4 Utility Challenges The American Public Works Association estimates that an underground utility line is hit somewhere in the United States every 60 seconds The National Transportation Safety Board (NTSB) and other authorities often cite the lack of location data as a factor in pipeline accidents As recently as January 2013, the Government Accountability Office released a study (GAO ) on pipeline safety urging better data with an emphasis on location, proximity and topography MAPPS urges sponsorship of a legislative provision requiring accurate mapping of Pipelines and other forms of underground infrastructure, "in accordance with standards and protocols for the collection of geospatial data developed under section 216 of the E-Government Act of 2002 (Public Law ; 44 U.S.C note). Two factors directly related to NJTA performance and response Poor locational utility data is a contributing factor to increase costs and prolonged schedules of transportation projects Ability to respond to emergency situations Truck crashes into bridge embankment Fuel tanker overturns and spills contents

32 Data Collection - Quality Levels Quality Level (A): Highest Order Achieve -/+ 30mm (1.5 ) maximum accuracy horizontally and vertically for selected features Quality Level (B): Survey Indirect Method Survey use of ground penetrating radar or electromagnetic detectors Achieve maximum accuracies of -/+ 100 mm (4 ) at a depth less than 1.2 meters and -/+ 200mm for depths greater than 1.2 meters Quality Level (C): Sub-meter Use GPS-enabled device to capture coordinates, geo-tagged photographs, and attributes for visible features such as light poles, utility meters and valves, signs, etc. Quality Level (D): Digitization Compile, scan and digitize available construction plans and as-builts from the Authority s Engineering Department
