3 Position Overview Under general supervision, performs journey level duties and may serve as IT project lead for staff. May train staff, analyzes, researches, documents, validates, and trains technology solutions and services utilized by the Reno Justice Court and other Washoe County courts and justice partners. Incumbents perform professional work to improve information systems and ensure that IT services meet current and future business objectives. Experience and Training Requirements I Bachelor s degree from an accredited college or university with major course work in business, public administration, computer science, management information systems, or closely related field and one year of progressively responsible professional experience relevant to the duties of the position which may include business analysis, system analysis, or application development OR an equivalent combination of education and experience. Examples of Duties Assist in the effort to identify, document, and prioritize enterprise level business goals and objectives; make recommendations on strategic business and/or information system needs. Analyze business, user, functional, and system requirements necessary to design, develop, and implement Court supported information systems; create business process models and designs; identify individual functions within a process; create use cases to describe current and future states of a process or system. Research and stay current with new technology and processes in court operations and technology; assist in educating stakeholders on new technologies and innovations in court operations; make recommendations regarding implementation of infrastructure, software, and IT services; assist in the development of written strategic plans to meet business needs with technological solutions. Document business, user, functional, and system requirements; track requirements through an application or service lifecycle; create and review user documentation for supported applications and information systems; assist in the development of operational and technical documentation. 4 of
5 Execute quality control and assurance procedures; assist in the development and implementation of processes and procedures for testing; develop and execute test scripts; analyze issues and bugs and make recommendations to improve quality; track issues and bugs in an issue management system. Create specific training plans for assigned information systems and services; create and review training documentation and materials; conduct training either in person or remotely for either an individual end-user or a group of end-users. Assist in the implementation planning of new hardware, software, systems, and services; establish communication plans for affected stakeholders. Develop contingency and communication plans; conduct routine and emergency maintenance on information systems; monitor critical systems and services; create and submit reports on performance. Contribute feedback towards the development of disaster recovery and business continuity plans. Review and recommend policies, procedures, processes, workflows, and plans to define, control, and improve the effectiveness of IT operations. Compile cost estimates; submit expenditure requests; track spending on assigned projects; contribute feedback on how to use IT budget and resources efficiently. Manage technology and process reengineering projects as a project manager and participates in other projects as a project team member; provide regular status reports on project performance. 5 of
6 Provide advice on technology issues related to the Court s information systems; participate on federal, state, and judicial working groups related to assigned projects and tasks; may provide staff support to Court sponsored committees and working groups. Identify the potential impacts to information systems and services within the regulatory environment by reviewing new and revised Federal and State laws, regulations, and Court policies. Provide service desk assistance for business and technical issues via phone, , and in person. Performs other related duties as assigned. 6 of

The documentation and deliverables necessary to capture requirements and communicate results of analysis. Principles, methods, and procedures for installing, integrating, and optimizing information system components. Development of new applications for information technology, emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organization requirements. Systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. Principles, methods, and tools of application lifecycle management. The principles and methods of software quality assurance and quality control used to ensure applications fulfill functional requirements and meet quality standards. Principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Principles and methods for planning or managing the implementation, update, or integration of information systems. 7 of
8 Methodologies used in the design and development of information systems and interactions with other systems. Principles, methods, and tools to assess the effectiveness of information systems. Commonly used laws and regulatory requirements. The roles and responsibilities of judges, organization of judicial districts, jurisdictions of courts, and relationship to other justice community organizations and agencies. Business processes and operations of the Court and its departments. The Court's divisions, programs, missions and functions. Organizational policies, procedures, and processes. Skill in: Working with customers in person, by phone, and in writing to assess their needs, providing information or assistance, resolving their problems or satisfying their expectations. Providing quality products and services. Actively participate in meetings and group discussions to share ideas. Expressing information to individuals or groups effectively, taking into account the audience and nature of information. 8 of

Identify, document, prioritize, and track well-formed business, user, functional, and/or system requirements. Test, validate, and verify that software meets requirements and works as expected, can be implemented with the same characteristics and satisfies the needs of stakeholders Develop training objectives, plans, and materials. Conduct training sessions for supported applications in person and remotely. Develop training for various mediums including: classroom, virtual, video, and others. 10 Special Requirements Regularly lift and/or move up to 35 pounds and occasionally lift and/or move up to 50 pounds. Exchange information by writing, in person and over the telephone. Operate standard office equipment. Read computer screen and printed materials. Ability to sit and/or stand for long period of time and have mobility to move about in a typical office environment. Travel may be required (estimated <10% of time). Must work occasional holidays, nights, overtime, on-call status, and/or weekends. Must be able to respond to information systems emergencies.
