2 Overview Pursuant to North Carolina General Statute the Town of Shallotte, a community of 4462 residents, cordially invites you to submit a letter of interest and statements of qualification to provide all engineering related services necessary to permit, design, bid and manage construction of water and sewer infrastructure at the new Shallotte Town Center to be located in the Riverfront Town Center on Wall Street in downtown Shallotte. It is expected that construction management will also be a part of the service contract and that one contract will be issued for the majority of services needed including, civil engineering, design, and permitting. Interested firms shall provide with their submittal, a proposed timeline to conduct the work. Description of Services The Town of Shallotte has taken action to transform a 17 acre parcel located in the area of Cheers Street, Wall Street, and US 17 Business (Main Street) with direct access to the Shallotte River, into a vibrant urban town center. The Shallotte Riverfront Town Center will include several apartments, townhome, and single family living arrangements. The project will also include significant amounts of office, retail space (to include at least one restaurant), and a hotel. RFQ packets will be received by the Town Administrator s Office until 4 pm February 9, Responses received after this deadline will not be accepted. Responses to this RFQ will be used to select a qualified firm on March 6, 2018 or shortly thereafter. Scope of Work The Town is seeking the services of a professional engineering firm to provide design, contract administration, construction observation, and project start-up services for the installation of water and sewer improvements as proposed for the Riverfront Revitalization area (project area) within the eastern part of the Town. The project area is generally defined as, but not completely limited to, that area of the Town to the southeast of Main Street and northwest of the Shallotte River and southwest of Cheers Street and northeast of Wall Street. The improvements are generally defined as, but not completely limited to, the proposed water and sewer lines, sewer pump stations, and other appurtenances described in a preliminary engineering report dated September 2017 prepared by Municipal Engineering Services Company, PA. (report based on preliminary engineering information and other information provided by Stewart Engineering). It is noted the proposed project is being financed with funding provided by the USDA Rural Development (RD). Specifically the scope of work will be as follows: 1. Upon notification of being selected for the work, the successful engineering firm (the Engineer) will prepare a draft Engineering Services Agreement for the work on form EJCDC E-500 (2014 Edition). The draft agreement will incorporate all the required services as noted above. The Engineer will submit the draft agreement to the Town for review and approval. Upon the Town s

3 review and signature accepting the draft agreement, the Engineer will submit it to RD for their review and concurrence. The Engineer will correspond and / or meet with the Town and RD and revise as necessary the draft agreement until it is accepted by the Town and concurred in by RD. 2. After the final engineering services agreement has been prepared, the Engineer will review the PER previously prepared for the project and consult with the Town as needed to gain a complete understanding of the relationship of the water and sewer improvements to the overall project concept and plans for the Riverfront Revitalization project. 3. The Engineer will perform necessary field surveys and field reconnaissance work to obtain and develop needed information for the design of the improvements. The Engineer will coordinate with the Town representatives to obtain information as needed to insure the design of the improvements is compatible with the Town s existing systems and with the proposed Riverfront Revitalization program. 4. The Engineer will review requirements of RD relative to design of projects they finance and will perform the detailed design of the proposed improvements in conformance with State regulatory agency requirements, RD requirements, and the Town s needs as identified in the proposed Riverfront Revitalization Project conceptual plan. The design of the project will be in general conformance with the Preliminary Engineering Report with revisions as needed for specific site conditions. 5. The Engineer will prepare draft plans, specifications, and other contract documents as needed in conformance with State regulatory agency requirements, RD requirements, and the Town s needs as identified in the proposed Riverfront Revitalization Project conceptual plans. The Engineer will use the EJCDC C-990 (2013 Edition) form of contract documents as supplemented by required RD and State forms and documents unless otherwise directed by the Town. The draft plans will be submitted to the State regulatory agency, RD, and the Town for review and comment. Comments will be received by the Engineer and the draft documents as referenced above will be revised as necessary and the review process repeated as necessary until a final bid-ready set of documents has been approved and / or concurred in by all noted parties. The Engineer will also assist the Town with preparation of submittals for all permits needed for the project subject to the understanding that some work required for permit acquisition may fall under the category of additional services. 6. The Engineer will assist the Town with advertising the project for bids in accordance with State regulatory agency and RD requirements, and upon successful receipt of bids will hold a formal bid opening in accordance with State and RD requirements. The Engineer will then prepare a complete bid tab for the Town s review along with a recommendation for award of a contract(s) to construct the work. Upon concurrence by the Town, the Town will submit the bid tab along with the recommendation for award to RD for their review and concurrence. 7. Upon concurrence by RD in the recommendation for award the Engineer will direct the successful bidder to execute the contract in full and to submit the specified number of copies of the executed contract to the Town. The Engineer, along with the Town, will perform a preliminary

4 review of the contract(s) and request the successful bidder to correct any noted deficiencies as applicable. Once the Town has signed off on the executed contract(s) the Engineer will submit the required copies to USDA for their review and concurrence. The Engineer will correspond with and complete other actions as necessary with the contractor(s) until RD has concurred in the executed contract(s). 8. The Engineer will arrange for and conduct a preconstruction conference with the contractor(s) for the project prior to the start of construction. The preconstruction conference will be coordinated with RD, the State regulatory agency, and Town officials. The conference will be conducted in accordance with RD guidelines. Upon direction from the Town and concurrence from RD, the Engineer will issue to the contractor(s) a Notice to Proceed to begin construction of the project. 9. As construction of the project progresses, the Engineer will review shop perform construction administration activities in accordance with RD requirements including but not limited to: review and approval of shop drawings and other required submittals, preparation and submittal of partial payment estimates, in accordance with RD requirements, to the Town and RD for review and concurrence, periodic (typically monthly or otherwise as needed) visits to the project site and periodic progress meetings to ascertain progress of the work and compliance of the construction with plans and specifications, attend and coordinate project inspections by RD, and other construction administration activities as required in the Engineering Agreement and Contract Documents. 10. Provide and support a full-time resident construction observer(s) for the project in accordance with the Engineering Services Agreement and RD requirements. The resident observer(s) s resume will be submitted to RD for review and concurrence prior to that individual(s) going onto the project site to assume the duties of resident observer. The resident observer(s) will observe the construction of the project and will report to the Engineer their observed compliance or non-compliance of the work with the project plans and specifications and will prepare and maintain daily logs of the work in accordance with the Engineering Agreement. 11. The Engineer shall thoroughly inspect the construction of the project as it nears completion and will prepare and submit to the contractor(s) a punch list of items needing completion or correction prior to final acceptance. This process will be completed as necessary until such time as the work is completed in accordance with the plans and specifications as determined by the Engineer. At that time the Engineer will provide to the Town a written recommendation for final acceptance of the work and will process all required documents required to close out the construction contract(s). 12. After completion of the work, the Engineer will provide project start-up assistance to the Owner per the Engineering Services Agreement. 13. The Engineer will assist the Owner as necessary with corrections / repairs to the project during the warranty period as specified in the contract documents. The Engineers duties during the warranty period are defined in the Engineering Services Agreement.

The Engineers duties for this project will also include other additional services as may be requested by the Town (i.e. assistance with bond counsel and the Local Government Commission) and as defined in the Engineering Services Agreement. Minimum Qualifications Any firm wishing to be considered must be properly registered with the Office of the Secretary of State and with the North Carolina Board of Registration for Professional Engineers and Land Surveyors. The engineers performing the work must be registered Professional Engineers in the State of North Carolina and must have a good ethical and professional standing. Submittal Requirements Interested firms may submit their standard qualification package provided the below listed information is included and clearly identifiable. Submitters are hereby notified that material provided need not contain extravagant or expensive photos, charts, graphs, binder, or the like. Particular attention should be made to providing information that is directly related to the experience a firm has in providing similar required services to other cities or agencies in North Carolina or other states with similar situations. The statement of qualifications should include at least the following information: All submittals shall include the following: A cover letter stating your interest in the project A listing of prior experience in providing like services, particularly those projects using USDA, Rural Development funding. Include a list of prior projects similar in size and scope and persons to contract for references. Project listed should have been completed within the past 10 years and should be for the persons that will be assigned to this project. The experience of the principals and staff of the firm that will be assigned to this project. Demonstrated special experience of persons proposed for the design team with design of river walks of this size and nature. Demonstrated experience with various environmental reports that might be required by this projects. Examples included but are not limited to environmental assessments, geotechnical samplings, environmental impact assessments, land and river use permits and regulations, bid laws and procedures and construction management experience and abilities. The approach that will be taken to conduct the work along with a timeline schedule to complete all work. Major work elements shall be shown. Include current published unit cost of principals, clerical staff, technical staff, and all associated cost on a unit price basis. The final contract amount shall be mutually agreed based on the final scope of work. A comprehensive listing of Consultants and/or subcontractors that would likely be used a part of the design team. Include unit costs for all tem members proposed.

6 A current manpower allocation chart or graph or written description that describes manpower available for this project. Interested firms should submit five (6) copies of their qualifications package, as well as an electronic version in PDF format. Submittals should be sent to the Town of Shallotte, Attn: Mimi Gaither, Finance Director, 106 Cheers Street, Shallotte NC by 4:00 p.m. February 9, Packages should be plainly marked: Statement of Qualification Shallotte Riverfront Engineering. All submittals shall become the property of the Town and the Town reserves the right to request additional information it feels necessary to make a qualified judgement on a firm s ability to perform the work. The Town also reserves the right to award this contract in part or whole, in the best interest of the Town and to reject any or all submissions. Firms are hereby notified that separate contact with city staff or officials for the purpose of submitting question or obtaining information is prohibited and may be grounds for disqualification from consideration.
