Ray has worked with a variety of clients including municipalities and private developers and has developed exceptional management skills for all types of development and construction projects. Ray has led numerous projects to completion under budget and on time utilizing his engineering experience, confident decision making, and superior project management skills. Ray s engineering experience spans from single-family and multi-family residential developments to industrial chemical processing plants, industrial warehouses, retail big-box shopping centers and a wide array of roadway design and municipal projects. His project management skills have allowed him to execute on complex projects including elements of planning, financial modeling, conceptual design, entitlements, contract preparation and negotiation, permitting, construction estimating, final design, construction administration, subcontractor coordination, and bidding assistance. His experience has helped to establish working relationships with many different developers, owners, and municipalities. His leadership and project management has resulted in many successful and rewarding projects, and his solid judgment and decision making are attributable to his very broad experience history. In addition to his experience in engineering, Ray has completed several community, district and commercial assessments involving transportation, buildings, structures, energy efficiency, utility infrastructure, and redevelopment/re-commissioning projects. 2 RELEVANT EXPERIENCE Municipal Projects Ray currently serves as the District Engineer for Stratmoor Hills Water and Sanitation District in South West Colorado Springs. As the District Engineer, Ray has completed many tasks. Most notable was the Tank Rehabilitation project of the District s 150,000 gallon, elevated water tank and the development of a Uni-Directional Flushing Program for the District s maintenance efforts. Beginning in 2012, Ray served as the District Engineer for the Pueblo Libraries District. Ray worked with Oz Architecture to complete the development of three (3) new branch Libraries in Pueblo County (one within the City Limits of Pueblo). Ray served as the Engineer of Record for the planning and engineering of the sitework. He worked closely with City and County staff from design development through construction of the projects. In 2009, Ray served as the Project Manager for the $1.5M, award winning Veterans Bridge for the Historic Arkansas Riverwalk in Pueblo, CO. Ray demonstrated his ability to lead a team and work with numerous stakeholders across a number of jurisdictions on a complex, interdisciplinary, fast-tracked project. As Project Manager for the Pueblo School District 70 Bond Initiative Assessments, Ray was responsible for site assessments of several K-12 schools within the school district. The project goals were to develop a Capital Improvements Program for each school to serve as justification for the school district s pending bond initiative. Assessments included; site traffic (bus, autos, and pedestrians), drainage, utilities and opportunities/constraints related to expansion areas. Ray participated in community presentations and prepared construction cost estimates. Serving as Program Manager for the Pueblo West Metropolitan District, Ray was responsible for the development of a Geographic Information System (GIS) based, Five Year Transportation Capital Improvement Plan to prioritize maintenance efforts within the district. The completed Capital Improvements Plan prioritized $40 million roadway maintenance projects. In 2011, Ray served as the Project Manager responsible for the Soaring Eagle Sports Complex, Five Year Business Plan, in Pueblo West, CO. As Project Manager, he was responsible for the development of a business pro-forma detailing revenue generation, operational costs, construction costs, and project phasing. The plan also included a redevelopment market study to assess the economic development viability resulting from the sports complex development. Ray also served as Program Manager responsible for the preparation of a Lighting Efficiency Analysis for all 15 Metro District facilities and subsequent retrofit project known as the Pueblo West Metropolitan District Lighting Efficiency Analysis and Retrofit. The assessment included tabulation of existing lighting fixtures, bulb types, wattages and applications compared to equivalent LED replacement bulbs. Return on Investment and Savings to Investment ratios were calculated to assist the District in their determination to implement the retrofit. Ray also Perez Resume Peak Resource Conservation, Inc. 2
3 managed the retrofit construction phase of the project including project scheduling, supply requisitioning, contractor coordination and project close-out. Total project cost: $350,000. Commercial Land Development As Program Manager for Foursquare Properties and Target Stores, Inc., Ray helped to develop 22-acres of Retail Development in West Jordan, Utah. The project included a Target store and a Best Buy store along with 18,000 sq. ft. of strip retail and surrounding retail and restaurant uses on pad sites. Ray was responsible for the development of all planning and entitlements and was responsible for the development of all site civil engineering documents including off-site roadway/highway improvements plans. He successfully coordinated the approvals of the subdivision plat, conceptual plan, development plan and site development construction plans with the City of West Jordan, Utah and the Utah Department of Transportation. Ray provided construction administration services for the Cabela s retail center in Lehi, Utah. Ray worked closely with the contractor, Okland Construction, Salt Lake City, Utah and the Owner s representatives and architect. The development was a challenging hillside project and included several thousand square feet of retaining walls and terraced slopes. After the project was completed, Ray was integral in the development of a survey monitoring system to analyze the settlement/movement of site retaining walls. Ray has managed projects for Wal-Mart Stores, Inc. in Colorado, Utah and Arizona. For more than five years, Ray served as project manager for Wal-Mart development projects; he was responsible for planning, entitlements, cost estimating, bidding, contract preparation, final design, preparation of specifications, construction administration and storm water inspection services. He managed several on-site relocation projects, expansions, SuperCenters, Sam s Clubs and Neighborhood Markets projects. As project manager for The Merrill Companies and Lowe s HIW, Ray assisted in the development of a 30-acre retail shopping center in Riverton, Utah. The project included a Lowe s Home Improvement Warehouse and 75,000 sq. ft. of strip retail and restaurant uses. Ray was responsible for the development of all planning and entitlements and was responsible for the development of all site civil engineering documents. He successfully coordinated the approvals of the subdivision plat, conceptual plan, development plan and site development construction plans with the City of Riverton, Utah and the Utah Department of Transportation. Ray served as project manager for Safeway Stores, Inc. and The Barclay Group to develop a 40-acre retail project in Pueblo West, Colorado. The project included retail and restaurant uses and was anchored by a grocery. The project also included State Highway 50 roadway improvements. Ray successfully coordinated the approvals of improvements plans and access permits with the Colorado Department of Transportation, Pueblo County Public Works and the Pueblo West Metropolitan District. Ray served as project manager for the American Furniture Warehouse project located in Pueblo Colorado. The project included warehouse/retail and restaurant uses. Ray coordinated Perez Resume Peak Resource Conservation, Inc. 3
4 the entitlements, surveying, platting and site improvements plans (grading and utilities) and storm drainage designs for the 30-acre development. Ray has worked for many other retailers including but not limited to Big-O Tires, Econo Lodge Motels, La Quinta Inns, Starbucks, Cracker Barrel, Village Inn, Burger King, the Movie Gallery, Big 5 Sporting Goods and the Minnesota School of Business in Colorado, Utah and Arizona. Residential Land Development Throughout Ray s career, he has served as project manager for several challenging singlefamily and multi-family projects. He was responsible for designing the grading, drainage, water and sanitary sewers and storm drainage facilities for Summerfield at Briargate Filings #5 and #6 and Fairfax at Briargate Filing #9 single-family projects in Colorado Springs, Colorado, Aberdeen Bluffs Town Homes in Pueblo, Colorado, Villa del Sol Subdivision, a single family development in Pueblo West, Colorado, and Highlands Ranch Filing #118G Town Homes project in Highlands Ranch, Colorado. Ray served as project engineer for the Pueblo West Golf Course Master Drainage Study for the Pueblo West Metropolitan District, Pueblo West, Colorado. As project engineer, he was responsible for project calculations; reports and recommendations related to the drainage improvements around the golf course community. Most recently, Ray has worked with Cedarwood Development of Akron, Ohio to develop a 284- unit apartments project known as The Lodge at Black Forest, in Colorado Springs. He also recently completed another 300-unit apartments project known as La Bella Vita in Colorado Springs. In addition to the multi-family projects listed above, Ray has served as a member of the Preserve at Greenwood Village Design Review Committee for the past 9 years and has completed numerous projects in Cherry Hills Village, Bow Mar Village and several other communities throughout Colorado. Mr. Perez s experience has helped to establish working relationships with many different developers, owners, and municipalities. His project management and leadership have resulted in many successful and rewarding projects. Ray s Good judgment and decision-making are attributable to his very broad experience history. Industrial Land Development Ray served as project manager for the development of the Ashland Chemical Processing Warehouse at the Pueblo Municipal Airport Industrial Park in Pueblo, CO. As project engineer, he was responsible for development of the grading and drainage plans, preparation of drainage reports and calculations, and production of utility plans and reports. During construction of the project, Ray provided construction administration services and participated in project coordination. Ray was the project manager for the Ferguson Enterprises Warehouse in Pueblo West, CO. Ray coordinated the land entitlements, surveying and architectural adaptation.
