In the day-ahead market, each asset owner must offer enough capacity to cover load and operating reserve Asset owner must meet 90% of max hourly reported load for operating day Resources in market or self status count toward requirement Resources on forced outage, planned outage, or reserve shutdown are exempted Net resource capacity is adjusted for firm power sales and purchases Note: FERC is currently reviewing SPP s request to remove this market rule If FERC approves removal, we will remove this module from the MMP Reference: Integrated Marketplace Protocols section

24 Market Monitor s DAMO process Each day the Market Monitor calculates the DAMO requirement for each asset owner If monitor identifies a deficiency Monitor contacts the Asset Owner s Market Participant (MP) Monitor asks MP if any firm purchases and sales have not previously been recorded in the tool If needed, MP updates transactions in the MMP Monitor recalculates DAMO requirement with new transaction data If deficiency still exists Monitor sends penalty to SPP Settlements Penalty will be seen as a miscellaneous charge on the settlements statement

Learn how to identify where appropriate data should be entered and which items are required. See an example of a tooltip that appears when hovering over an entry field and the more detailed description that can be viewed by clicking a question mark. Learn about date entry using the date picker. Identify the message generated from a successfully created or deleted record.

46 Market Monitor s physical parameter process As required by the SPP tariff, each day the Market Monitor reviews physical parameters for each asset owner MMU contacts market participants if physical parameters cause a market impact (i.e. LMP, MCP, and/or MWP) MMU may replace the physical parameter as mitigation.

78 Generator Cost Data in Calculating Mitigated Offers Each MP is required to submit mitigated offer data along with market offer. The mitigated offers should reflect the short-run marginal cost of providing the offered product or service. In addition to short-run marginal cost principle, the formulas used to calculate mitigated offers and the components of them such as heat rates used in input-output curves or deriving incremental heat rates, performance factors, fuel costs or variable operating and maintenance costs should comply with approved mitigated offer methodologies prescribed in Mitigated Offer Development Guidelines (App. G of SPP Integrated Marketplace Protocols)

79 Daily Shadow Calculation of Mitigated Offers and Data Fields by Technology Market Monitoring Unit shadow calculates mitigated offers on a daily basis. Mitigated offers will be used to screen market offers that adversely impact the market and as replacement offers in the case that those offers are mitigated Data fields vary by generating technology such as nuclear, fossil steam, combined cycle, combustion turbine, hydro, wind or solar Note that in addition to data fields that existed in the retiring tool, new data fields have been added in this tool including start fuel percent, run fuel percent, inventoried cost, inventory method, commodity cost, commodity basis differential, delivery cost, annual charge adjustment, miscellaneous pipeline charge and gross receipts tax

150 Opportunity Cost Adders Eligibility Disclaimer: Always reference SPP governing documents for details about market rules Opportunity Cost is a distinct component of the mitigated offer and may be included in mitigated offer if there is an opportunity cost associated with An externally imposed environmental run-hour restriction on a generation unit (e.g., a limit on emissions for the unit imposed by a regulatory agency or legislation, a direct run hour restriction in the operating permit, or a heat input limitation defined by a regulatory decision or operating permit), or Physical equipment limitations that cause the unit to experience a restriction in the number of starts or run hours Fuel Limitations are also eligible for non-regulatory Opportunity Costs for a fuel supply limitation, resulting from an event of force majeure

151 Opportunity Cost Adders Calculation MPs may opt to follow the method proposed in App. G of SPP Integrated Marketplace Protocols or they may develop alternative methods specific to their resources and submit those methods to the SPP MMU for approval In any case, the run-time restriction parameters and supporting documentation must be submitted to the SPP MMU MPs may elect to enter their mitigated offer at a value less than the computed mitigated offer however, they may not exceed the computed value When added to the marginal cost of production in the Energy Offer Curve, the opportunity cost raises the offer to a level where the market dispatches the resource up to, but not in excess of the run-time restriction

152 Opportunity Cost Adders Calculation Opportunity Cost calculations are based on daily, monthly, or annual run-time restrictions as applicable to the resource: The daily Opportunity Cost calculation applies to resources with a daily run-time restriction and a minimum run time that does not exceed one hour (e.g., pumped storage hydro resources with restrictions on daily water levels) Short term Opportunity Costs applies to events that lasts 30 days or less. (This method captures intra-month price movements in fuel markets on a daily basis and requires resources to recalculate opportunity costs every day during the short-term episode, using daily forward prices for fuel instead of monthly forwards) The long term calculation applies to run-time restrictions that exceed 30 days. (Depending on changes in fuel futures, this calculation can change daily, and MPs who include opportunity costs in their mitigated offers must recalculate their long term opportunity cost no less frequently than once per every 7 days)
