Abstract: Electricity distribution companies are performance benchmarked by the duration and frequency of Network disruptions to their customers. Planning these network disruptions are to be carefully scheduled since agencies are financially penalized when the targets are breached. Vegetation management and Communication of upcoming planned network disruptions is a key component in managing these targets and are traditionally managed poorly. Vegetation management is also key a premaintenance. This was addressed in two different solutions (a) Vegetation management as premaintenance (b) Outage management as planned, Scheduled and approved work flow management GIS solution for vegetation was able to build a platform to provide visibility into all GIS layers, Vegetation information land ownership details. The field inspection teams use this to note the areas of vegetation out growth. The required area where vegetation cut and trim operations are needed to be performed are identified through a web GIS application. The location information is conveyed to the field staff using the application. The field staff performed the cut and trim operation using the mobile interface. GIS solution for Outage management used GIS web solution to view all the network data and upcoming planned network disruptions. This information is displayed onto GIS showing the are affected Network and is accessed by internal and external business partners. The advantage obtained was one source of truth. Electricity Network data currently available to GIS was used and extracted data from asset management databases, spreadsheets, etc. and converted this data into meaningful layers in the GIS platform. Role based access has enabled various users to create their planned outages and approval. Managers for once had the luxury of viewing all outages at the same time and schedule and approve to minimum network disruptions. 2 INTRODUCTION Electricity distribution operations in NZ are three tier structured. A large infrastructure company holds the ownership of the network, a technology company provides the GIS solution &offer the maintenance of the network and finally a retail company owns consumers. There is thus a dynamic interdependency on each other to enhance the customer satisfaction. The companies are bench marked based on frequency of network disruptions. VEGETATION MANAGEMENT Electricity Network data and vegetation information available at different agencies are extracted and brought to a common platform for web publishing. Spatially non-referenced data within asset management databases, spreadsheets, etc. are converted into meaningful layers in the GIS platform. Solution is built based on the business and operational needs. Solution was built on ESRI ArcGIS server platform. ArcGIS server formed the mapping interface for the solution. WMS & WFS services were authored and published. Workflow functionalities were developed leveraging on the ArcGIS server platform built Geocortex. ESRI Geodatabase formed the database platform for efficiently designing and deploying the database. ESRI basemaps were used as reference layers to the business data in order to identify vegetation or schedule outages on the electric network data. The application does various Simple but very useful GIS functions for completing the total operational requirements List all the assets and attributes Each on each asset by clicking on the asset icon Search for an asset Capture new asset need to geographically plotted View history on each asset by clicking on the asset icon View Tree species by GPS and form fields Integrate forms Automated Notifications Signature capture on the forms Report generation (CSV and charts) Tree icon for data Capture Photo Page 2 of 8
3 Since NZ as country gives a huge importance to the vegetation & its plant species, the data as captured from various sources is integrated against each species and maintained as separate database and linked for easy retrieval. Page 3 of 8
4 Using geospatial tools, the solution was able to identify the areas needing cut and trip operation and notices to be given to the land owners Once the cut and Trim operation is performed the application generates the reports as shown below Page 4 of 8
5 OUTAGE MANAGEMENT Outage Management solution does the following works 1. Planning an Outage 2. Scheduling an Outage 3. Approval of the planned Outage 4. Viewing all Outages 5. SAIDI Graph 6. Search Outages Report GIS solution identifies jobs within an area and using spatial queries rank the priority. Draw the Point or Polygon on the Map for planning the Outage. Page 5 of 8
6 Each Network Power Outage is highlighted on the map allowing users to view and connect the person responsible for the Outage. The users can plan & edit an Outage The application enables Selecting the Planned Outage from Map, and Validate with data whether any outage is scheduled in that area. If yes he modified the schedule date and change the status to scheduled Once Planned Outage from Map is selected, it is Validated with data whether any outage is scheduled in that area. If yes then it is modified the re-schedule and change the status as scheduled. Selected Scheduled Outage from Map are Validated for SAIDI Value whether the value is over the threshold limit set for that month. If Crossed the user has the facility to reschedule that to next month. The manager get to approved the Outage Page 6 of 8
7 The application displays all the active outages on the map with different color. Yellow: Planned Blue : Scheduled Green : Approved It also shows the SIDI calculation to check for any deviation (Total Duration * No. of Effected customers) / Total No. of Customers Page 7 of 8
8 CONCLUSION GIs solution amply demonstrated data that is traditionally managed outside of GIS solution has given our customers and advantage over their competitors. The platform has proven to minimize the frequency of Network Power Outages by various works streams combining their works during a single outage. This has resulted efficient management of Outage schedule within the legal permissible limits. GIS technology was useful in simplifying the Outage planning, approval and monitoring workflows. Customers are benefitted financially with the efficiencies of work, reduced wasted hours also the end consumer by fewer Network disruptions, in turn, reduces complaints and enhances their reputation. *** Page 8 of 8
