obstacles Hindering More Extensive Use of ICT. Based on prototypes created during the ESDIN project the ELF project will operationalise existing quality, accessibility, security, generalisation, edge-matching and change detection tools. This will make national INSPIRE compliant services available for European use. Encourage Smart sustainable and inclusive growth. The NMCA partners involved are committed to making their geo-information, and the services based upon them, available throughout the project and beyond. This project will use Key Performance Indicators to monitor increasingly accessible (and free) data, service provision and tools. In doing so it will propose the conditions that optimise access to all of these. Foster EU Wide Markets For Innovation. By giving access to national public sector geo-information sources, the ELF platform will open new markets for commercial entities, especially SMEs, to develop applications of use to users. Address Unique Solutions to Societal Problems. The ELF platform, by giving access to a wide range of authoritative geo-information, will deliver a unique capability that allows improvements and development of solutions to many common interoperability problems in Europe. We will test this capability in the domains of Finance (Insurance), management of the Environment and Security (Copernicus, INSPIRE, SEIS) and Human Health and Safety. Support the Innovation Union. Implementations based upon the ELF platform during the project will demonstrate how easily innovators can work on cross-border applications. Maximise the Social and Economic Potential of Internet Based Services. This will be achieved by allowing any on-line service to have access to the highest quality, and most consistently managed, European reference geo-information available. Address Market Fragmentation due to Interoperability Issues between Countries. Currently the Public Sector Geographic Information market is nationally and regionally focused and therefore fragmented from a European perspective. Through the ELF platform we will create the foundation for a new holistic market based service for exploiting sustainable, interoperable data and services. For example, currently a user needs to negotiate separate agreements with each data provider of NMCA and other INSPIRE data. Using the ELF platform, these data will be provided through one capability. The ELF platform will achieve this by providing Access Management Federation across all NMCA providers, which will enable single sign-on access for users of combined multi-national data. In doing so ELF moves beyond the ESDIN project to provide an operational European SDI for authoritative reference geo-information and in doing so it will focus more on the political context and on organisational and legal interoperability. The Showcase application is available at (Figure 2).
