1 HRSD Position Description: Lab Environmental Data Management System (EDMS) Analyst Section I. Section II. Position Reference Information a. Department Water Quality (WQ) b. Division Central Environmental Laboratory c. Position Title Lab EDMS Analyst d. Immediate Supervisor Lab EDMS Administrator e. Work Center Central Environmental Laboratory (CEL) f. Grade 6c-6 Position Summary The Lab EDMS Analyst is responsible for: a. Serving as the primary back-up for the Lab EDMS Administrator as well as a liaison to the IT Department b. Ensuring EDMS systems support critical data management and regulatory reporting functions of the Water Quality Department and Operations - Treatment Department are properly interfaced with other HRSD, DEQ, EPA and vendor information management systems and software; assists in maintaining Virginia Environmental Laboratory Accreditation Program (VELAP) compliance for data management systems and ensures all work is performed in alignment with HRSD information technology long-term strategies c. Maintaining LIMS system security d. Ensuring accurate transfer of data from and within EDMS systems for generation of reports such as Plant Operational Reports and Discharge Monitoring Reports (DMRs); assembles management reports from EDMS systems; ensures electronic data files meet user specifications and can be imported into other data information management systems or application software Section III. Examples of Position Duties a. Supports and serves as primary backup to the Lab EDMS Administrator in administering, monitoring, configuring, and maintaining critical functions of LIMS (system of record for regulatory reporting associated with HRSD VPDES permits) and Treatment DMS to ensure data management, regulatory reporting functions, continuous functionality, security, and data integrity are maintained. Assists with data migration related to the EDMS component systems b. Writes, supports and modifies Windows Scripts, VGL and Visual Basic for Applications (VBA) programs to ensure auto-execution of critical system events c. Monitors system servers and provides software maintenance and troubleshooting on servers in Lab EDMS Administrator s absence d. Develops EDMS system documentation and instructional/ procedural manuals and provides guidance and training e. Develops customer data report templates f. Serves as primary contact for LIMS help desk; provides solutions and responds to inquiries from LIMS users in a timely manner; communicates status of issues to person contacting help desk; appraises other EDMS Core Team members of complex or time sensitive problems; maintains issue tracker Page 1 of 6

Develops, configures and maintains reports using Crystal Reports as needed for management or analytical reports; ensures reports meet user specifications for export from LIMS or import into other information management systems or software; acts as liaison to IT Department for issues related to Crystal Reports and Business Objects h. Configures, maintains, troubleshoots, and modifies LIMS web portal to provide necessary functionality for electronic transfer or manual input of data; coordinates installation, configuration, troubleshooting, repairs and maintenance of LIMS system hardware, telecommunications units and peripherals (handheld computers, label printers, barcode readers, etc.); troubleshoots hardware problems and performs or coordinates repairs as necessary; evaluates potential use of new types of hardware technology and makes recommendations to Lab EDMS Administrator i. Maintains LIMS system security integrity including user accounts, passwords, hierarchy of permissions and functions/roles, and development of security plans j. Works with IT to maintain integration tools/software methods for field equipment interfaces to LIMS and associated processes for automated data upload procedures of field data; maintains system to support integration of data from other remote devices such as barcode readers, electronic tablets, etc.; works with stakeholders to configure, modify, and manage user interfaces that are user-friendly and efficient k. Assists Lab EDMS Administrator in maintaining interfaces of analytical instruments with LIMS and associated processes for automated data upload from analytical instruments l. Identifies training issues and coordinates training sessions for LIMS and DMS and related applications; develops training schedules; designs training materials; and conducts training m. Assists Lab EDMS Administrator in supporting, maintaining, troubleshooting, configuring and modifying Plant Operation Reports to ensure uninterrupted transfer of Treatment Plant operational data and generation of complex reports; assembles management reports and statistics as requested; develops, modifies and maintains reports to meet regulatory and customer requirements; ensures electronic data files meet user specifications for import into other data information management systems or software n. Assists Lab EDMS Administrator in supporting, maintaining, troubleshooting, configuring and modifying electronic Discharge Monitoring Reports (edmrs) to ensure compliance with regulatory requirements o. Coordinates and performs electronic record archival and purging in accordance with HRSD policies Section IV. Position Contacts a. Standing Committees, Boards, and Organizations 1. Process Management - Systems configured to provide data workflow that meets or exceeds customer s needs and regulatory requirements e. Systems - Security and data integrity standards met f. Customer Satisfaction Customer feedback regarding system use and output among various work centers and external customers is positive and meets or exceeds expectations; interaction is collaborative within and across work centers g. Timeliness All operational and maintenance tasks meet established deadlines and milestones; customer requests are responded to in a timely fashion h. HRSD Universal Competencies Consistently supported Section VI. Working Conditions a. Must be able to manage workload with minimal supervision in a team/customer oriented culture b. Must be able to make decisions based upon large amounts of technical and non-technical information from multiple sources in order to address issues/problems c. Must be able to work in a complex, problem solving environment with demonstrated ability to handle multiple competing tasks and demands simultaneously, while maintaining composure and providing effective customer service d. Must be available to work overtime, weekends, holidays and/or unusual hours as necessary e. Nature of work requires employee to carry a cell phone and be immediately accessible by phone in order to respond to emergencies; must be able to work in an industrial environment under various conditions which may include: varying climatic conditions outdoors, indoor work environments which may be routinely hot, cold, misty, unventilated, be exposed to chemicals, fumes, vapors, gases, noise, odor, wastewater and wastewater products f. Must be able to travel within and outside HRSD s service area and to meetings and Page 4 of 6
5 conferences Section VII. Physical Requirements a. Must have the physical dexterity to accomplish the duties defined herein b. Work may involve long periods of excessive standing or sitting c. Less than 20% of work involves walking, climbing, or bending d. Must be able to operate mechanical tools e. Must be able to operate keyboard and computer f. Must be able to lift 30 pounds g. Works at times in an OSHA designated noise environment (>85 decibels) h. Must be able to drive to various work centers, jurisdictional offices and sites within and outside of HRSD s service area Section VIII. Other a. Medical certification of physical requirements may be required b. Must be currently authorized to work for any U.S. employer c. Must be able to secure and maintain any security clearance required Section IX. Qualification Standards a. Education High School Diploma and 20 approved college credit hours in Information Systems Technology or related discipline or a combination of education, experience, and/or certification(s) that provides the necessary technical competencies to perform in this position 2. Desired Associates Degree in Information Systems Technology or related discipline b. Experience a) Four years of relevant systems administration experience or related information technology experience with a working knowledge of automated data management and reporting in the water field as well as Desktop Support and Treatment Plant and/or lab processes b) Proficient with Excel 2. Desired a) Wastewater Treatment Plant or Laboratory Background b) Functional knowledge of.net programming c) Experience with Crystal Reports d) Advanced Excel e) Familiarity with Integration Manager c. Training Levels Personnel in this category are fully qualified at Grade 6 with 20 approved college credit hours and 4 years relevant experience. While a fully qualified selection is desired, the following training levels are established for personnel who are not fully qualified: Grade 6a - 3 years relevant experience Grade 6b - 2 years relevant experience Page 5 of 6
6 Grade 6c - 1 year relevant experience An advanced degree in an appropriate discipline will be evaluated for additional experience and further advancement in training levels. d. Job-specific Technical Competencies a) Broad functional knowledge of LIMS, PIMS, Distributed Control Systems (DCS), Enterprise Data Systems (EDS) and related computer and peripheral hardware and software b) Ability to administer and configure information management systems (LIMS, EDS) and device interfaces c) Knowledge of relational databases and operating system software d) Knowledge of programming concepts e) Strong working knowledge of MS Office Suite, including Advanced Excel f) Working knowledge of Crystal Reports g) Ability to use a variety of profession-specific programs software such as Integration Manager and Thermo Sample Manager at an intermediate level of proficiency; ability to implement new software and data management systems related to lab operations h) Working knowledge of laws and regulations pertaining to wastewater treatment, field and analytical procedures, regulatory reporting, and laboratory accreditation i) Working knowledge of water and wastewater treatment processes, terminology and data interpretation j) Understanding of chemistry and associated abbreviations k) Research solutions, employ critical thinking, and use judgment in troubleshooting and developing new practices and workflows l) General understanding of budget and bookkeeping processes and billing, invoicing and procurement procedures m) Ability to multitask w/strong attention to detail; manage/coordinate multiple projects and assignments; prioritize and assign work; and establish deadlines for delivery of results n) Communicate effectively, both orally and in writing o) Knowledge of various sampling and analytical methods, chain of custody and data management procedures and issues p) Proficiency in query techniques for database reporting e.
